Deputy Director of Public Works. (a) There is hereby created and established an office of First Deputy Director of Public Works, and Second Deputy Director of Public Works, both of which shall be in the exempt class of the civil service. (b) The First and Second Deputy Directors of Public Works shall be appointed by and serve at the pleasure of the County Director of Public Works and possess the qualifications as the County Director of Public Works shall prescribe.
