BOROUGH OF HASBROUCK HEIGHTS M I N U T E S February 24, 2004 A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on Tuesday, February 24, 2004 at 8 p.m. at the Municipal Complex, 320 Boulevard, Hasbrouck Heights, New Jersey. Borough Clerk Rose Marie Sees stated that the meeting complied with the Sunshine Law, adequate notice of this meeting having been made to all members of the Council by personal service on January 5, 2004 and transmitted to The Observer, The Record and The Herald News on January 5, 2004. ROLL CALL: Present: Mayor Ronald R. Jones, Councilman Andrew Link III, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman Ronald F. Kistner, Councilman Thomas E. Meli Absent: SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Jones led in the Salute to the Flag and Pledge of Allegiance. INVOCATION: COMMUNICATIONS: 1. Letter from Faith Parodi, Euclid School chiarperson for Euclid and Lincoln School PTA Drug, Alcohol and Tobacco Awareness Committee inviting Mayor and Council to participate in National Pta Drug, Alcohol, and Tobacco Awareness Week March 1 through March 5, 2004. 1. Letter from County Executive Dennis McNerney announcing Bergen County has created a Human Relations Commission to offer programs and support for efforts that promote understanding and respect among all varied cultural groups and asking for a municipality contact for this effort. 2. On a motion by Councilman DiPisa, seconded by Councilman Meli, and unanimously carried, the foregoing Correspondence was accepted. PRESENTATION: Certificates were presented to Jesselyn Coffey, a third grader, and Julie Sheridan, a fourth grader, who had their cut and donated to the Locks of Love Program. PRESENTATION: Certificates were presented to the South Meadowlands Football League Champion Team who had won the 2004 Super Bowl. They

APPROVAL OF MINUTES: PETITIONS: BILLS: BE IT RESOLVED that the claims and accounts amounting to $361,239.04 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefore. Signed Andrew Link III Commissioner of Finance On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted. REPORTS: FINANCE AND LAND USE: Under Finance, Commissioner Link reported that the Current Fund cash balance at January 31, 2004 was $2,973,735.25 and at December 31, 2004 was $2,239,453.82, which represents an increase of $734,281.43. The entire balance was invested and earning approximately 1%. Cash receipts for January totaled $3,210,671.18 of which $3,106,104.43 was for Current Taxes, $38,992.57 was for Prior Year Taxes, and $65,574.18 was Miscellaneous Revenues. Cash disbursements for January totaled $2,476,389.75 of which $1,305,393.90 was Local School Taxes, $439,205.55 was for Salaries, $57,988.93 was for Debt Service and $673,801.37 was for Other Expenses. He continued that the CFO has filed the Annual Financial Statement which was due February 10, 2004 and that the 2004 budget is proposed for a March 9, 2004 introduction. FINANCE AND LAND USE (cont d):

