BE IT ENACTED BY THE NORTHERN MARIANAS COEfMOXdEL4LTH LEGISLATURE: Section 1. Title. This Act shall be known and may be cited as the Mayors Organization Act of 1978. Section 2. Organization. There are established as agencies of local government within the government of the Commonwealth of the Northern Mariana Islands the Offices of the Mayors which shall consist of the duly elected Hayors of Saipan, Rota, Tinian and Aguiguan, and the islands north of Saipan. Section 3. Compensation. The Mayors of Saipan, Rota, Tinian 2nd Aguiguan, and the islands north of Saipan shall each receive an annual salary of $12,000.00. Section 4. Powers, Duties and Functions. The Xayors shall have the power to: (a) Appoint the necessary staff for which appropriations have bem made by the Legislature. (b) Create or abolish positions within the Offices of Mayor as prcvided by law and for which appropriations have been made bj/ the Legislature. (c) Submit an operating and capital programs and budget requirements annually to the Governar f ~ i his consideration and necessary actions.

(g) In the meat the Governor declares a state of emergency pursuant to Article 111, Secflon 10 of the Constitution, the several Mayors shall act as the principal local officials responsible for mobilization of resourccs and meting emergency conditions in their respective constituencies.
H.B. NO. 1-45, H.D.2, S.D.2, C.D.1 (h) The Mayor of Rota and the Mayor of Tinian and Aguiguan if so designated by the department head, shall be the administrative heads of their constituencies for the delivery of public services provided by the Commonwealth, and shall have whatever authority necessary to efficiently and effectively carry out the administration and delivery of public services. (i) The resident department heads on Rota and Tinian and Aguiguan shall make available to the respective Mayors all necessary government personnel, equipment, and support in order to make possible the effective execution and enforcement of the Mayors' duties and responsibilities provided in the Constitution and by Law. Section 5. Mayor's Contin3ency Fund. The Legislature shall provide in the annual budget for the Executive Branch a contingency fund to be expended by the Mayor for such public purpose as he may deem proper. Section 6. There is hereby appropriated the sum of Forty-Eight Thousand Dollars ($48,000.00) from the General Treasury of the Northern Mariana Islands Commonwealth Government for the salary of the Mayors as specified in Section 3 of this Act.
