Mayo Boye opened the public heaing. City Clek, Donna Gindey stated that all notices equied by law have been povided, theefoe, the public heaing was in ode. Diecto of Community Development, Lynn Hais and Pinciple Planne, Rich Hendeson exhibited a slide pesentation and epoted that at the May 21, 1991 meeting, the Planning Commission adopted Resolution P91-31, fomally denying Plot Plan 89-146 as evised. The applicant (Mauice Unga) poposes a 35 foot high, thee stoy commecial off ice building totalling 30, 712 squae feet of floo aea. The plot plan was oiginally submitted on Decembe 20, 1989. The poposal at that time was a 46' thee-stoy, 33, 000 squae foot commecial office building. The funding of the SCV Sevice Cente fo $45,000 was appoved by Council and submitted to HUD as pat of the City's poposed use of funds. Following discussion on the use of CDBG funds and the advantages of being an entitlement City, it was moved by Dacy and seconded by Klaj ic to diect staff to implement funding the SCV Sevice Cente fo $31,009 in CDBG funds, and equest the cente to apply fo the Community Sevices Gant and wok with the SCV County of Los Angeles, Dept. of Community and Senio Citizens, Sevice Cente to daft ageement fo payment of sevices. ITEM 5 40 ADVERTISING BUS SHELTERS Administative Assistant, Dennis Luppens epoted that on Septembe 24th, Council consideed a equest to awad a contact fo the installation of 44 bus sheltes and 20 bus benches at vaious locations thoughout the City to Bustop Sheltes. At this meeting, Council was pesented an anonymous lette which questions Bustop Sheltes' owneship, company investment pactices, and the legality of signing bonuses. Staff has since discoveed that these allegations wee anonymously sent to discedit Bustop Sheltes. Addessing the Council on this item was Ed Dunn, 15414 Rhododendon Dive, Canyon County, 91351. Though the 1991-92 budget pocess, funds to design and develop the Begonias Lane Pak site wee made available. Staff has been woking on the Maste Planning phase in the pak development pocess and is pepaed to pesent to Council the Begonias Lane Pak Maste Plan concept. ITEM 27 SANTA CLARA RIVER BIKE TRAIL RESOLUTION NOS. 91-156 AND 91-157 Councilmembe Klajic depated fom the meeting due to illness.
