Mayor Bose noted that Laury Lange, Jil Walker and Chris Walker had indicated in writing, their opposition to the proposed rezoning: Mayor Bose noted that Sarah Maes, Ray Lewis, Joyce Brind and John Brind had indicated in writing, their support for the proposed rezoning. Mr. Ken Kelleway of 16391-108 Avenue was present to comment on the proposed rezoning. Mr. Kelleway spoke in support of the project, but pointed out that he had some concerns with increased traffic in the area. Mr. Kelleway requested that design guidelines be established to have the new homes conform to the homes in the area. Reverend Rod Loewen of 16382-109 Avenue was present to comment on the proposed rezoning. Reverend Loewen submitted correspondence concerning the proposed rezoning. It was Moved by Councillor Robinson Seconded by Councillor Higginbotham That the correspondence submitted by Reverend Loewen be received.

Reverend Loewen expressed concern that they have not had sufficient notification to prepare an appropriate presentation on the proposed rezoning. Reverend Loewen expressed concern with the proposed traffic circulation, and increased traffic in the area. Reverend Loewen further expressed concern that the new homes will not conform to the existing homes in the area. Reverend Loewen pointed out that the existing homes have frontages of 70 to 75 feet. Reverend Loewen expressed concern that the process is progressing too quickly and asked that it be slowed down. Mr. Denis Borgoni of 16354-109 Avenue was present to comment on the proposed rezoning. Mr. Borgoni spoke in opposition to the proposed rezoning, reiterating the concerns raised by Reverend Loewen. Mr. Borgoni went on to express concern that 164 Street will become a through street, and expressed concern with increased traffic that will be generated by the proposal. Mr. Borgoni further requested that design guidelines be required for the project, to have the homes similar to the existing homes in the area. Ms. Maria Lange of 10875-164 Street was present to comment on the proposed rezoning. Ms. Lange spoke in opposition to the proposed rezoning, reiterating the concerns raised by the previous speakers. Ms. Susan Tanaka of 10855-164 Street was present to comment on the proposed rezoning. Ms. Tanaka spoke in opposition to the proposed rezoning, expressing concern that 164 Street will be converted into a through street. Mr. Greg Sewell of Coastland Engineering was present on behalf of the applicant to addressed the comments raised at the Public Hearing. He pointed out that 164 Street is a road allowance and it is being put through to 110 Street. Mr. Sewell advised that the development sign facing 110 Street has been in place for approximately two months. Mr. Sewell further advised that they have no objections to erecting traffic signs as part of the development, however, noted that the Engineering Department establishes signage. Mr. Sewell further advised that they are willing to control speed during construction. Mr. Sewell commented that there will be design guidelines for the proposed. Mr. Rissick of Resland Developments discussed the design guidelines and advised that they will be similar to and compatible with the existing homes in the area. He went on to point out that the lots will be 7200 square foot lots. In responding to a question, Mr. Rissick advised that the project will be done in one phase, and construction should be completed in the fall of 1993 or early 1994. Seconded by Councillor Hunt That the correspondence submitted to Council on By-law 11681 be received. Mr. Robert Pirog of 10892-160A Street was present to comment on the proposed rezoning. Mr. Pirog made some suggestions as to how the sign in sheets could be amended to indicated "qualified support". Mr. Pirog circulated photographs of the site. It was Moved by Councillor Villeneuve Seconded by Councillor Robinson That the petition and pictures circulated by Mr. Pirog be received. Mr. Pirog described the existing homes in the area and advised that he is interested in knowing what the specific design controls will be. Mr. Pirog expressed concern that an existing stand of older cedar trees will be removed. Mr. Pirog advised that he was not opposed to the subdivision, but is concerned with building design and tree preservation. Councillor Robinson left the Public Hearing at 7:47 p.m. Mr. Pirog requested that there be a zero tolerance policy on secondary suites. Mr. Bert Knaapen of 10886-160 Street was present to comment on the proposed rezoning. Mr. Knaapen reiterated the concerns of Mr. Pirog, particularly the mega house potential of the project. Councillor Higginbotham left the Public Hearing at 7:58 p.m. Mr. Knaapen asked if the applicant was required to construct sidewalks for this project. Councillor Robinson returned to the Public Hearing at 7:59 p.m. Mr. Knaapen asked if sidewalks would be constructed on 160 Street. The