PW 642-17: Completion of a Construction Contract for the Installation of the Solar Powered Rectangular Rapid Flashing Beacon at Palos Verdes Drive West and Via Carrillo in the City of Palos Verdes Estates and Filing of Notice of Completion 2

Recommendation: It is recommended that the City Council accept as complete construction contract PW 642-17; Installation of a Solar Powered Rectangular Rapid Flashing Beacon at Palos Verdes Drive and Via Carrillo in the final amount of $20,920.00; direct the City Clerk s office to file the Notice of Completion, and release the 5% retention 30 days after the County Recorder s office records the Notice of Completion, if no stop notices are filed. 4. First Amendment to Memorandum of Understanding for Implementing the Coordinated Integrated Monitoring Program (CIMP) Recommendation: It is recommended that the City Council approve the First Amendment to the Memorandum of Understanding between the Los Angeles County Flood Control District, the County of Los Angeles and the cities of Rancho Palos Verdes, Palos Verdes Estates, Rolling Hills, and Rolling Hills Estates regarding the administration and cost sharing for implementing the Coordinated Integrated Monitoring Program (CIMP) for the Peninsula CIMP Agencies (CIMP MOU). 5. Extension of License Agreement with Lunada Bay Little League and Palos Verdes Little League for Use of George Allen Field Recommendation: It is recommended that the City Council approve a five-year extension of the License Agreement with Lunada Bay Little League and Palos Verdes Little League for the use of George Allen Field for youth baseball activities and authorize the Mayor to execute an amendment to extend the agreement. 6. Corrective Resolution for R18-38 (R18-38C) Updating Planning Manager Salary Range Recommendation: It is recommended that the City Council approve Resolution R18-38(C) updating the Planning Manager salary range due to a scrivener s error. 7. Consideration of Parklands Committee Recommendations of July 12, 2018, for Application PC-510-18 Recommendation: It is recommended that the City Council review and approve the Parklands Committee recommended actions of July 12, 2018 for application PC-510-18. 8. 2018 Fiscal Health Report to Receive and File. Recommendation: Receive and File. 9. Special Event Application by the Artists Studios of Palos Verdes Art Center to Hold Its Annual Artists Studios Tour on Saturday and Sunday October 6-7, 2018 Recommendation: It is recommended that the City Council approve the special event. 3

10. Approval of Amendment No. 4 with Ron s Maintenance for FY 18/19 Catch Basin Cleaning Recommendation: It is recommended that the City Council approve Amendment No. 4 with Ron s Maintenance in the amount of $20,444 to perform FY 18/19 catch basin cleaning services and authorize the City Manager to execute the amendment. 11. Acceptance of Donations Recommendation: It is recommended that the City Council accept the gifts as presented. 12. Consideration of New Initiatives for Community Outreach Recommendation: It is recommended that the City Council consider affirming the Walk and Talk community outreach program through March 2019 and consider approving the PVE Eats community outreach program through March 2019. 13. Planning Commission Actions of July 17, 2018 Recommendation: Receive and File. a. NC-1621-18; Consideration of a Neighborhood Compatibility Application for additions & remodeling at the single family residence located at 1033 Via Nogales. Lot 9, Block 1637, Tract 7330. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303. Applicant: Cher Chumley 2173 Lomita Blvd. Lomita, CA 90717 Owner: Henry Daneshvar standard conditions and the following additional conditions: 1) Any existing nonstandard encroachments within the right-of-way, including, but not limited to the existing low wall, shall be removed; and 2) The existing driveway and curbing shall be replaced with a standard driveway and curbing per the Public Works Standards, subject to the discretion of the City Engineer. b. Applicant: Brett Buchmann 746 4 th St. Hermosa Beach, CA 90254 Owner: Kathy & Ryan Miklusak standard conditions: 1)The existing nonstandard encroachments, including but not limited to, the wall and light post in the City right-of-way, shall be removed; and 2) The existing nonstandard driveway approach (pebbled pavement) shall be removed and replaced with a City standard driveway approach. Consideration of Amendment No. 2 to the Professional Services Agreement between the City of Palos Verdes Estates and HR Green Pacific, Inc. Recommendation: It is recommended that the City Council consider and provide direction in regard to Amendment No. 2 with HR Green Pacific, Inc. (HR Green) for adjusting the hourly rates and compensation for building, safety and engineering services. 6

15. Appropriation of Funding for the Paseo Del Sol Turnaround NEW BUSINESS Recommendation: It is recommended that the City Council discuss available options for consideration of the project. 16. Annual Treasurer s Investment Report Recommendation: Receive and File. 17. Consideration of FPPC Form 700 Compliance for All Commissions and Committees Recommendation: It is recommended that the City Council adopt Resolution R18-40, adopting the amendment to the City s Conflict of Interest Code and updating the list of Designated Filers.
