CALL TO ORDER The regular meeting of the Supervisor and Board of Trustees of Wheeling Township, for August 25, 2015 was held in the Paula Ulreich Meeting Room, in the Township of Wheeling, 1616 North Arlington Heights Road, Arlington Heights, Illinois. Supervisor Schroeder called the meeting to order at 8:00 p.m. ROLL CALL Clerk Gauza called the roll and the following members were present: Supervisor Schroeder, Trustee Robert Hoban, Trustee Ruth O Connell, Trustee Michael Domrzalski, Trustee Kathy Penner, and Clerk Joanna Gauza. Also in attendance: Wheeling Township Highway Commissioner Scott Saewert, Wheeling Township Assessor Jerry Sadler, Wheeling Township Attorney Nanci Rogers, and Wheeling Township Director of Finance and Administration Josephine Stellato. Absent: None PLEDGE OF ALLEGIANCE Supervisor Schroeder led those assembled in the Pledge of Allegiance. APPROVAL OF MINUTES MOTION # 1: APPROVAL OF MEETING MINUTES July 28, 2015 Motion by Trustee Hoban, seconded by Trustee Penner, to approve the minutes of July 28, 2015. OFFICIALS REPORTS ASSESSOR: Assessor Sadler reported: Wheeling Township was closed for 2015 assessment appeals as of close of business, Friday, August 14, 2015. The Wheeling Township Assessor s office assisted property owners with over 330 appeals. Earlier this month the Illinois State Legislature unanimously passed and Governor Rauner signed Senate Bill 107 (Public Act 99-0375). This legislation amends the Disabled Veteran s Exemption beginning with the 2015 property tax year. The history and current legislation are outlined below: Taxable Years Percentage of Disability Exemption Amount 2007-2009 75% and greater $5,000 50-74% $2,500 2010-2014 70% and greater $5,000 50-69% $2, 500 2015 and thereafter 30%-49% $2,500 50%-69% $5,000 70% and greater Total Exemption All reductions are off the total equalized assessed value (EAV) of the property. 2

The property must be the principal residence of the veteran and only one property may be exempted. Permits for Property Tax Year 2015 Processed year to date: 2,358 Statistics August 2015: Office Visits: 158 Phone Calls: 238 HIGHWAY DEPARTMENT: Highway Commissioner Saewert reported: Road Projects: Anita Ave. (Woodland Ave. to Lee St.) Road Drainage Improvements Project Project in progress. Storm sewers installed. Phase II, Gregory St. and Lee St. - Project in progress. Intersection concrete curbs installed. Portwine Rd., Crack Sealing Contractor bid approved. Project start not yet determined. Road right-of way landscape restorations areas are identified, but contractor yet to be selected. Meetings and Activities The Wheeling Township Highway Department worked with the Cook County Building and Zoning to review projects being done and permit violations in the unincorporated areas. The Wheeling Township Highway Department provided information requested by Cook County Highway Department to prepare applications for grant to purchase and demolish flood-prone properties in the Forest River Subdivision. Permits: 2 nd Floor Addition Permit (remove and replace), 8 ft. x 12 ft. Shed completed. New Construction Permit pending. No official permit violations pending. CLERK: Clerk Gauza reported: After getting approval from Springfield, the Clerk s Office shredded about 50 boxes of old General Assistance files. The cost for this was about $140.00. ADMINISTRATIVE REPORT: Administrator Stellato reported: Wheeling Township hosted a Community Breakfast Information Exchange on August 5, 2015. Twenty-five churches and agencies attended and had the opportunity to discuss the programs and projects in the community that benefit residents. Many church members already partner with the Township in the Food Pantry, and deliver meals, but welcomed discussion about the needs of the community. Administrator Stellato attended a meeting with Wayne Hummer Investments (Wintrust) at Elk Grove Township on August 12, 2015. An insured Bank Deposits Program, a fixed income investment package to Townships consisting of a laddered portfolio of Brokerage Certificates of Deposit, was discussed. Much like the MAX SAFE program, funds deposited in increments of $250,000 for 6 months to 5 years in various approved banks are fully insured by FDIC. The list of eligible banks include many local and well known national banks that are well capitalized. The interest rates are sometimes double those that we are offered at local banks but changes to Wheeling Township Investment Policy are needed in order to participate in this program. Further discussion is needed in order to participate in this program. Mrs. Stellato will keep all informed. The storms last week caused damage at the cemetery; trees and large limbs were down, as well as debris strewn throughout. A gentleman notified Supervisor Schroeder that his wife s tombstone was damaged and we are making arrangements for repairs. Administrator Stellato authorized Roy s Tree Service to remove the tree limbs and three severely damaged trees. Our landscaper will remove debris. A CPR class will be held at 4:30 PM on Wednesday, September 9, 2015 in the large meeting room. Again the Prospect Heights Fire Protection District firefighters/paramedics will teach the class. The class is mandatory for Transportation Department personnel but all staff and elected officials are invited to attend. Wheeling Township received a grant from the Illinois Public Risk Fund to cover the donation to the fire district, as well as the cost to provide a light dinner. Wheeling Township hired Bill Smith as a part-time bus driver for a second time. He was to drive two days per week but worked just 4 days before resigning. He decided he would rather drive children than senior citizens. One of our existing drivers will pick up some hours and we have hired Jim O Brien at $13.50 per hour. As is our procedure, the applicant accompanied our drivers for two days on different routes, passed a background check, got good reviews from previous employers, and passed physical and blood/alcohol tests. Jim also passed the written driving test and is in the process of obtaining his CDL license. 4

Administrator Stellato has registered five from Wheeling Township for the Township Officials of Illinois Conference in November and requested housing at the Crowne Plaza. The second choice will be the Holiday Inn Express-right next door. Cancellation must be prior to October 22 to receive a refund. The governor has signed legislation allowing the LIHEAP program to continue (it uses Federal funds). Supervisor Schroeder will sign the agreement with CEDA and we hope to begin qualifying low income residents for energy assistance in late September or early October. Chris was thankful for having an opportunity to work at Wheeling Township serving seniors for more than thirteen years.