Assistant Land Development Engineer advised that sidewalk construction on arterials is the responsibility of the municipality, not the developer. Mr. Knaapen asked that a four way stop be installed at the corner of 109 Avenue and 160 Street. Mr. Knaapen reiterated his concern with mega homes and illegal suites. Mr. Mortin of West Coast Land was in attendance to comment on his application. He advised that they will retain as many trees as possible. Mr. Mortin further commented that they are willing to construct homes similar to those in the area. Mr. Mortin commented that it was his belief that 108 Avenue and the lane further down are to be closed. Councillor Higginbotham returned to the Public Hearing at 8:01 p.m. and Councillor Fomich left the Public Hearing at 8:03 p.m. Mr. Teakatch of 10873-160 Street was present to comment on the proposed rezoning. Mr. Teakatch advised that the development sign is misleading, particularly with respect to the lane, and questioned wether or not there will be a lane. Councillor Ralston returned to the Public Hearing at 8:14 p.m. Mr. Stephen Rill of 7915-124A Street was present to comment on the proposed rezoning. Mr. Rill advised that the area has been petitioned and this will be submitted later in the evening. Mr. Rill questioned why only 19 single family homes were advised of this rezoning application. He further suggested that mainly businesses are within the 300 foot notification radius and asked that this be looked at. Mr. Rill pointed out that there are a number of new subdivisions in the area and approximately 110 homes will be affected by the noise from this facility. Mr. Rill commented that what they understood would be a park is now being turned into a parking lot. In responding to a question, Mr. Rill advised that he would like to see at least a 200 foot buffer for the homes if the project were to proceed. However, he pointed out that this area in general, is not an appropriate area for a truck parking facility. Ms. Sandra Spofford of 12472-79A Avenue was present to comment on the proposed rezoning. Ms. Spofford spoke in opposition to the proposed rezoning, reiterating the concerns of the previous speaker. Mr. Leonard Boudville of 12496-79A Avenue was present to comment on the proposed rezoning. Mr. Boudville spoke in opposition to the proposed rezoning, advising that it will devalue the existing properties in the area. Mr. David Rossi of 7965-126A Street was present to comment on the proposed rezoning. Mr. Rossi spoke in opposition to the proposed rezoning, advising that he would base his comments on technical transportation aspects of the project. Mr. Rossi noted that the municipality owns land in this area. Mr. Rossi commented that this proposal is a heavy industrial use, and expressed concern with the associated high noise and air pollution. Mr. Rossi advised that he met with the applicant and agreed that such a facility is needed in Surrey, but not near residential homes. Mr. Rossi discussed the possible noise decibel levels from trucks using the facility and noted that this facility will be operational 24 hours per day. Mr. Rossi suggested that during the summer the smell of smog and diesel fumes will permeate residents homes through open windows and doors. Mr. Rossi then questioned whether or not ancillary uses such as a gas station will be developed in this area to serve the parking facility. Mr. Rossi questioned how much fuel will be stored on site, noting that a lumber yard is located nearby. Mr. Rossi further questioned whether or not the Fire Department has approved this rezoning application. Mr. Rossi noted that there will be no controls on the type of cargo that the trucks using this site will be carrying. Ms. Monica Kasza of 7941-126A Street was present to comment on the proposed rezoning. Ms. Kasza submitted a petition containing 126 signatures opposing the proposed rezoning. It was Moved by Councillor Robinson Seconded by Councillor Watkins That the petition be received. Ms. Kasza requested a show of hands of those in attendance in the audience, indicating their opposition to the proposed rezoning. Ms. Kasza reiterated the residents concerns which include noise, traffic, pollution and devalued properties. Ms. Kasza went on to comment on the potential danger with this type of operation and the high voltage power lines in the area. Ms. Kasza questioned the notification process and the content of the development sign erected on the property. Ms. Kasza pointed out that she is very concerned with the safety aspects of up to 284 trucks accessing the area on a daily basis. Mr. Robert Budd of 12466-78A Avenue was present to comment on the proposed rezoning. Mr. Budd spoke in opposition to the proposed rezoning, expressing concern with the increased air pollution that over 200 trucks will bring to the area. He expressed concern particularly for those with breathing problems.

