AGENDA August 1, 2017 Regular Meeting of the Hazlet Township Committee held at p.m. Salute to the flag and moment of silent prayer called by the Mayor. Mayor s Statement Open Public Meetings Act & Emergency Fire Exits. In Compliance with the Open Public Meetings Act of the State of New Jersey, adequate notice of this meeting of the Township Committee was provided in the following manner: (A) On January 3, 2017, advance written notice of this meeting was posted at: 1766 Union Avenue, Hazlet, New Jersey. (B) On January 3, 2017, advance written notice of this meeting was forwarded to the Independent and Asbury Park Press. It was also published in the Asbury Park Press on January 5, 2017. (C) On January 3, 2017, copies of advance written notice of this meeting were mailed to all persons who requested and paid for such notices on or before January 1, 2017. Time will be allotted for public comment at this meeting. Each speaker will be allotted a 5 minute time limit when recognized by the Mayor. Individuals wishing to address the Committee shall be recognized by the Mayor and shall give their name and address. Although the Township Committee encourages public participation, it reserves the right, through the Mayor, to terminate remarks to and/or by an individual not in keeping with the conduct of a proper and efficient meeting. The Township Committee will not during the public portion of this meeting discuss matters involving any specific, prospective or current employee. RESOLUTION S-1 WHEREAS, the Township of Hazlet is in receipt of a Certification of Eligibles for the position of Police Sergeant in the Hazlet Township Police Department; and WHEREAS, it is the desire of the Township Committee to appoint three (2) eligibles to said position of Police Sergeant in the Hazlet Township Police Department. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of Hazlet Township that Joseph Forgione be and he is hereby appointed to the position of Police Sergeant in the Hazlet Township Police Department effective August 1, 2017; and BE IT FURTHER RESOLVED that he is compensated at an annual salary of $111,562.23 pro rated, as set forth in the current PBA Contract; and BE IT FURTHER RESOLVED that the Certifying Agent process and forward the necessary paperwork to the Department of Personnel. I, EVELYN A. GRANDI, of Hazlet Township do hereby certify that the foregoing is a true copy of a Resolution duly passed and adopted by the Township Committee at its meeting held on the 1st day of August 2017. ORDINANCE OF THE TOWNSHIP OF HAZLET AMENDING ORDINANCE NO. 1546-14, CODIFIED AS CHAPTER 406-27 ET SEQ., WHICH PROVIDED FOR A FIVE-YEAR TAX EXEMPTION AND ABATEMENT FOR COMMERCIAL AND INDUSTRIAL STRUCTURES PURSUANT TO N.J.S.A. 40A:21-1, ET SEQ. WHEREAS, Ordinance No. 1546-14, codified at Chapter 406-27, et seq., provides for a five-year tax exemption and abatement for commercial and industrial structures pursuant to N.J.S.A. 40A:21-1, et seq.; and WHEREAS, Ordinance No. 1546-14, Section 3, codified at Chapter 406-29, provides that all commercial and industrial structures, following receipt and approval by the Township of Hazlet of a fully-executed and complete application described herein, shall be exempt from taxation of improvements to commercial or industrial structures ; and WHEREAS, the Township Committee deems it in the best interest of the Township and its taxpayers to amend the above-referenced subsection to provide that exemptions shall be authorized for improvements on an individual basis after review, evaluation and approval of each application by the governing body. NOW, THEREFORE, BE IT ORDAINED by the Mayor and Township Committee of the Township of Hazlet, County of Monmouth, State of New Jersey, that Ordinance No. 1546-14, Section 3, codified at Chapter 406-29, shall be amended to read as follows:

Exemption and Abatements for Improvements to Commercial and Industrial Structures. In accordance with N.J.S.A. 40A:21-7, commercial and industrial improvements may be authorized for an exemption for those improvements on an individual basis after review, evaluation and approval of each application by the governing body. During the exemption period, the assessment on the property shall not be less than the assessment thereon existing immediately prior to the improvements, unless there is damage to the structure through action of the elements sufficient to warrant a reduction. BE IT FURTHER ORDAINED the remainder of Ordinance No. 1546-14, codified at Chapter 406-27 et seq., remains in full force and effect. This Ordinance shall become effective after second reading and publication as required by law. RESOLUTION BE IT RESOLVED by the Township Committee of Hazlet Township that the be and is hereby authorized to issue the following Raffle License: RL-4129 Special Teens and Adult Recreation Supporters I, EVELYN A. GRANDI, of Hazlet Township do hereby certify that the foregoing is a true copy of a Resolution duly passed and adopted by the Township Committee at its meeting held on the 1 st day of August, 2017. RESOLUTION WHEREAS, the Hazlet Recreation Advisory Committee of the Township of Hazlet, in the County of Monmouth, State of New Jersey, collected monies associated with a summer camp trip; and WHEREAS, said monies have been received from the following and were deposited into the Recreation Trust Fund; and WHEREAS, the Javier Diaz decided to not be a CIT for the summer camp.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Township Committee that the Chief Financial Officer be authorized to return such fees; and BE IT FURTHER RESOLVED that the forward a certified copy of this resolution to the Recreation Program Coordinator and to the Finance Office. NOTICE OF REDEVELOPMENT PLAN FOR BLOCK 239, LOTS 1 AND 1.01 TOWNSHIP OF HAZLET, COUNTY OF MONMOUTH NOTICE is hereby given that a redevelopment plan, entitled Hazlet Town Center Redevelopment Plan, was introduced and passed on first reading at a regular meeting of the Township Committee of the Township of Hazlet held on August 1, 2017. The redevelopment plan is proposed for property known as Block 239, Lots 1 and 1.01, located at the intersection of Route 35 southbound and Bethany Road. The property is approximately 19.8 acres in size, and is located within the Township s B-H Business Highway zoning district. A portion of the property was formerly occupied by a Kmart retail store and a Pathmark supermarket. The balance of the property is used for other retail and commercial purposes. The property being considered for the redevelopment area is shown on the map below. The redevelopment plan, upon adoption, shall be a specific amendment to Hazlet Township s zoning district map. The entire Township was designated as an Area in Need of Rehabilitation pursuant to a resolution adopted by the Township Committee on April 1, 2014. The proposed redevelopment plan is proposed pursuant to that designation. The redevelopment plan is intended to revitalize a core commercial area along Route 35 in Hazlet Township. The redevelopment plan provides new land use and design regulations

for the property. The redevelopment plan is intended to attract commercial and reinvestment on an existing underutilized property along one of the Township s main commercial corridors. The goal of the plan is to modify the land use regulations within the redevelopment area to allow for the rehabilitation or construction of a viable, modern commercial shopping center. The redevelopment plan would permit the following principal permitted uses: shopping centers; retail sales establishments; retail service establishments; banks and financial institutions; child care center; health and fitness club; restaurant; fastfood with drive-thru facilities; offices; automobile fuel dispensing facilities with convenience stores; educational uses; medical uses; entertainment uses such as, but not limited to, movie theaters, trampoline bounce parks, bowling alleys, laser tag, arcades and other similar uses. The redevelopment plan would permit the following accessory uses: uses that are customarily incidental to the principally permitted uses of the zone; outdoor dining facility; and surface parking areas. The redevelopment plan sets forth standards for minimum lot area, minimum building setbacks, residential buffer, maximum lot coverage, maximum building coverage, maximum building height, parking requirements, minimum parking setbacks and minimum parking stall size. The redevelopment plan sets forth standards for signage, landscaping, buffering and screening, and site ingress and egress.

The redevelopment plan will be considered for final reading after a public hearing at a regular meeting of the Township Committee, to be held on August 15, 2017 at 8:00 p.m., at the Hazlet Township Municipal Building, 1766 Union Avenue, Hazlet, New Jersey 07730, at which time all interested persons may appear and ask questions about the redevelopment plan, and make statements for or against the adoption of the redevelopment plan. After the public hearing, the Township Committee may consider the adoption of the redevelopment plan.
