Regular Meeting December 14, 2016 The Regular Meeting of the Washington Township Board of Supervisors was held on December 14, 2016 at 7:00 pm in the Municipal Meeting Room. CALL TO ORDER: Chairman Renaldo called the meeting to order at 7:02 pm. Vice Chairman Hess and Supervisor Smith were in attendance. Also present: Zoning Officer Rob Scott, Bookkeeper- Sue Scallon, Solicitor - David Ceraul, and Township Engineer Jeff Ott. There were three (3) people in the audience. PLEDGE OF ALLEGIANCE: Recited. APPROVAL OF BILLS: General Fund # 15290-15342 $ 62,197.14 Garbage Fund # 1155 $ 34,121.22 Recreation Fund # 1517-1518 $ 122.50 Chairman Renaldo moved to approve the General Fund bills in the amount of $62,197.14 and Supervisor Smith seconded the motion. Chairman Renaldo moved to approve the Garbage Fund bills in the amount of $34,121.22 and the Recreation Fund bills in the amount of 122.50 and Vice Chairman Hess seconded the motion. All bills are on file in the Administration Building and can be viewed during regular business hours. TAX DUPLICATE CHANGES: Interim Additions, Garbage Additions 1) There were two (2) Interim Real Estate additions and one (1) Garbage Addition in November 2016. Chairman Renaldo moved to approve two (2) interim real estate additions s, 990 Jacktown Road and 79 Joyce Court and one (1) garbage addition at 47 Mack Road in the month of November 2016 and Supervisor Smith seconded the motion. TREASURER S REPORT: Sue Scallon 1) Account Balance Review Bookkeeper, Sue Scallon reviewed the account balances as of November 30, 2016. APPROVAL OF MINUTES: 1) Special Budget Meeting of November 2, 2016 Chairman Renaldo moved to approve the minutes of the meeting held on November 2, 2016 and Supervisor Smith seconded the motion. 2) Regular Meeting of November 9, 2016 Chairman Renaldo moved to approve the minutes of the meeting held on November 9, 2016 and Vice Chairman Hess seconded the motion.
CORRESPONDENCE: 1) Northampton County, Medicine Collection Program Successful in 2016 to Date. The Email provided by Ken Zinis, Northampton County stated that the program is working extremely well. For the month of November, thirteen (13) agencies participated in destroying 703 pounds of material. 2) PSATS, 28 Annual President s Leadership Award Correspondence was noted and Sue Scallon mentioned there is a Submission Deadline to be postmarked by January 31, 2017 if nomination is to be made. 3) H.A. Thomson, Treasurer Bond Quote Option 4) Health Markets Insurance Agency, Health Insurance Information 5) Resignation Letter from Renee Gale-Falcone from Planning Commission Chairman Renaldo read aloud the Resignation letter from Renee Gale-Falcone And expressed appreciation for the job well done while at the township. Chairman Renaldo moved to approve the resignation of Renee Gale- Falcone as of December 14, 2016 and Supervisor Smith seconded the motion. Solicitor Ceraul recommended to re-advertise to fill the vacancy after January 1, 2017. 6) Slate Belt Chamber of Commerce Newsletter December 2016 7) PACOG Fall 2016 Newsletter Given to the Board for review and noted. 8) Garbage and Recycling Calendar Sue Scallon gave the status as pending receipt of 2017 Calendar to review by end of year. PUBLIC COMMENT: None RECREATION: Supervisor Smith 1) Status Regarding Installation of Batting Tunnel Installation of the Batting Tunnel has been completed and the Township has not been presented with a bill as of this date. 2) Rails to Trails Additional Information and Discussion Regarding Purchase of Property No update to offer. POLICE COMMISSIONER S REPORT: Chief Miller 1) Incident Report There were 150 documented calls for service filed in November. 2) Police Vehicle Mileage Mileage total for the police vehicles for the month of November was 5,193. 3) Police Evidence/Records Room Chief Miller stated that the work is complete. Transformation has been done and they are in full operation; all records have been moved. That has opened up a new office for Sergeant Krome and a full time Officer to work on investigations. 4) Request Purchase Additional Laptop for $581.00 Chief Miller stated he has a need for an additional Laptop for utilization in the new office. Chairman Renaldo made the motion to approve the purchase of an additional Laptop for the Police Department for $581.00 and Vice Chairman Hess seconded the motion.
