Welcome (Eric Hinson, Vice- Chairperson) Vice Chair Hinson gave welcome to all and a moment of silence for Chair Holt for the recent death of two of her brothers. Citizens requesting to be heard on Non-Agenda Items (3 minute limit) There was no public comment at this juncture. General Business 2. Goals and Objectives (Robert M. Presnell, County Administrator) Mr. Presnell gave an overview of why they where there. He said the main reason was to address this issue of the State of Florida ranking Gadsden County number 67 out of the 67 Counties in the State. Page 1 of 5

Health Rankings and Community Action Plan Discussion (Ericka Burroughs-Girardi, MA, MPH, Community Coach) Ms. Girardi gave her welcome and thanked Gadsden County for the huge turnout at this meeting in response to their health. She explained the County Health Rankings and Roadmaps. She said they try to guide and implement solutions that make it easier for people to be healthy in their homes, schools, workplaces, and neighborhoods. Ranking the health of nearly every county in the nation, the County Health Rankings illustrate what we know when it comes to what is making people sick or healthy. The Roadmaps show what we can do to create healthier places to live, learn, work, and play. The Robert Wood Johnson Foundation (RWJF) collaborates with the University of Wisconsin Population Heath Institute (UWPH) to bring this program to towns, cities, and counties across the nation. She then went into a detailed powerpoint to help Gadsden rectify the problem and open the door for public discussion. Who do you need to share this information? Public Discussion Sheriff Young spoke to the health issues in Gadsden County. He said Gadsden County was the 41 st safeties County in Florida, which is something great because that is an improvement. He said the increase was due to encouraging citizens to walk the communities and the county. He said this is important and should be taken and received as so. Superintendent Reginald James mentioned graduation rate that has improved and it is soaring. Ms. Girardi said that everything will improve when the health factors improve. She said that Social and Economic Factors help influence health. Chair Holt spoke on having good health and how it relates to those with the better jobs and economic development. She stated marketing was also important. Ms. Girardi stated income does drive health, it s based on opportunities. Commissioner Hinson spoke on economic development and the transit system throughout the County. Other speakers that spoke in support of a healthy living style were Antonio Jefferson -Bond Board of Directors and City of Gretna; Howard McKinnon, City Manager of Havana, GCDC. Rolanda Jackson of the Gadsden County Schools asked that dollars which come in be spread out throughout the county. She expressed the presumptive plan needs to be made and let s get to work. She said education is the key, show them how to cook the food. Dr. Adrian Cooksey, GCHD, referenced the quality of life. It s important about the messaging, education. She said she would like to revamp the Health Department s Strategic Plan. Page 2 of 5

Sheriff Young questioned the mental health aspect of some of the citizen s playing a part of health. Chair Holt talked about the importance of budgeting their monies, which goes back to education for behavioral change. 4. Action Plan from Community Partners Next Steps Create Comprehensive Plan - Policy Change Dr. McMillan - Dantley commented about the social economic piece to connect more with other health providers (resources). She asked that they join with some of the public providers to give holistic approach. Mr. McKinnon said those are some of the same objectives of the Health Council. David Garner, Chamber of Commerce, said we need to make sure all have access to health insurance. We will start a communication plan to the whole community. Dr. Joy Anderson, Healthy Start, said they are hosting a connecting family event on June 11, 2016. If you serve families in any way please attend. They will learn about the agencies. Reginald James mentioned the graduation rate soar. He said they have already removed sugar from the schools. He said they will incorporate more physical activity. Rev. Eddie Allen, St. Mary CME, discussed his budgeting approach which he does on every level, teaching budgeting classes on every level and financial literacy. Kim Gay, Talquin Electric, commented on Step up Gadsden, where they encourage citizens to step up in all areas. She said they would publish the Community Event schedule for August 6, 2016. Penny Ralston, FSU, Healthy Heart, suggested doing work in Gadsden County with churches. How can we use churches that have been trained to train others? Dr. Temple Robinson, Bond Community Health Center, said 7-10% of patients come from Gadsden County. She said more would come but there is a problem with transportation along with education. She said they are partnering with the Healthy Start Coalition. She commented they would like to move some of our services in Gadsden County. Ed Beare, mentioned the Early Coalition Board. He said a lot of what happens is conditioned with early learning. Commissioner Taylor commented on consistency. She discussed a sub-committee meeting maybe every 6-8 weeks. When the Commission starts budgeting they will do their part such as parks and recreation. She asked what they are doing in the municipalities. She suggested they all start hosting more community outreach. Page 3 of 5

Chair Holt said it needs to be improved. Where we are today we want to move up. We want all copies of all grants that were written in Gadsden County presented in flowsheets. Rev. Charles Morris commented we have no direction. We need to come together, a common mission statement for our county. We all need to be on the same accord. We need to work on visionary statement for the County. Dr. Anderson said let s not lose focus on the ranking. Look at the data and how we progress and road maps. Mr. Antonio Jefferson voiced they have to have a community plan. The connection for progressive outcome. He said they should come back with a mission statement, vision plan and have accountability. Joe Brown Spanks, FSU, stated her interest was in health discrepancies. She said health in infant mortality is important, because it is related to health concerns. She gave information about the Health Initiative, September 30, Dr. Camara Jones, M.D., M.P.H., and Ph.D. of the Research Director on Social Determinants of Health and Equity Centers for Disease Control and Prevention of Atlanta Georgia, Robert Wood Johnson Foundation Center for Health Policy at Meharry Medical College. Health Initiatives/Goals Health Initiatives gathered from meeting: Vision Plan, Promoting Assets, Early Learning, Health Literacy, Education, Comprehensive Plan, and Financial Literacy 5. Questions and Comments Mr. Presnell thanked everyone for their attendance, which he said was a great start. He thanked Mrs. Burroughs Girardi for being the facilitator for the Community Health Rankings Action Symposium. He discussed how the Board has taken on issues to reduce infant mortality, add additional health care providers and farmers market all in an effort to make Gadsden healthy. Chair Holt said they must come back and address this issue with everyone on one accord. Mr. Presnell will set date for next meeting within 6 weeks. Page 4 of 5