Mr. Andrews of 12449-78A Avenue was present to comment on the proposed rezoning. Mr. Andrews spoke in opposition to the proposed rezoning, expressing concern for the safety of children using Strawberry Hill Elementary School. Ms. Brenda Barausse of 12680-80 Avenue was present to comment on the proposed rezoning. She spoke in opposition to the proposed rezoning, expressing concern with increased traffic in the area. Mr. Bechler of 7909-126A Street was present to comment on the proposed rezoning. Mr. Bechler spoke in opposition to the proposed rezoning, reiterating the concerns of the previous speakers. Mr. Baskovitch of 7885-128 Street was present to comment on the proposed rezoning. He spoke in opposition to the proposed rezoning, expressing concern that approval of this project is a foregone conclusion. Mr. Baskovitch expressed concern for the safety of his children with over 200 trucks in the area. Mr. Wilson of 12484-79 Avenue was present to comment on the proposed rezoning. Mr. Wilson spoke in opposition to the proposed rezoning, expressing concern that mechanical work, tire work and welding activities will take place in the evening hours. Mr. VanderWoud of 12478-80 Avenue was present to comment on the proposed rezoning. Mr. VanderWoud spoke in opposition to the proposed rezoning, particularly the resulting noise pollution. He noted that the noise from the trucks across the street impact on the quality of life of the residents on 80 Avenue. Mr. Fergusson of 12465-78 Avenue was present to comment on the proposed rezoning. Mr. Fergusson spoke in opposition to the proposed rezoning, reiterating the concerns raised by the previous speakers. Mr. Fergusson advised that there will be environmental impacts in the area from oil and gas runoffs. Mr. Clayton Campbell of 13490-104 Avenue was present representing the applicant. Mr. Campbell advised that a development sign was placed on the property in accordance with municipal requirements. Mr. Campbell noted that truck parking has long posed problems for the municipality. It was Moved by Councillor Hunt Seconded by Councillor Robinson That the information circulated by Mr. Campbell be received. Mr. Campbell noted that the facility is not only for truck parking, pointing out that there will also be some car and recreational vehicle parking. Mr. Campbell went on to describe the project, noting that there will be a caretakers facility on the site. Mr. Campbell commented on the number and size of the stalls. Mr. Campbell noted that there will be spaces for approximately 189 trucks, with the balance of stalls allocated to cars and recreational vehicles. Mr. Campbell referred to various sections of his brief during his discussion of the project. Mr. Campbell suggested that this project will not impact on the industrial areas. He noted that a consultant has been engaged to report on the impact of noise from the proposal on the residents in the area. Mr. Campbell advised that the applicant is willing to enter into a restrictive covenant restricting reefer units to the most northerly portion of the site. Mr. Campbell concluded his comments by advising that the applicant is prepared to dedicate more parking spaces to recreational vehicles if Council deems it necessary. Mr. Douglas Wicker of Barron Kennedy, Acoustical Engineers, #250-145 West 17 Avenue, West Vancouver, was in attendance on behalf of the applicant to comment on the proposed rezoning. Mr. Wicker gave a history of his qualifications and the background of his company. Mr. Wicker commented on their evaluation of the site, advising when noise measurements were undertaken. Mr. Wicker further commented on the areas which their analysis addressed. Mr. Wicker described the site and the surrounding land uses as well as the slope of the site. He noted that the sloping offers some protection from the noise. Mr. Wicker went on to note the results of traffic counts undertaken by the municipality which indicates 45% of the traffic is truck traffic. Mr. Wicker described the streets on which their noise measurements were undertaken. Mr. Wicker advised that the noise decibels are within by-law standards. The truck park, typically will have 75 to 80 trucks leaving the park

