The invocation was given by Pastor Curtis Pruitt, The Upperroom Bible Fellowship. Councilmember Caraway led the Pledge of Allegiance. The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented. 12-1153 Item 1: Approval of Minutes of the April 4, 2012 City Council Meeting Councilmember Greyson moved to adopt the minutes. Motion seconded by Mayor Pro Tem Medrano and unanimously adopted. (Caraway, Davis absent when vote taken; Hunt absent)

12-1154 12-1155 Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the city secretary's Office) The city secretary distributed a report showing all nominations and re-nominations received for city boards and commissions appointments for the 2011-2013 board term updated through April 18, 2012. The city secretary noted the report indicated nominees and re-nominees for full and individual appointments cleared for city council action met all qualifications for service. Mayor Pro Tem Medrano moved to approve the appointment of James Chris Wells to the Cultural Affairs Commission Alternate Members; Randy Skinner, Jonathan D. Haywood, Linda Camin, Mickie Simpson Bragalone, Albert Gonzalez, Brent McDougal and Roger Wedell to the Ethics Advisory Commission; and Lydia D. Simpson, 55+ years of age, to the Senior Affairs Commission. Motion seconded by Deputy Mayor Pro Tem Atkins and unanimously adopted. (Caraway, Davis absent when vote taken; Hunt absent) Mayor Pro Tem Medrano moved to appoint nominees to individual appointment positions in the report who meet all qualifications for service to the boards and commissions of the city for the term ending September 30, 2013. Motion seconded by Deputy Mayor Pro Tem Atkins and unanimously adopted. 12-1160 Item 3: An ordinance amending Chapter 49 of the Dallas City Code to: (1) provide restrictions on the frequency and days for watering lawns and landscapes in the city using hose-end sprinklers and automatic irrigation systems; and (2) repeal Resolution No. 12-0474, passed by the City Council on February 8, 2012, which extended Stage 1 of the City's drought contingency plan - Financing: No cost consideration to the City. Councilmember Hill moved to adopt the item and pass the ordinance. Motion seconded by Councilmember Koop. After discussion, Mayor Rawlings called the vote on the motion. Mayor Rawlings declared the motion adopted on a divided vote, with Councilmember Greyson and Councilmember Margolin voting No. (Hunt absent) Assigned ORDINANCE NO. 28622
