IT IS RECOMMENDED that the Union-Scioto Board of Education does approve to hire the following classified substitutes for the 2018-2019 school year: Ronald Secrest Custodian 2. X. RESOLUTIONS: 1. BE IT RESOLVED that the Union-Scioto Board of Education does approve and authorize the Treasurer of the Union-Scioto School District to advertise for the 2019-2020 budget hearing and to set the date and time of the public hearing on January 7, 2019 at 5:00 p.m. at the Board Office. 2. BE IT RESOLVED that the Union-Scioto Local Board of Education does approve Laura Uhrig, President Pro-Tem of the 2019 Organizational Meeting on January 7, 2019. 3. UNION-SCIOTO LOCAL SCHOOL DISTRICT RESOLUTION PROPOSING TO RENEW AN EXISTING TAX LEVY (NOT AN ADDITIONAL TAX) ON SCHOOL DISTRICT INCOME OUTSIDE OF THE TEN-MILL LIMITATION (O.R.C. 5748.02) WHEREAS, on the 19th day of November, 2018, the Board of Education of the Union-Scioto Local School District adopted a Resolution declaring the necessity to renew an existing levy on school district income in excess of the ten-mill limitation for school district purposes to raise the additional amount of One Million, Four Hundred Thousand Dollars ($1,400,000), on an annual basis; and WHEREAS, the income that is subject to the tax is taxable income of individuals and estates as defined in divisions (E)(l)(a) and (E)(2) of Section 5748.01 of the Revised Code; and WHEREAS, the Tax Commissioner, State of Ohio, has certified to the Union-Scioto Local School District Board of Education that an annual levy of an income tax at an estimated rate of One-half percent (.50 %) will be required to produce the annual amount set forth in the Resolution of November 19, 2018. NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Union-Scioto Local School District desires to proceed with the submission to the electors of the school district the question of a renewal tax on school district income for school district purposes, and the income that is subject to the tax is taxable income of individuals and estates as defined in divisions (E)(l)(a) and (E)(2) of Section 5748.01 of the Revised Code.

BE IT FURTHER RESOLVED, that the purpose for which the tax is to be imposed shall be for the current expenses of the school district, that the rate of the tax shall be One Half percent (.50%), which is the rate set forth in the Tax Commissioner s Certification rounded to the nearest one-fourth of one percent, that the tax shall be levied for a period of five (5) years, and that said renewal tax, if approved by the electors, shall take effect on January 1, 2020. BE IT FURTHER RESOLVED, that the Treasurer of the Board of Education certify to the Ross County Board of Elections a copy of the Resolution of November 19, 2018, the certificate of income tax rate from the Ohio Department of Taxation and a copy of this resolution, not later than ninety (90) days prior to the election at which the question will appear on the ballot. BE IT FURTHER RESOLVED, that the Ross County Board of Elections is requested to submit the question of renewing an existing income tax levy, as provided herein and in the Resolution of November 19, 2018, to the electors of the Union-Scioto Local School District at the time of the election on May 7, 2019, and to make all necessary arrangements for submission of the question to the voters of the school district at that time. BE IT FURTHER RESOLVED, that it is hereby found and determined that all formal actions of this Board of Education concerning and relating to the adoption of this resolution were conducted in an open meeting of the Board of Education and that all deliberations of the Board of Education that resulted in such formal actions were in meetings open to the public and in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code. PROPOSED FORM OF BALLOT The form of the ballots cast at the election on the question of the renewal of a levy of tax on school district income under Revised Code Section 5748.02 shall be substantially as follows: Shall an annual income tax of one-half of one percent (0.50%) on the school district income of individuals and of estates be imposed by the Union-Scioto Local School District to renew an income tax expiring at the end of 2019, for five years, beginning January 1, 2020, for the purpose of providing for the current expenses of the school district.
