PROPOSED RESOLUTIONS TO BE CONSIDERED AT OUR GRAND CONVOCATION HELD OCTOBER 20-21, 2014 RESOLUTION NO. 1 Referred to the Committee on Recognitions, Honors and Awards To the Most Excellent Grand Royal Arch Chapter of Texas: The intent of this award is to honor a member of a Royal Arch Chapter for his hard work and attendance to the business and workings of that chapter and Capitular Masonry, by his chapter. It should be the sole decision of the members of that chapter to choose that recipient. It is also my belief that the intent of the article was not to prohibit allowing friends and family to attend the presentation to the recipient. THEREFORE BE IT RESOLVED THAT Article B-084 (77-B) be amended in the following manor: Delete the forth sentence in the first paragraph which reads Present and Past Elective Grand Officers shall not be eligible, and the last sentence in the fourth paragraph to read: The recipient shall have no knowledge of the award prior to his election, but may be informed thereafter so that plans may be made for his family and friends to participate. RESOLUTION NO. 2 To the Grand Royal Arch Chapter of Texas: Whereas, the name of the chapter is currently Southside-Polytechnic Chapter No. 378, Royal Arch Masons, and Whereas, the membership of said chapter consists of companions from three merged chapters consisting of Southside, Polytechnic and Hemphill Heights. 1

Whereas, the Stated Convocations and Degree Work are held in Fort Worth, Texas at the same location as Southside Lodge No. 1114 and Southside Commandery No. 83. Be it therefore resolved that the name be changed from Southside- Polytechnic Chapter No. 378, Royal Arch Masons to Southside Chapter No. 378, Royal Arch Masons. This action was voted on and approved by the membership present of said Chapter this 4 th day of February, 2014. McClellan Chapter No. 248 of the Royal Arch Masons of Texas was originally chartered on the 3 rd day of December 1903 under the name Lubbock Chapter No. 248 of the Royal Arch Masons under the jurisdiction the Grand Royal Arch Chapter of Texas and, Whereas, the name of Lubbock Chapter No. 248 of the Royal Arch Masons was changed on the 2 nd day of December 1963 to Hugh J. McClellan Chapter No. 248 of the Royal Arch Masons under the jurisdiction the Grand Royal Arch Chapter of Texas and, Whereas, the current members of Hugh J. McClellan Chapter No. 248 of the Royal Arch Masons now desire to change the name back to the chapter s original chartered name of Lubbock Chapter No. 248 of the Royal Arch Masons under the jurisdiction the Grand Royal Arch Chapter of Texas. Be it Resolved, that Article 1 Section 1 of the Chapter bylaws be changed to be read as follows: This Chapter shall be styled Lubbock Chapter No. 248 of Royal Arch Masons under the jurisdiction the Grand Royal Arch Chapter of Texas. 2

Charles Mire, Past High Priest Kevin Rush, Secretary RESOLUTION NO. 4 WHEREAS, at a stated meeting of Hidalgo Chapter on September 28, 2013 a motion was presented in writing to request permission of the Grand Royal Arch Chapter of Texas to move the charter of Hidalgo Chapter No. 434, RAM from Weslaco, Texas to the Lodge Hall of Hidalgo Masonic Lodge No. 1036 at 121 S. 9 th St. in Edinburg, Texas, and WHEREAS, the membership of Hidalgo Chapter was notified by mail and that this motion would be voted on at the stated meeting on October 16, 2013, and WHEREAS, at the stated meeting of Hidalgo Chapter on October 16, 2013 the motion was made and approved by a majority vote, and WHEREAS, Most Excellent Grand High Priest Reese L. Harrison, Jr. on May 14, 2014 granted dispensation to Hidalgo Chapter No. 434 to assemble for labor at Hidalgo Masonic Lodge No. 1036 in Edinburg, Texas, until the 2014 Annual Convocation of the Grand Royal Arch Chapter of Texas, THEREFORE BE IT RESOLVED that the Grand Royal Arch Chapter of Texas grants permission to Hidalgo Chapter No. 434 to remove from Weslaco, Texas to the Lodge Hall of Hidalgo Masonic Lodge No. 1036 at 121 S. 9 th St., in Edinburg, Texas. RESOLUTION NO. 5 Referred to the Committee on Jurisprudence WHEREAS, Article C-227 (380) refers to a Chapter Mason under charges, it does not take in to consideration of Masonic Charges preferred in a Constituent Lodge or other Masonic Bodies recognized in this Grand Jurisdiction or any other Grand Jurisdiction; and WHEREAS, a Royal Arch Mason is first and foremost a Masonic Brother and remains a Masonic Brother prior to becoming a Companion of the Royal Arch and that any Masonic charges preferred against him at any level should reflect his status in all Masonic bodies recognized under the Constitution and Laws of Grand Lodge of Texas; THEREFORE, BE IT RESOLVED, that Article C 227 (380) of the Constitution and Laws of the Grand Royal Arch Chapter of Texas be amended as follows: Article C 227 (380) Standing: While under Charges. When charges are preferred against a member of a Chapter who is also a member of any Masonic related body or organization requiring current membership in a Lodge under the jurisdiction of the Grand Lodge of Texas and no final disposition has been made regarding such charges, his standing shall be a member laboring under charges and until such charges have been disposed of, he shall not be entitled to a Demit, a Certificate of Good Standing or be elected, Installed in, or allowed to pro-tem any office or serve on any committee; otherwise his rights and privileges shall remain unaffected thereby until he is found guilty, his punishment is fixed, or he is exonerated of said charges. PROPOSED RESOLUTIONS TO BE CONSIDERED AT OUR GRAND ASSEMBLY TO BE HELD OCTOBER 20-21, 2014 RESOLUTION NO. 1 Referred to the Committees on Purposes & Policies To the Grand Council of Royal and Select Masters of Texas: Whereas, the name of the council is currently Willis Stewart Council No. 20, Royal and Select Masters of Palestine, Texas, and Whereas all the Masonic related bodies in Palestine, Texas are named Palestine, (Palestine Lodge No. 31, A.F. & A.M.; Palestine Chapter No. 10, R.A.M.; Palestine Commandery No. 3, K.T.; Palestine Chapter No. 395, O.E.S.) except for the council which is named Willis Stewart Council No. 20, Royal and Select Masters of Palestine, Texas, and Whereas, there is no significant Texas or Masonic history to be found for it to be named after Willis Stewart. Be it therefore resolved that the name be changed from Willis Stewart Council No. 20, Royal and Select Masters of Palestine, Texas to Palestine Council No. 20, Royal and Select Masters of Palestine, Texas.
