MINUTES OF SIOUX COUNTY BOARD OF SUPERVISORS MEETING HELD ON JUNE 11, 2002 The Board of Supervisors of Sioux County, Iowa, met pursuant to adjournment at 9:00 o clock a.m. with Chairman Loren Bouma presiding. Members present were Mark Sybesma, Vernon Beernink, Loren Bouma, Bernard L. Smith and Stanley L. De Haan. Minutes of May 30, 2002 were read and on motion and vote stand approved as read. Committee reports were given this date. Dennis Lange, County Auditor, reported on the canvass of election returns for the Primary Election held on June 4, 2002. Motion by Sybesma and supported by Beernink to approve and authorize the Chairman to sign a Permit Agreement with Paul Heinrichs of Hickory Tech for road right-of-way crossings in Sections 28 and 29 of Rock Township. Carried, unanimous in favor.
Randy Porter, representative for Porter Development, met with the Board this date to request a tax abatement for tax years 2000 and 2001 on apartment complex parcel numbers 13-35-479-017-0, 13-35- 479-010-0, 13-35-479-011-0 and 13-35-479-012-0 located in the City of Hawarden. Phylliss Kroon, County Assessor, was also present to explain that the applications for tax abatements were not timely filed. Craig Coffey, Hawarden City Administrator, was also present to explain that the Hawarden City Office was in a transitional period due to a change in the City Administrator s position at that time and may have added to some lack of local notification to developers to timely file applications for tax abatement under the city s urban revitalization plan with the County Assessor. Motion by Smith and supported by De Haan to approve the tax abatement of all 2001 real estate taxes on apartment complex parcel numbers 13-35-479-017-0, 13-35-479-010-0, 13-35-479-011-0 and 13-35-479-012-0 located in the City of Hawarden and to approve a tax abatement on the county s share of 2000 real estate taxes on apartment complex parcel numbers 13-35-479-017-0, 13-35-479-010-0, 13-35- 479-011-0 and 13-35-479-012-0 located in the City of Hawarden. Roll Call on Vote: Sybesma, Yes; Beernink, Yes; Bouma, Yes; Smith, Yes; and De Haan, Yes. Carried, unanimous in favor. Jim Schwiesow, County Sheriff, met with the Board this date to report that monies were received through a grant application award from the United States Department of Justice to assist with the purchase of bullet proof vests for the County Sheriff s Department. He also reported that an amount of $11,510.00 has been received from the Traffic Safety Bureau to assist with purchasing a patrol car video system, breathalyzers and paying overtime. Motion by Beernink and supported by Sybesma to go into executive session according to Section 20.17(3), Code of Iowa, to discuss proposed labor negotiations with Harvey Wiltsey, Labor Negotiator for Sioux County, pertaining to the Secondary Road and County Sheriff s Department union proposals. Roll Call on Vote: Sybesma, Yes; Beernink, Yes; Bouma, Yes; Smith, Yes; and De Haan, Yes. Carried, unanimous in favor.
Doug Julius, County Engineer; and Jim Schwiesow, County Sheriff, were present for the aforementioned executive session. Motion by Beernink and supported by Sybesma to go out of executive session according to Section 20.17(3), Code of Iowa. Roll Call on Vote: Sybesma, Yes; Beernink, Yes; Bouma, Yes; Smith, Yes; and De Haan, Yes. Carried, unanimous in favor.
