STATEMENT OF PROBABLE CAUSE On December 21, 2013, M went to the West St. Paul Police Department to report that a male was harassing her. M explained that sometime during the last week of November 2013, she met a male on Backpages.com and then had drinks with him at the Mall of America. M stated they returned to her apartment in West St. Paul, Dakota County, Minnesota, where she planned to have sex with this male. M initially denied being a prostitute, but in a subsequent interview M admitted that she was a prostitute and that they had agreed upon a price of $250 for sexual services that she would provide the male at her apartment. M stated that as she began removing her clothes, the male stated I m going to have to stop you right there as I m associated with law enforcement. The male then told M that he was going to school for prostitution stings. M began to panic and cry, as she was concerned about losing her daughter. The male told her she had two choices: she could have sex with him because I m horny or she could go to jail and maybe lose your daughter. M stated that she had sex with the male and was crying the entire time. M stated that the male left a ten dollar bill on the floor and left. After the male left, he texted M, telling her that he wanted to make this a regular thing. M stated that she now continues to receive text messages from this male although she has told him to leave her alone. M stated that she was reporting this because that day this male had come to her home, and when her mother answered the door the male asked for her by the name she uses on Backpages. M provided the officer with a physical description of the male and his phone number. An investigator determined that the phone number provided by M belonged to Alex Michael Hollinger, DOB 3/19/1989. The investigator also confirmed that Hollinger matched the physical description provided by M. In February of 2014, the Rochester Police department began in investigation of Hollinger after a strikingly similar report was made by another prostitute. On February 28, 2014, officers executed a search warrant of Hollinger s residence in Rochester, Minnesota. In Hollinger s bedroom officer s found clothing from two different police agencies. Hollinger explained that he was employed by both agencies, but in a civilian capacity, not as a police officer. Officers also collected Hollinger s computer and cellular phone. An officer interviewed Hollinger at his residence and Hollinger denied having contact with the victim in the Rochester case and denied that he ever paid prostitutes for sex. A forensic search of Hollinger s phone revealed communication with several different escort services and a conversation about sex for money which occurred that morning before the search warrant was executed. On July 14, 2015, an investigator interviewed Hollinger about the allegations made by M. When shown a picture of M, Hollinger denied that he had ever met her. Hollinger denied that he ever communicated with anyone on Backpages and had no explanation for why there were text messages from his phone on M s phone. 3
