Agenda Report MPO Transportation Technical Committee December, 2014 Item No. 4 ISSUE: Fiscal Year 2015 Unified Planning Work Program Amendment 2 REPORT and OPTIONAL VOTE: Consider approval an amendment to the Fiscal Year 2015 Unified Planning Work Program to add funding to the National Highway Travel Survey Add-On project and to create a Complete Streets special project BACKGROUND: The MPO staff has identified the need to make the following two amendments to the Fiscal Year 2015 Unified Planning Work Program (FY 2015 UPWP): National Household Travel Survey The FY 2015 UPWP includes Special Project 13.5-National Household Travel Survey with a federal amount of $233,000. At the time of the UPWP s development, the Federal Highway Administration (FHWA) indicated that the MPO needed to pay only a portion of the full project cost in FY 2015. Since that time, the MPO has worked with the Iowa Department of Transportation (DOT) to transfer funds to the project and determined it more beneficial to pay the full amount in FY 2015. Therefore, the MPO must amend the UPWP to program the full $350,000 cost of the program. This will require an increase of $58,750 it total funds ($47,000 federal funds). Complete Streets Project In August 2014, the MPO received a $75,000 grant from the Wellmark Foundation s Matching Assets to Community Health (MATCH) program to carry out Complete Streets policy development and tactical starts. The program requires a match, which the MPO staff will support through its existing work program. The MPO matching funds will be used to support planning analysis and policy development, while the $75,000 grant award will be used to implement one-time quick start grants of Complete Streets projects for communities wishing to advance this initiative. This project will be added to the FY 2015 UPWP as Special Project 13.7. Included on the following pages is an amended budget summary for FY 2015. Agenda Report MPO Transportation Technical Committee December 2014 Item No. 5 ISSUE: Mobilizing Tomorrow Update REPORT: Update on the approval of Mobilizing Tomorrow at the November 20, 2014, MPO meeting. BACKGROUND: On November 20, 2014, the MPO Policy Committee approved the Mobilizing Tomorrow. The plan calls for a new funding strategy to support achievement of transportation performance measures identified in the plan. The MPO Policy Committee voted to amend the funding strategy proposed in the draft document to allocate Surface Transportation Program funds according to the following set-asides: 15% minimum for bridges 10% minimum for system preservation and optimization 10% minimum for transit 5% flexible to any eligible use Remainder (maximum 60%) for roadways listed in the plan The final document is available for review at www.dmampo.org/mobilizing-tomorrow. Agenda Report MPO Transportation Technical Committee December 2014 Item No. 6 ISSUE: Federal Fiscal Year 2019 Surface Transportation Program Process REPORT: Discussion about the Federal Fiscal Year 2019 Surface Transportation Program process. BACKGROUND: Each year the MPO awards Surface Transportation Program (STP) funds and Transportation Alternatives Program (TAP) funds to critical projects throughout the region. The MPO will begin the process for selecting and awarding Federal Fiscal Year (FFY) 2019 STP and TAP funds in December 2014. The MPO staff will hold a workshop on December 15, 2014, to provide a brief overview of the funding programs, discuss scoring, funding applications, and to answer any questions. The MPO staff will distribute applications to eligible project sponsors and will post applications on the MPO website in early December 2014. STP Applications are due to the MPO office by 4:30 p.m., on Friday, January 23, 2014. Included, immediately following, is the schedule for FFY 2019 STP and TAP funding. RECOMMENDATION: None. Agenda Report MPO Transportation Technical Committee December 2014 Item No. 7 ISSUE: The Tomorrow Plan: Year One Accomplishments Report REPORT: Discussion regarding a draft report developed to document The Tomorrow Plan s implementation efforts over the last year. BACKGROUND: The MPO approved The Tomorrow Plan in November 2013. Since that time, the MPO, its member governments, and other partner agencies have undertaken numerous efforts related to the plan s implementation. To help celebrate accomplishments made over the last year, MPO staff has developed The Tomorrow Plan: Year One Accomplishments Report to document these efforts. A draft of the document is included in the supplemental items. MPO staff asks for the TTC to review the accomplishments listed in the draft document and to provide staff with any additional activities for the document to include. The Tomorrow Plan Steering Committee also is working to identify implementation priorities for 2015; any suggestions from the TTC are encouraged. RECOMMENDATION: None. Report and discussion only. Agenda Report MPO Transportation Technical Committee December 2014 Item No. 8 ISSUE: Calendar Year 2015 Nominating Committee INFORMATION: Announcement of Calendar Year 2015 Nominating Committee BACKGROUND: The MPO TTC Chair traditionally appoints two MPO TTC representatives to serve on the annual Nominating Committee to prepare a slate of candidates for the election of MPO TTC Chair and MPO TTC Vice-Chair for the upcoming calendar year. The MPO TTC Chair has appointed John Peterson, City of Ankeny, and Vern Willey, City of Altoona, to serve as the Calendar Year 2015 Nominating Committee. The Nominating Committee will present its recommended slate of candidates at the MPO TTC s January 8, 2015, meeting and will also accept nominations from the floor.
