BARRINGTON TOWNSHIP MINUTES OF THE BOARD OF TRUSTEES STATE OF ILLINOIS COUNTY OF COOK TOWNSHIP OF BARRINGTON The Board of Trustees met on Tuesday, October 11, 2016 at the office of the Town Clerk, located at 602 South Hough Street, Barrington, Illinois. Supervisor Nykaza called the, meeting to order at 7:00 p.m. PRESENT: Amy Nykaza, Supervisor Trudy A. Barrie, Town Clerk Robert H. Collins, Trustee Daniel P. Fitzgerald, Trustee Robert A. Nykaza Jr., Trustee Jacqueline Stephens, Contract Assessor PLEDGE OF ALLEGIANCE: Led by Assessor Stephens PUBLIC COMMENT PERIOD: None were presented to the Board. MINUTES: Trustee Collins moved to approve the minutes of the September 13, 2016 township meeting. Trustee Nykaza seconded. All in favor. Motion carried. BILLS: Trustee Nykaza moved for the payment of the bills from September 14, 2016, through October 11, 2016, as presented. Trustee Fitzgerald seconded. All in favor. Motion carried. Town Fund $40,147.72 General Assistance $ 00.00 TOTAL $40,147.72 REVIEW AND APPROVAL OF ELECTED OFFICIALS SALARIES: Salaries were discussed and a motion was made by Trustee Collins to provide an 8% increase over a 4 year period for the Supervisor, Clerk, and Assessor. Trustee salaries would be frozen.
The motion was seconded by Trustee Nykaza. Voice Vote: Ayes Trustees Collins and Nykaza, and Supervisor Nykaza. Nay: Trustee Fitzgerald. Motion passed. ELECTED OFFICIALS SALARY APPROVAL: The Board of Trustees shall set the elected officials salaries for the Township Supervisor, Town Clerk, and Four Trustees terms commencing on May 2017 and running through April 2021, and Township Assessor term beginning January 2018 and running through December 2021. Supervisor The Supervisor is the Treasurer of the Town, General Assistance, Road and Bridge funds, and administrator of the day-to-day operation of the office. The Supervisor is responsible for the distribution of funds for food, rent, medical expenses, utility bills, etc., under the General Assistance program. Current Salary: $48,000.00 frozen for previous 4 years May 2017-April 2018 $48,960 May 2018-April 2019 $49,939 May 2019-April 2020 $50,938 May 2020-April 2021 $51,957 Clerk The Clerk is a non-voting member of the Board and is responsible for voter registration, absentee voting and election information. The Clerk is custodian of township records and has the duty of taking minutes for regular and special meetings and hearings. Current Salary: $10,000.00 frozen for previous 4 years May 2017-April 2018 $10,200 May 2018-April 2019 $10,404 May 2019-April 2020 $10,612 May 2020-April 2021 $10,824 Trustees Four Trustees and the Supervisor comprise the Township Board. The Board meets once a month on the 2 nd Tuesday at 7:00 P.M. at the township office. Township business is
transacted and bills are approved for payment. It is the Board s responsibility to approve the annual budgets and levies. Current Salary: $4,200.00 frozen for previous 4 years May 2017-April 2018 $4,200 May 2018-April 2019 $4,200 May 2019-April 2020 $4,200 May 2020-April 2021 $4,200 Assessor The Assessor is the liaison between Barrington Township taxpayers and Cook County. Cook County Assessors do not do the actual assessing. However, tax and property information is available in the Assessor s office. Current Salary: $28,000.00 frozen for previous 4 years January 2018-December 2018 $28,560 January 2019-December 2019 $29,131 January 2020-December 2020 $29,714 January 2021-December 2021 $30,308 BCFPD Trustee Position Opening: Supervisor Nykaza will present a qualified, vetted candidate for the Trustee position at next month s Meeting for the Township Board s vote of approval. PARKING LOT PAVING APPROVAL: After discussion, Trustee Nykaza made a motion to accept the $15,500.00 bid from Parisi Paving and Sealing. The work will include: patching the middle of the parking lot, resurfacing the entire lot, painting parking stripes, and leveling the lot to coordinate with curbs. Work would begin as soon as possible, weather permitting. Trustee Fitzgerald seconded. Voice votes: 3 Ayes Supervisor Nykaza, Trustee Fitzgerald, and Trustee Nykaza. One Nay vote from Trustee Collins. The motion was passed.
BARRINGOTN TOWNSHIP WEBSITE COMMENTS: There has been positive feedback from the News Letter s recent update about the website. BACOG ANNUAL DINNER November 11, 2016 Township Officials are asked to please RSVP to the Township by Friday, October 21 st if you plan to attend the dinner. SUPERVISORS REPORT: BACOG Meeting two weeks ago: Discussion on Rail and Water. There is no BACOG report this month. The BACOG Legislative breakfast was held October 6, 2016. It was attended by three State, and one Senate Representative. The Speakers included State Senator Dan McConchie; and State Representatives: Tom Morrison, Ed Sullivan, and David McSweeny. They addressed the long range Cook County Transportation Plan, and they addressed questions presented by the public. Supervisor Nykaza and Clerk Barrie attended the breakfast. Barrington Bank and Trust Bank interest $ 2.08 Interest YTD $19.00 Monthly Activities Report: RTA/Metra Passes 5 Disabled Placards Issued 9 Food Pantry Assistance 22 Voter Registration 21 Emergency Assistance 6 Ceda/Energy Assistance 0 Vehicle Stickers 0 ASSESSOR S OFFICE REPORT: Helen Edwards, Deputy Assessor, has completed two of the five courses required to earn her CIAO designation. Assessor Stephens monthly activity report was provided to the Board of Trustees for Review. The report was accepted into the meeting records as presented (Attachment A).
COMMITTEE REPORTS: Supervisor Nykaza attended the Pace meeting held on October 4 th. The Township can anticipate paying less this year because the ridership is down. We estimate a cost of $9,054.00, which is down $400.00 from last year. COMMENTS AROUND THE TABLE: The next Township Board Meeting will tentatively be held on Wednesday, November 9, 2016 it will be confirmed by email from Supervisor Nykaza. The change of date was because the scheduled meeting conflicted with two Trustees schedules.. The BACOG Emergency Management Meeting will take place on Friday, October 14, 2016 at the Barrington Public Safety Building on Northwest Highway. The Annual Meeting Calendar & Holiday Schedule will be presented at the next meeting. OLD BUSINESS: No old business was pending before the Board. NEW BUSINESS: No new business to report. ADJOURNMENT: With no further business before the Board, Trustee Nykaza moved for adjournment. Trustee Collins seconded. All in favor. Motion carried.
