FRATERNAL ORDER OF EAGLES FLORIDA DISTRICT 11 BY-LAWS 1. The Grand Aerie Fraternal Order of Eagles Constitution and Statutes and the House Rules of the Host Aerie will govern District 11 members conduct. 2. The Joint meeting day will be per the following, unless specified and agreed upon by a vote of the Joint membership at a regular meeting. A. The meeting day will be the second Sunday of the month at 1:30 p.m. B. There will be no District 11 meeting in the months of June and December. 3. If an Aerie is scheduled to host the next District 11 meeting and is unable to fulfill their obligation, the meeting must be passed on to the next Aerie in rotation. The Aerie that cannot host the meeting must notify the District 11 Secretary or District 11 Chairman at least 2 (two) weeks in advance of the scheduled meeting. A. Meetings may only be changed at a regular meeting by a majority vote of the members present. 4. District 11 will meet at each Aerie in rotation (providing they adhere to the constitution and By-Laws of District 11, State and Grand Aerie) starting with the oldest Aerie to the newest. A. An Aerie must have had at least 2 (two) members in attendance to accept the meeting and attended at least 2 (two) meetings during the previous rotation to qualify to accept the District 11 meeting. B. Members attending District 11 meetings may stand and be recognized (as a member or officer) of only one Aerie within the District at each District 11 meeting, regardless of how many Aeries the member may have dual membership status in. 5. District 11 Officers will be as follows: A. One (1) Chairman Aerie or Auxiliary B. One (1) Vice Chairman Aerie or Auxiliary C. One (1) Chaplain Aerie or Auxiliary D. One (1) Aerie Representative and One (1) Auxiliary Representative from each Aerie (May be a Past President or Current Officer) E. One (1) Aerie Trustee and One (1) Auxiliary Trustee from each Aerie F. One (1) District Secretary Aerie or Auxiliary G. One (1) District Treasurer Aerie or Auxiliary

6. Nomination of District Officers will be held at the April meeting with election and installation of Officers being at the May meeting. The District 11 Chairman and Vice Chairman will rotate each year. If the District Chairman is an Aerie member the Vice Chairman must be an Auxiliary member; next year the Chairman would be an Auxiliary member and the Vice Chairman would be an Aerie member. A. The Nomination will be for the following District 11 Officers Chairman, Aerie or Auxiliary (must be a Past President) Vice Chairman, Aerie or Auxiliary (must be a Past President) District 11 Secretary (may be an Aerie or Auxiliary member) District 11 Treasurer (may be an Aerie or Auxiliary member) District 11 Chaplain (may be an Aerie or Auxiliary member B. Aerie and Auxiliary Representatives will be appointed by their home Aerie C. Aerie and Auxiliary Trustees will be appointed by their home Aerie D. All Chairman and Representatives will serve a term of One (1) Year. 7. If any District 11 Officer absents themselves from two (2) consecutive meetings of the District without being excused by a vote of the membership, the Office of such Officer shall be declared vacant by the Presiding Chairman. 8. If any District 11 Aerie or Auxiliary Representative or Trustee absents themselves from two (2) consecutive meetings of the District without being excused by a vote of the membership, that Office of such Officer shall be declared vacant by the Presiding Chairman and the Aerie of such Officer shall replace that Officer. 9. Election of District 11 Officers. A. The election of Officers shall be by WRITTEN or PRINTED ballot during the District 11 meeting on the date of election. B. Tellers shall be appointed by the Presiding Chairman. 10. The Duties of the District 11 Officers and Chairman s: A. The District Chairman will run the District meeting and see that Harmony is preserved and shall enforce all the Laws of the order. B. The District Vice Chairman will preside over the District meeting in the absent of the District Chairman. The Vice Chairman will do the head count on motions and Roll call of Officers and Roll call of Aerie and Auxiliary. C. The District Chaplain will give an opening and closing prayer. D. The Aerie and Auxiliary representative will, at the District meeting, give a report of their Aerie and Auxiliary membership and upcoming events. E. The District Secretary will keep full and complete minutes of the meetings and read any communication that may come before the District. F. The District Treasurer will make deposits and maintain the checking account of the District and provide a financial report at each District meeting and report on the balance of any earmarked funds. G. The Aerie and Auxiliary Trustees at the Host Aerie will run the District raffles and help the Chairman set up the meeting room. H. The Host Aerie will provide an Inside Door Guard (Aerie or Auxiliary or both) at the District meeting.