ZONING REPORT: Rob Scott 1) Zoning Officer reported that he has received a letter dated November 14, 2016 requesting to delete and combine property lines between lot Nos. 17, 18, & 19 on 351 Cedar Rd.; owned by TJA Realty, Inc. Additionally they plan to purchase Lot No. 12 in 2017 and combine that as well. Rob Scott, Zoning Officer requests the Board approval to delete & combine to turn back to farm land. The process for Zoning is to send a letter to the County GIS Dept., to make adjustments at no cost. Solicitor Ceraul stated nothing is to be removed and it is just a matter to delete and combine. Township Engineer, Jeff Ott stated that Twsp. may need a new deed for consolidated lots. The question arises of how long to wait for completion. Solicitor Ceraul advises to give an option of nine (9) months to consolidate. Chairman Renaldo then raised the question to Twsp. Engineer, how long should we wait into 2017 and can we give an option. Solicitor Ceraul stated to give a nine (9) month option. Mr. Scott raised the question if this will effect improvements to the detention pond. Chairman Renaldo stated to have an engineer review the Preliminary improvements and the conditions from Engineer Ott. The Motion will be as follows; Chairman Renaldo made the motion to delete and combine property at 351 Cedar Road for Lot Nos. 17, 18, & 19 with the following conditions as stated by Engineer Jeff Ott; A. The Applicants Engineer is to supply a Deed Description for three (3) lots within nine (9) months from this date. At the end of nine (9) months they are required to submit the Deed of Consolidation. B. Applicants Engineer submits request for release of Security. The Township Engineer to review and report to the Board of Supervisors. C. Applicant must supply a copy of the Recorders Receipt for the deed consolidation from the County Courthouse. The Recorders Office will update the Tax Maps. The Applicant and Address is: TJA Reality Inc., 351 Cedar Road, Bangor, PA. 18013. The motion was seconded by Supervisor Smith. 2) William Groenveld, Resolution for Agricultural Security Area Zoning Officer has a Proposal for parcel D9-7-12-0134, 444 Ridge Road. The board elected 180 day deadline for action to expire for William and Rebecca Groenveld. Solicitor Ceraul has the Resolution for signature. Chairman Renaldo made the motion to accept resolution 18-2016 approving the Groenveld Agricultural Security (D9-7-12-0134). The motion was seconded by Supervisor Smith. 3) Eric Smith, Resolution for Agricultural Security Area Zoning Officer has a Proposal for parcel E10-5-2B-0134, at property 1184 5 Points Richmond Rd. and E11-5-10A-0134 and at 8644 Delaware Drive, and recommends starting the 180 day dead line. Submission received on 10/6/2016. Chairman Renaldo made the motion to accept the Proposals for Agricultural Security of parcels (E10-5-2B-0134, E11-5-10A-0134) and start the 180 day clock. The motion was seconded by Supervisor Smith.
4) Status Timber Harvest Ordinance Zoning Officer requested to have this item removed from the Agenda and put on Hold. The Board of Supervisors to allow Solicitor Ceraul the time to review the letter dated April 13, 2016 to outline what the requirements are. Zoning Officer recommends we remove this from the agenda and put it on hold while Solicitor Ceraul has time to study. 5) Tolino s Road Request a Pedestrian Crossing Sign on Flicksville Road Discussion held regarding the request for a sign due to heavy traffic. Chief Miller suggested a painted Crosswalk. Engineer, Jeff Ott will review the feasibility for a Crosswalk signage along Flicksville Road, along Tolino s. Zoning Officer, Rob Scott will speak again with Mrs. Tolino. Chairman Renaldo questioned how to enforce the crosswalk. Follow up to be made. Engineer, Jeff Ott will review the feasibility of Crosswalk signage along Tolino s. 6) Request for new Front Door Mat Rob Scott expressed concern regarding front door mat as a hazard. Chairman Renaldo gave permission to purchase a new front door mat. ENGINEER S REPORT: 1) MS4 Permit Status Jeff Ott stated that he has no updates at this time. 2) Deer Trac Estates Swale Maintenance Mr. Ott confirmed he made inspections in locations and that he could not enter some properties with fences and this impaired inspections. Swale is definitely there and will need to be corrected but without measuring he could not determine the depth. Mr. Ott will need more information. Jeff Ott will research and obtain an NPDES Permit. 3) Ryan Drive Ineligible for Liquid Fuels Funding BOARD OF SUPERVISORS: David Renaldo 1) Establish Cash Balance Plan with PMRS for F/T New Hires Within Non-Uniform Positions No correspondence was presented and no update was available from PMRS on progress. The item is on Hold. 2) Adopt 2017 General Fund Budget and Sub-Budgets Chairman Renaldo made motion, and Supervisor Smith seconded to adopt the 2017 General Fund Budget and Sub-Budgets as advertised. 3) Review of Washington Township Fee Schedule for 2017 Rob Scott said he has reviewed the schedule and there are no changes or increases from 2016 Fee schedule, therefore, 2017 Fee Schedule will remain the same. 4) Accept 5 Year Contract for New Phone System from Frontier The Board of Supervisors have reviewed and signed the Contract. Bookkeeper, Sue Scallon will follow-up and send the executed contract to Frontier.
Chairman Renaldo moved, and Vice Chairman Hess seconded to Accept the 5 Year Contract for a new Phone System as provided from Frontier. 5) Part-time Resource for Winter Season for Road Department Chairman Renaldo noted that the request was made to have an additional Part-Time Road person on an As-Needed basis to assist. The offer was made to Gerald Labar as he is a CDL driver and knows the Township. Chairman Renaldo moved to approve Gerald Labar as a Part-Time; as needed, road crewman Effective date December 14, 2016 Vice Chairman Hess seconded the motion. ROADMASTER S REPORT: David Renaldo 1) Sign Reflectivity Plan Requirement Remains a work in progress. 2) Authorize Purchase of Trailer for Roller from S&S Home Builders Inc. Chairman Renaldo stated that the Road Foreman, Lee Messinger is still working to Obtain Quotes for the Trailer and this would be discussed at the next Board meeting.
