Office of the County Clerk County of Canadian State of Oklahoma Board of County Commissioners Meeting September 2, 2014 Notice of the meeting and agenda were posted at 12:30pm on August 28, 2014 at the Canadian County Courthouse, 201 N. Choctaw Ave., El Reno, OK 73036, according to the provisions of 25 O.S. 301-314. The Canadian County Board of County Commissioners met at 9:00am in the Public Meeting Room. Those members present were Commissioner David Anderson and Commissioner Phil Carson. Commissioner Jack Stewart was absent. Agenda item #1: Chairman Carson called the meeting to order. Agenda item #2: There were no comments from the public. Agenda item #3: It was noted that the document submitted for approval for the Fifteen Year Labor and Material Membrane Warranty Gacoflex Silicone Roof Coating System was signed by a representative of the manufacturer, Gaco Western, but was not signed by the contractor, CCRS, LLC. Anderson moved, seconded by Carson to table approving the warranty until the document was fully signed. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. Agenda item #4: Anderson moved, seconded by Carson to approve the agreement between the Canadian County Historical Society and the Board of County Commissioners to provide services through the operation of the historical museum. The county will pay $3,280.00 annually for these services. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. (Clerk's Misc. File No. 14-464) Agenda item #5: Anderson moved, seconded by Carson to approve the Transfer of Inventory from the Canadian County Assessor to Canadian County District #2 for the following item: #16-301.47 F150 XLT Pickup (S/N C09075) Upon roll call: Carson, yes; Anderson, yes. File No. 14-465) Agenda item #6: Anderson moved, seconded by Carson to approve the new License Agreement between CoStar Realty Information, Inc and the Canadian County Assessor for services. County Assessor Matt Wehmuller stated this service would be used to help value commercial properties. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. (Clerk's Misc. File No. 14-466) Agenda item #7: Carson moved, seconded by Anderson to approve the contract between Hughes County and the Children s Justice Center for the provision of secure juvenile detention services for FY2015. Agenda item #8: Anderson moved, seconded by Carson to approve the renewal contract between Ami Siems, M.D. and the Children s Justice Center to provide medical services and supervised nursing services for juveniles in the Detention Center for FY2015. The contract rate is $2,000.00 monthly. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. (Clerk's Misc. File No. 14-468) Agenda item #9: Anderson moved, seconded by Carson to approve the renewal contract between Darby Eisenhour, R.N. and the Children s Justice Center to provide nursing services for the residents at the Juvenile Detention Center for FY2015. The contract rate is $1,500.00 monthly. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. (Clerk's Misc. File No. 14-469) Agenda item #10 - #13: Sheriff Randall Edwards presented the following recommendations concerning the award for the bids that were tabled from the previous week: Bid #2015-#03 Vehicles / County Sheriff award to Missouri State Highway Patrol Bid #2015-#04 IT and Electronics Support Services / County Sheriff award to Elite Innovative Technology, LLC Bid #2015-#05 Sport Utility Vehicles (4x4) / County Sheriff rebid Bid #2015-#06 Sport Utility Vehicles / County Sheriff award to Vance Chevrolet All of these recommendations were also the low bidders. Anderson asked if the bids were obtained to purchase vehicles or just to get prices. Edwards stated the bids were obtained to get a baseline price and he did not have any plans to purchase the SUVs now or in the immediate future. Edwards stated he will purchase the Crown Victorias from Missouri State Highway Patrol if any become available. Carson moved, seconded by Anderson to award the bids based upon the Sheriff s recommendation and the low bids. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0. (Clerk's Misc. File No. 14-470 through 14-14-473) The time was not yet 9:30am, Carson moved to agenda item #15. Agenda item #15: During this time engineering consultant C.C. Shah addressed the Board and discussed engineering and funding on roads and bridges in the districts. Agenda item #16: Undersheriff Chris West reported there were 209 inmates in the county jail and 15 inmates in the Dewey County jail. Agenda item #17: Anderson moved, seconded by Carson to approve the August 25, 2014 minutes. Upon roll call: Carson, yes; Anderson, yes. The motion passed 2-0.