11. District 11 Order of Business: At 1:30 pm the District Chairman will call the meeting to Order District 11 will do the Pledge of Allegiance to the Flag District 11 will have the District Chaplain give an opening prayer Roll call of District Officers Roll call of Aerie and Auxiliary, Representatives & Trustees Reports and head count of Aeries and Auxiliary (report may be a joint report) Reading the minutes of previous District 11 meeting District 11 Financial Report Excuse of Absentees Communications Committee Reports Unfinished Business New Business Sick or Deceased members (moment of Silence) District Awards, attendance (members and Officers) Good of District 11 District Chaplain will give a closing Prayer District Chairman will close the meeting Drawings (50/50) 12. The following fund is hereby established for Joint District 11: A. The General Fund B. By resolution District 11 shall designate a banking institution for deposits. C. The signers of the checks may be the District Chairman, District Vice-Chairman, District Secretary and District Treasurer (at least 3 signatures). 13. The host Aerie will provide a suitable meeting place for the Joint District meeting 30 (thirty) minutes prior to the District meeting time. A. The host Aerie will provide a suitable meeting place for the Past President's Club to meet 1/2 (one-half) hour prior to the Joint District meeting time. 14. The host Aerie/Auxiliary is to provide a dinner not to exceed $6.00. 15. District 11 Drawings and Raffles: A. The Joint District 11 may have one (1) 50/50 raffle drawing to be run by the District Trustees or other District Officers. Raffle tickets for such will be provided by the host Aerie. Donations for drawings shall start at 12:00 pm and end at 1:40 pm. B. The host Aerie and Auxiliary may have one (1) raffle each. C. The Past President's Club may have 1 (one) raffle. The host Aerie will provide 1 (one) bottle of alcohol and 1 (one) deck of poker cards for this raffle. All proceeds will be given to the Past President's Club. D. The Joint District will allow raffles, sales of charity items etc. for the Florida State President s charity. E. All fundraisers by the District must be concluded at the end of each meeting.

16. Upon taking office, the District Chairman will, at the July meeting, appoint a Chairperson for the District Picnic, and State Convention hospitality room (if held) and any other committee deemed necessary. 17. A trophy or plaque shall be awarded to the Aerie/Auxiliary with the most members in attendance and a trophy or plaque shall be awarded to the Aerie/Auxiliary with the most Officers in attendance, excluding the host Aerie. A. The trophy(s) or plaque(s) will be held by the winning Aerie until the next regular meeting and will be returned to the Joint District meeting to be re-awarded. B. The Aerie(s) holding the trophy(s) or plaques(s) the most times during the fiscal year shall receive plaques at the end of the fiscal year. C. The plaques given to the Aerie(s) at the end of each fiscal year shall be purchased at the end of the fiscal year at a cost not to exceed $75.00. 18. The God, Flag and Country Speech Contest: To promote participation from the local schools and Aeries, the District hereby agrees to reimburse contestants and the respective school coordinator for travel expenses for the contestant to participate in the State competition as follows: A. Mileage: The District will pay the round trip mileage of $ 0.40 cents per mile for both the contestant's family and the school coordinator to attend the respective contest. B. Meals: The District will reimburse the expense of one meal for the Contestant, his or her family, and the school coordinator while attending the respective contest not to exceed $25.00. C. Lodging: The District will reimburse the school coordinator for one (1) nights lodging for attending the respective competition. The District will reimburse the contestant any monies not paid by the State for up to one (1) nights lodging for participating in the State competition not to exceed $75.00 per coordinator and family, unless reimbursed by the State. D. Reimbursement: All of the respective bills must be turned over to the District Secretary for reimbursement. 19. District 11 By-Law Changes A. The first reading of any changes will be at a regular meeting of the District with no discussions. B. A copy of the By-Law changes will be given to each Aerie and Auxiliary to take back to their home Aerie for the Second Reading. C. The third reading and voting shall be at the next District 11 meeting with discussions held.
