HOUSE JOURNAL, TUESDAY, NOVEMBER 18, 2014 2775 TWO HUNDRED FOURTH DAY Hall of the House of Representatives, Columbus, Ohio Tuesday, November 18, 2014, 9:00 o'clock a.m. The House met pursuant to adjournment. Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Buchy was selected to preside under the Rule. The journal of the previous legislative day was read and approved. The following bills were introduced: INTRODUCTION OF BILLS H. B. No. 668-Representative Barnes. To amend section 4303.231 of the Revised Code to allow a W liquor permit holder to sell and ship beer and wine, on behalf of an S liquor permit holder, to consumers residing in Ohio. H. B. No. 669-Representative Stinziano. Cosponsors: Representatives Barborak, Duffey, Rogers, Sheehy. To amend sections 150.03, 322.02, 5739.02, 5739.03, 5747.01, and 5751.01 and to enact sections 195.01 to 195.14 and 5709.071 of the Revised Code to establish the Startup Ohio initiative in which universities and partnering business may collaborate in tax-free areas near campuses in this state to create jobs, attract entrepreneurs, and spur academic enrichment and to direct the Director of Budget and Management to transfer $100 million to the Ohio Venture Capital Program Fund. H. B. No. 670-Representative Schuring. To require the Director of Health with assistance from the Ohio State University Extension Program to establish and administer a pilot program for the purpose of reducing infant mortality in high-risk communities and to make an appropriation. H. B. No. 671-Representative Schuring. To enact section 5703.95 of the Revised Code to require the Department of Taxation to conduct a one-time cost-benefit analysis of all existing tax credits, to appropriate $200,000 for that purpose, and to require that, before a new tax credit may be enacted, the Department must conduct a cost-benefit analysis of the proposed credit.

To enact section 5534.35 of the Revised Code to designate a portion of United States Route 62 within Canton as the "USMC LCpl Stacy (Annie) Dryden Memorial Highway."
