Fisher a member of the Zoning Hearing Board of the Borough of Oakmont, County of Allegheny, Commonwealth of Pennsylvania, to fill the vacancy on the Board created by the resignation of Dominic P. Resolution No. R33-2016 Mr. Favo offered Resolution No. R33-2016 and moved for its adoption, a Resolution appointing Larry W. Forbes a member of the Uniform Construction Code Board of Appeals of the Borough of Oakmont, County of Allegheny, Commonwealth of Pennsylvania, to fill the vacancy on the Board created by the resignation of George Coulter. 299 (Final) Resolution No. R34-2016 Mr. Whalen offered Resolution No. R34-2016 and moved for its adoption, a Resolution appointing Larry W. Forbes a member of the Property Maintenance Board of Appeals of the Borough of Oakmont, County of Allegheny, Commonwealth of Pennsylvania, to fill the vacancy on the Board created by the resignation of George Coulter. President Briney declared the Resolution adopted. Recorded in Ordinance Book Volume 33, Page 47, as Resolution No. R34-2016. Mr. Fisher and Mr. Forbes were sworn in by Mayor Fescemyer. REGISTERED COMMENTS FROM THE PUBLIC Tom Bland, Recreation Update Mr. Bland presented an update on the status of the Dek Hockey Lighting and the Kayak Launch. Mr. Favo requested a lighting plan and something in writing in support of changing Riverside Park hours before the Recreation Board proceeds. Mr. Whalen also requested a Written Project Plan. A letter will be prepared to send to neighbors near Riverside Park about the Dek Hockey lights to be erected. President Briney requested that Tom Bland prepare an outline for Council to consider for the Work Session of October 10, 2016 regarding the lighting plan and park hours. Tom Bland said the Recreation Board was monitoring the Kayak Launch Projects, but that they needed a property survey before proceeding with the design and budget for the project. requested the design, drawings, and budget be submitted to them for approval before proceeding any further. After that, a Pre-Development Conference with the Planning Commission would be the next step. Mr. Whalen also requested Project Plans for the Kayak Park, and suggested that Council move on with Agenda. Chief DiSanti Chief DiSanti officially said good-bye to the residents of Oakmont. He requested an Exit Interview with Mrs. Friday and wants it publicized in public. He said nice things about many of those present and not present that night. Chief DiSanti said he cared about the community and asked for God s blessing. He then excused himself and his wife for a cup of coffee, inviting all those present to join them on it. COMMENTS FROM THE PUBLIC There were no comments from the public. APPROVAL OF MINUTES September 6, 2016 Minutes Mr. Whalen offered a motion to approve the Minutes of the Regular Meeting of September 6, 2016, as written.
300 (Final) CORRESPONDENCE Manager Jensen read a letter, dated September 15, 2016, from Dr. Maureen McClure, Riverview School District Board President, regarding the Homecoming Parade route for October 7, 2016. Ms. Jensen said the problem with parade route had been resolved and that the Oakmont Volunteer Fire Department volunteered to help the police with rush hour traffic control this year. Also, the Manager read an email, dated September 15, 2016, from John Keefe regarding his concerns about the rumors that a new Liquor License and microbrewery was coming to Oakmont. Two additional letters regarding the same concerns were also received from David Vivino of Oakmont Tavern and Mike and Debbie Wehner of Mike s Wife s Bar, noted Ms. Jensen. To date, the Borough has not received any requests to install a microbrewery. Finally, Manager Jensen read a Thank You Card, dated September 26, 2016, from retired Library Board Member Paul Pastierik. COUNCIL PRESIDENT S REMARKS President Briney reported that Council held an Executive Meeting on September 26, 2016 to discuss a personnel issue on the Interim Chief s position. SOLICITOR S REPORT Solicitor Ott had nothing to report. MAYOR S REPORT September Police Report Mayor Fescemyer had nothing to report. September Volunteer Fire Department Report Ray Rogers, Jr., a member of the Oakmont Volunteer Fire Department, reported that the Fire Department has started preparing specifications for the new fire engine. Specifications should be done in about a month, he said, and it will be nine months before the new vehicle is received. BOROUGH MANAGER S REPORT Civil Service Commission Manager Jensen requested a list of issues for the Civil Service Commission to consider to amend the Civil Service Rules and Regulations. All Council Members were to provide Manager Jensen with their comments by Friday, October 7, 2016. COUNCIL LIAISON REPORTS September Warrants Mr. Whalen offered a motion to approve the Warrant List for September 2016, dated September 31, 2016, including expenditures totaling $611,236.57 for all funds, as follows:

Environment Sewage/Garbage Billing Contract - Mr. Whalen offered a motion to ratify the appointment of Pennsylvania Municipal Service as the Sewage/Garbage Billing Contract for 2017. Mrs. Facaros seconded. Public Safety Resignation of Police Chief Mr. Coulter offered a motion to accept the resignation of Police Chief David R. DiSanti, effective October 31, 2016. Mr. Whalen seconded the motion. Appointment of Interim Police Chief - Mr. Coulter offered a motion to appoint Sergeant Michael J. Ford to the position of Interim Police Chief for the Oakmont Borough Police Department, effective October 4, 2016. Hiring Full-Time Patrol Officer - Mr. Coulter offered a motion to ratify the action of the Borough Manager in hiring Officer Stephen R. Turpin for the position of Full-Time Patrol Officer. Mr. Favo seconded the motion. Manager Jensen reported this hiring was a Conditional Hiring because the Borough was still waiting for a few reports pertaining to Officer Turpin. Donation - Mr. Coulter offered a motion to accept the $50 Monetary Donation from Pat and Steve Barker, to be restricted in use specifically for the Oakmont Borough Police Department.
302 (Final) Mrs. Facaros second the motion. Mr. Favo said the Police Department was well-funded and does not need donations. The motion passed 5 to 1, with Mr. Favo being the No vote. Lower Valley Ambulance Service - Mr. Coulter reported on a meeting with Lower Valley Ambulance Service. He said they are currently $100,000 short for 2016, and that most other Emergency Management Services were in bad shape, too. One-third of all Lower Valley Ambulance Service s calls are for Oakmont. Mr. Coulter announced that the Emergency Management would be giving a presentation on Emergency Management Preparedness at the Library on October 20, 2016, and that he had invited Lower Valley Ambulance Service to attend. Education/Recreation Mrs. Facaros had nothing to report. Public Works Deed from PennDOT Mr. Favo requested permission to talk to Gannett Fleming regarding property deeded to the Borough on Hulton Road. All agreed that Mr. Favo could do this. Homecoming Parade Mr. Favo reported that Riverview School District was asking for Public Official volunteers to be in this year s Homecoming Parade. No one volunteered. Administration/Culture Mrs. Friday had nothing to report. Technology Mr. Whalen had nothing to report. MISCELLANEOUS ITEMS Mayor Fescemyer said he would love to volunteer to be in the Homecoming Parade, but due to his wife s illness, he could not. COMMENTS FROM THE PUBLIC Bertha Shearer Wanted to know why the Borough had conducted three surveys on property near her house. President Briney informed her that we are obligated to properly survey the land since the property belonged to the Borough.
