PRISTINE PLACE HOMEWONERS ASSOCIATION BOARD OF DIRECTORS MEETING JANUARY 24, 2017 AT 7PM CALL TO ORDER: Meeting was called to order by Carol Prible at 7:15pm ROLL CALL/ NOTICE OF MEETING: Meeting attended by Carol Prible, Bill Dyer, Virginia Gange, Ken McDonald, and Dan Lowe. Mike Spall of Greenacre and Jonathan Ellis, attorney also in attendance. Notice of meeting posted January 21,2017 at 12:15pm APPROVAL OF MINUTES: Motion to approve Minutes for December 5 th, 2016 meeting by Carol Prible, 2 nd by Virginia Gange, and approved by Bill Dyer and Dan Lowe, opposed by Ken McDonald as he was not in attendance. Motion to approved minutes for December 8 th, 2016 meeting by Carol Prible, 2 nd by Virginia Gange and approved unanimously. APPEALS: 3366 Indian River - $1000 fine for painting exterior of house without a permit and approval from ACC. Motion to uphold fine by Carol Prible, 2 nd by Bill Dyer and approved unanimously. 4043 Chesterfield resident not present, motion to table till next month made by Carol Prible, 2 nd by Bill Dyer and approved unanimously. REPORTS A. President Carol discussed several different ideas she has
concerning security at the gates: 1. Selling of bar codes to vendors. Carol and Doris have sold 18 of them in last couple of days. 2. Installing of barrier gates at all 3 gates 3. Putting spikes at each exit gate to avoid people entering through the exit gates Parking on St. Ives having landscapers, contractors, and commercial vehicles park on side streets. Garage sales trying to work out a way to bring them back. B. TREASURER: As of December 31, 2015 Total Operating $91,657.23, Total Reserve $854,274.91, Total Other Assets $76,846.72 Total Assets $1,022.778.86 C. ACC: There where 2 meetings held. The first December 2016 with 17 request, 16 approved and 1 conditional and then approved fully. The 2 nd meeting January 2017 with 10 requests, all approved. D. APPEALS: No January meeting. In December there where 22 appeals, 4 corrected by management, 1 rescinded, 15 upheld, 1 reduced and #17 on list still open and tabled till next month. Dorothy Rizzo approved by Carol Prible, 2 nd by Bill Dyer and approved unanimously to be on Appeals Committee. E. CERT No longer active, not enough volunteers F. CLUBHOUSE: Committee now fully staffed. Pool failed Health Inspections. Dave Epler recommended we replace pool filter and
repair main drain. Motion by Bill Dyer to repair main pool drain at a cost of $267.50 and put in a new pool filter at a cost of $1,177.00, 2 nd by Carol Prible and approved unanimously. G. NEIGHBORHOOD WATCH: We had 4 incidents in our community 2 burglaries and 2 domestic battery. Virginia invited all residents to the neighborhood watch meeting on January 26 th, 2017 to hear what the Sheriff has to say on these and other incidents. H. DOCUMENT REVIEW: Nothing to report I. LANDSCAPING (FORCE MOWS) none J. SOCIAL/DECORATING: Maria thanked all volunteers, and she then gave a refund check for $136.30 from Publix to be returned to community. K. WELCOME: 2 New residents. L. BAR CODES: Doris reported a total of $7300.00 from the sale of bar codes for the year and in the last couple of days sold 18 bar codes to vendors M. Management: 136 open violation for the month, 17 first notices sent, with a total of 26 notices sent in the month. Mike asked the board to vote on 26 homeowners to have fines levied. Motion by Bill Dyer to uphold fines on 19 homeowners and hold off on #8, 11,21,22, 2 nd by Virginia Gange and approved unanimously. UNFINISHED BUSINESS: A. Mailboxes Motion by Ken McDonald for standard black
mailboxes, with natural wood post. Motion 2 nd by Dan Lowe, approved by Virginia Gange, Bill Dyer, opposed by Carol Prible, motion passed. NEW BUSINESS A. Key Fob Entry Motion made by Virginia Gange to table till next month the issue of moving and disabling fobs. Motion 2 nd by Carol Prible and approved unanimously. B. Street Parking Not discussed C. Gate Hinges Ratif Motion made by Carol Prible to replace hinges on all 3 gates at a cost of $1,775.00, 2 nd by Ken McDonald and approve unanimously. D. Motion by Carol Prible to buy 2 benches, not to exceed $250, to be installed at St. Ives front gate, 2 nd by Virginia Gange and approved unanimously. E. Irrigation System Discussion to replace 4 inch sprinkler heads with 6 inch heads on St. Ives medium and to replacing some wiring. Ken McDonald to get additional estimates F. Garage Sale Tabled till next month G. Barrier Gates St Ives- No motion
H. Golf Cart Purchased No Motion I. Pedestrian Gate Reader tabled till next month J. Mansfield Reader and Pedestial tabled till next month K. Pool Grates Not discussed L. Clubhouse Rental Price- Carol Prible made a motion to raise the fee for rental of the clubhouse from $150 to $200. Motion 2 nd by Virginia Gange and approved unanimously. M. Mailing for Bar Codes A notice will be sent out to all residents asking them to give us the license plate number that matches the bar codes on their vehicles. GARBAGE CANS: Motion by Bill Dyer that garbage cans must be out of sight from the front and sides of the house, hidden by bushes or 4 ft high chain link fence with slats. Motion 2 nd by Virginia Gange, approved by Ken McDonald, Carol Prible and opposed by Dan Lowe. Motion passed.