on a daily basis. It is proposed that there will be very little access to the site between the hours of 10 p.m. to 4 a.m. Mr. Wicker commented on other anticipated arrival and departure times of the trucks. Mr. Wicker described the potential noise decibels that would be experienced in homes nearby from trucks using 80 Avenue. Mr. Wicker advised how homes could be shielded from the noise. Mr. Wicker further commented on reefer units and the arrangements made to have these units restricted to those portions of the site that are not near residences. Mr. Wicker noted that the impact will clearly be from night time truck traffic on 80 Avenue, and advised that five specific recommendations have been made to their client to alleviate this problem. In concluding his presentation, Mr. Wicker recommended that only the 82 Avenue entrance be utilized in the morning to mitigate noise impact on the residential community. Councillor Watkins and Councillor Hunt left the Public Hearing at 9:45 p.m. Councillor Hunt returned to the Public Hearing at 9:46 p.m. and Councillor Villeneuve left the Public Hearing. Councillor Hunt left the Public Hearing at 9:47 p.m. Mr. Walthouse of 11162 Patricia Drive, Delta, was present to comment on the proposed rezoning. Councillor Villeneuve returned to the Public Hearing at 9:52 p.m. Mr. Walthouse spoke in support of the proposed rezoning, noting the need in the area for such a facility. Councillor Fomich left the Public Hearing at 9:53 p.m. Mr. Walthouse pointed out that property values in the area will not go down. He suggested that the homes will be very marketable, particularly to truck drivers. Councillor Watkins returned to the Public Hearing at 9:54 p.m. Ms. Wesco, Cooperator of Surrey Park & Truck was present to comment on the proposed rezoning. Ms. Wesco submitted a petition from truckers in the area supporting the proposed rezoning. Ms. Wesco noted this facility will have very little impact on the area. She pointed out that they are willing to make any changes Council deems necessary to accommodate the application. Councillor Hunt returned to the Public Hearing at 9:59 p.m. Ms. Wesco then responded to questions from the Mayor and Councillors. Councillor Robinson returned to the Public Hearing at l0:12 p.m. Ms. Kelly Lloyd of 12497-78A Avenue was present to comment on the proposed rezoning. Ms. Lloyd spoke in opposition to the proposed rezoning, expressing particular concern on how the noise will impact on the residential area. Ms. Lloyd made reference to a fish plant in the area and how the odors travel to their location, and suggested that they will be adversely impacted by the air pollution from trucks utilizing the site. Ms. Lloyd then discussed image, pointing out that they will have trucks constantly in a residential area. She concluded her comments by pointing out that this site should be retained as green space.

Mr. Peter Heindrick of 7936-127 Street was present to comment on the proposed rezoning. Mr. Heindrick spoke in opposition to the proposed rezoning, expressing concern with the impact of this facility on their residential homes. Councillor Watkins returned to the Public Hearing at l0:19 p.m. Mr. Heindrick pointed out that the residents do not want any more exposure to facilities that will adversely impact on the residents in the area. Mr. Heindrick suggested that the site be visually addressed to take into concern the residents concerns. Mr. Brian Skazlic of 7999-126A Street was present to comment on the proposed rezoning. He questioned the information given from the Acoustical Firm, suggesting noise levels are higher in bedrooms that are on the second floor. He reiterated the comments of the previous speakers, expressing concern with noise and air pollution, traffic concerns, devaluation of properties and safety of children in the area. Mr. Bechler of 7909-126 Street was present to comment on the proposed rezoning. He noted that he too has looked into such a facility, noting that all other facilities are in industrial areas. Ms. Elizabeth Ferguson of 12465-78A Avenue was present to comment on the proposed rezoning. She spoke in opposition to the proposed rezoning. She advised that she has a health problem and how the adverse impacts of this facility will affect her health.