which is due February 10, 2004 with the budget scheduled for February introduction. He also gave a report on the financial position at 12/31/03 which summarized that the tax collection rate was 98.74%, down slightly from the previous year which was 99.01%. The surplus is estimated to be $1,302,674.31, a decrease of approximately $45,000 from the previous year. At this point Mayor Jones introduced Gordon and Stella Vinci from Elks Lodge 1906 who were present for National Patriotism Week. HEALTH AND RECREATION: Under Health, Commissioner DiPisa gave the following report for December: 11 births recorded, 4 male and 7 female; burial permits 89; certified transcripts 690; marriage 5; funeral directors requests 685. Fees collected: burial permits, $88; certified transcripts, $3,450; food licenses and late fees, $1,025; marriage licenses, $56; with total fees collected $6,145. Total deaths recorded 91, residents in town 3, residents out of town 3; non resident 85. Food licenses issued 5; marriage licenses 2, marriages recorded 14; and a total of 113 calls to the office. Dog license letters were mailed to 995 dog owners. Chapter 12 health inspections will be held more frequently. Three-hour food handler courses will be held in the Municipal Building in the spring for Hasbrouck Heights food establishments. A Health Fair Expo will be held in early spring. Funding will be done by outside agencies. The Reorganization meeting was held with new officers Louis Castellito, president; Michele Meli, vice president and Charlotte Sodora, treasurer. Under Recreation, a reorganization meeting of the Recreation Advisory Board was held with 15 members. A calendar of events will be prepared monthly by Recreation Director Robert Brady. POLICE AND PUBLIC FACILITIES: Under Public Facilities, Commissioner Pepe reported the tower footings are complete, and site work will begin when the ground is less frozen. The gas meter has been set by PSE&G. Indoor heating will be available for interior work. The balance of the contract is proposed for March. Under Police, Commissioner Pepe gave the Statistics for December with total sick days for year to date were 134. Letters were presented to those officers with five or less sick days: Capt. Castiglione and Cronin, Lt. Krisinski and Miller, Sgt. Mullins, Lesho, Corbliss, Rinke, Patrolmen Caccavella, Vargo, Netelkos, Sisto, Robinson, Bassett, Loos, Baker, Werner, Kroncke, Lange, Colaneri, Donohue, Adamo, Albanese, Ciccarelli and Kest. Letters for traffic enforcement were also presented to several officers. There were 854 calls to service. FAA approval has been received on the tower. Under Social Services, Commissioner Verrastro was absent. STREETS & TRANSPORTATION AND PARKS: Under Streets & Transportation, Commissioner Kistner reported that as a followup from the meeting of Jan. 13, he had met with Field Avenue residents with regard to the flooding problems on Field Avenue. They had visited the ditch area for several hours and had met with Bob Heck and two NJ Transit supervisors. The NJ Transit agreed to dredge and clean the area from Franklin to Henry Street. Under Parks, improvement to the soccer area of Woodland Park is proposed for early spring. FIRE: Under Sanitation, Commissioner Meli noted the department was preparing for the impending snow storm. He had also visited the Riser Ditch with Councilman Kistner. Under Fire, Commissioner Meli gave the Fire Report for the month of December: Fire Calls: Hasbrouck Heights, 13 calls, year to date 13; Teterboro 8, year to date 8; mutual aid 1, year to date 1; total for the month 22, year to date 22. Ambulance calls for December: Hasbrouck Heights, 113, year to date 113; Teterboro, 13, year to date 13; mutual aid, 3, year to date 3; total 129, year to date 129. As liaison of the library, he reported 29 computers have been bought and gave a brief report of children s room programs and adult and teen programs. The book box will be set up for book returns soon. REPORT OF MAYOR: The Mayor attended a breakfast with the County Executive and county mayors. He had discussed with the Director of Parks a parcel of land near Teterboro Airport which might be used for parkland or fields. He reported the Town meeting was held and well attended. Recreation was the topic. The next meeting will be Feb. 23, 2004 and Recreation will be continued. APPOINTMENTS: RESIGNATIONS: Christopher Hayes from Hasbrouck Heights Fire Department On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resignation was accepted with Regret. Authorizing Contract with Iron Horse Advertising for Establishment of an Official Website On a motion by Councilman DiPisa, seconded by Councilman Link, and unanimously carried, the foregoing Resolution was approved.

22. Confirmation of Bond Anticipation Note On a motion by Councilman Link, seconded by Councilman Meli, and unanimously carried, the foregoing Resolution was approved. NEW BUSINESS: ORDINANCE(S) ON INTRODUCTION: ORDINANCE NO. 2031: BE IT RESOLVED that an Ordinance entitled AN ORDINANCE TO AMEND AND SUPPLEMENT ARTICLE IV ENTITLED RESIDENCY EXEMPTIONS OF CHAPTER 45 ENTITLED OFFICERS AND EMPLOYEES OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS TO PROVIDE, AS PERMITTED BY STATUTE, CERTAIN EXEMPTIONS FROM THE RESIDENCY REQUIREMENTS OTHERWISE PROVIDED FOR IN N.J.S.A. 40A:60-6b(3) was introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on February 10, 2004. On a motion by Councilman Link, seconded by Councilman Kistner, and unanimously carried, the foregoing Ordinance on Introduction was approved. ORDINANCE NO. 2032: BE IT RESOLVED that an Ordinance entitled AN ORDINANCE AMENDING AND SUPPLEMENTING ARTICLE XII ENTITLED DESIGN DISTRICT OF CHAPTER 275 ENTITLED ZONING OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO INCORPORATE THEREIN AND PROPERLY EFFECTUATE THE GOALS AND STANDARDS SET FORTH IN THE CENTRAL BUSINESS DISTRICT REVITALIZATION PLAN DULY ADOPTED BY THE PLANNING BOARD AND TO RECONSTITUTE THAT COMMITTEE AS A SUBCOMMITTEE OF THE PLANNING BOARD was introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on February 10, 2004. MISCELLANEOUS FROM PUBLIC: Juana DiBisceglie, 101 Paterson Avenue, was concerned about the shed proposed for the Board of Education property across the street from her home and was requesting Council assistance. She was advised to attend the Board of Education meeting as well. Council representation would also attend and the Board of Education attorney would be contacted. CLOSE FOR CLOSED SESSION: RESOLUTION: 23. Close for Closed Session for any matter involving employment or appointment of personnel On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried, the foregoing Resolution was approved.
