CITY OF SANTA BARBARA CITY COUNCIL MINUTES REGULAR MEETING October 11, 2016 COUNCIL CHAMBER, 735 ANACAPA STREET CALL TO ORDER Mayor Helene Schneider called the meeting to order at 2:00 p.m. (The Ordinance Committee met at 12:30 p.m. The Finance Committee, which ordinarily meets at 12:30 p.m., did not meet on this date.) Subject: Contract Amendment For The Parks And Recreation Facility Sign Replacement Project (570.05) Recommendation: That Council authorize the Parks and Recreation Director to execute an amendment to City Contract No. 25,272 with Hunt Design, Inc., to increase the scope of services for the Parks and Recreation Facility Sign Replacement Project and to increase the contract amount by $27,730. Documents: October 11, 2016, report from the Parks and Recreation Director. Speakers: City Attorney Ariel Calonne, City Administrator Paul Casey. Councilmembers Murillo/Hotchkiss to approve the recommendation; Agreement No. 25,272.1. Unanimous voice vote. Action: Approved the recommendation; Ordinance No. 5769; Agreement No. 25,717. 3. Subject: Adoption Of An Ordinance For A Lease Agreement With Nature's Own Gallery, Inc. (570.03) Recommendation: That Council adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Waterfront Director to Execute a Lease Agreement with Nature's Own Gallery Inc., Located at 217 Stearns Wharf, Suite C, Commencing Upon the Effective Date of the Enabling Ordinance. Subject: Introduction Of Ordinance Authorizing Agreements For The Potential Refinancing Of The 2004 Sewer Revenue Bonds (240.03) Recommendation: That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the City of Santa Barbara Authorizing the Execution and Delivery by the City of an Installment Sale Agreement, a Trust Agreement and a Continuing Disclosure Agreement in Connection with the Execution, Authentication and Delivery of Santa Barbara Financing Authority Sewer Revenue Bonds, Series 2016 (Payable Solely from Installment Payments Secured by Net System Revenues of the Wastewater Fund of the City of Santa Barbara), and Authorizing Related Actions. Action: Approved the recommendation (October 11, 2016, report from the Finance Director; proposed ordinance). 6. Subject: Introduction Of An Ordinance For A Lease Agreement With Jon Marshall And Melissa Schumacher, Doing Business As Deep Blue Sea (570.03) Recommendation: That Council introduce and subsequently adopt, by reading of title only, An Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the Waterfront Director to Execute a Lease Agreement with Jon Marshall and Melissa Schumacher, Doing Business as Deep Blue Sea, Located at 219 Stearns Wharf, Suite C, Commencing Upon the Effective Date of the Enabling Ordinance. Action: Approved the recommendation (October 11, 2016, report from the Waterfront Director; proposed ordinance). 8. Subject: Approval Of A Professional Services Contract For A Distribution System Water Quality Assessment (540.11) NOTICES Recommendation: That Council authorize the Public Works Director to execute a professional services contract with Water Quality Treatment Solutions, Inc., in the amount of $79,900 for a distribution system water quality assessment, and approve $10,000 for extra services, for a total contract amount of $89,900. Action: Approved the recommendation; Agreement No. 25,719 (October 11, 2016, report from the Public Works Director). 9. The City Clerk has on Thursday, October 6, 2016, posted this agenda in the Office of the City Clerk, on the City Hall Public Notice Board on the outside balcony of City Hall, and on the Internet. REPORT FROM THE ORDINANCE COMMITTEE Ordinance Committee Chair Rowse reported that the Committee met to review the proposed updates to the 2016 California Building Standards Code Adoption and the 2016 Fire Code Adoption. The Committee approved the ordinances, which will be forwarded to the full Council for its consideration in a future meeting. CITY COUNCIL ADMINISTRATIVE AND ATTORNEY REPORTS COMMUNITY DEVELOPMENT DEPARTMENT 10. Subject: Vacation Rental Enforcement Update (650.01) Recommendation: That Council receive and review a report from staff on the current status of the City's enforcement efforts on short term rentals. COUNCILMEMBER COMMITTEE ASSIGNMENT REPORTS Information: - Councilmember Murrillo reported on her attendance at the following events: 1) Santa Barbara Middle School celebration with Ernie Brooks, 2) Eddie Gonzalez s receipt of the Dreamer Award for bicycle advocacy, 3) the Housing Authority Commission meeting, and 4) TVSB s media access festival. - Councilmember Hart reported on his attendance at a housing forum hosted by Santa Barbara Independent and KCRW, and the memorial service of Larry Crandell. - Mayor Schneider reported on her attendance at the League of California Cities Annual Conference and commended Assistant City Administrator Pamela Antil and City Attorney Ariel Calonne on their presentations at the conference.
