Motion by Supervisor Fenley to direct staff to start working: 1. with the Planning Commission on a commercial grow land use ordinance; 2. on permitting authority and fee structure for commercial grows; and 3. with the Planning Commission to review our current land use ordinance as it pertains to personal grows for personal use, failed due to lack of a second. Directed staff to place on the November 3, 2015 agenda and item to discuss: 1. a commercial grows land use ordinance; and 2. permitting and fee structure; and on the November 17, 2015 agenda and item to discuss the personal grows for personal use land use ordinance. Directed staff to create a draft permitting/licensing structure with a tiered fee component; Further directs staff to develop a provisional licensing structure pending completion of the land use ordinance. Focus to be given to a structure that provides for ease in verifying compliance.
