WHEREAS Council of The Corporation of Delta considers it necessary and desirable to impose fees for the provision of its services and the use of its property; NOW THEREFORE the Council of The Corporation of Delta ENACTS AS FOLLOWS: PART ONE 1.1 1.2 PART TWO 2.1 2.2 2.3 CITATION AND EFFECTIVE DATE This Bylaw may be cited as the Consolidated Fees Bylaw No. 7273, 2013. This Bylaw comes into force and effect 30 days after the adoption of this bylaw. OBJECTIVES The Corporation of Delta imposes fees for the provision of its services and the use of its property as specified in the Schedules attached to and forming part of this bylaw. Where applicable, Provincial Sales Tax (PST) and Goods and Services Tax (GST) will be added to the fees specified in the Schedules attached to and forming part of this bylaw. Terms defined in the specified bylaws carry the same meanings in this bylaw. PART THREE SEVERABILITY 3.1 If any portion of this bylaw is declared invalid and set aside by a court of competent jurisdiction, then the invalid portion must be severed and the remainder of the bylaw shall be valid.

The following Plan Processing Fee shall be paid by the applicant for a building Permit: (a) For all single and two-family dwelling unit construction $185.00 and related accessory structures (b) For all construction having a market value of $8,000.00 $65.00 or less (c) For all construction having a market value of more than $125.00 $8,000.00 but less than $150,000.00 (d) For all construction other than single or two-family dwelling units having a market value of $150,000.00 or more $1,195.00 (e) Cash-in-Lieu fee for street tree planting, per tree $510.00 2. The following fees shall be paid by the applicant for the permit upon issuance of the permit: Market Value of Work Applied for Building Permit Fee Payable (see note below) $0 - $1,000 $65.00 $1,001 - $75,000 $65.00 plus $9.90 for each additional $1,000.00 or part thereof over $1,000.00 $75,001 - $150,000 $797.00 plus $7.90 for each additional $1,000.00 or part thereof over $75,000.00 Over $150,000 $1,382.00 plus $7.40 for each additional $1,000.00 or part thereof over $150,000.00; and: (b) Heritage Conservation Levy Five per cent of the building permit fee as calculated in Section 2(a) above.

Delta Bylaw No. 7273, 2013 Page 6 NOTE: The current edition of the Marshal Valuation Service of the Marshal and Swift Residential Cost Handbook may be used by the Building Official to determine the market value for the purpose of assessing permit fees. 3. The following fees shall be paid pursuant to the Delta Building and Plumbing Bylaw No. 6060: (a) re-inspection fee $80.00 i) Second re-inspection fee $115.00 ii) Third re-inspection fee $225.00 iii) Fourth re-inspection fee $455.00 (b) building demolition permit $150.00 (c) building permit assignment or transfer fee $80.00 (d) building mover application $150.00 (e) (f) (g) for inspections not specifically described herein, a fee, per inspection, of for each submission of revisions for single, detached dwelling unit(s) and structure(s) accessory to single detached dwelling unit(s) for all other types of construction for occupancy permit where no Building Permit is required. $80.00 $120.00 $120.00 base plus $105.00 per hour $105.00 PLUMBING PERMIT FEES The following fees shall be paid by the applicant for a permit to install, alter or repair plumbing: 1. (a) Minimum fee for any plumbing permit $65.00 (b) Add to minimum fee in 1(a) for plumbing work which involves the installation of fixtures: $21.50 per fixture

Delta Bylaw No. 7273, 2013 Page 7 (c) For the purpose of this section, fixture shall include, but is not limited to a pool, interceptor, hot water storage tank, automatic washer, floor drain, built-in dishwasher, vacuum breaker, back-flow prevention device, hydraulic equipment and any similar device. 2. For plumbing work which involves the installation of a fire sprinkler system: (a) for up to 2 sprinkler heads $37.00 (b) for each additional sprinkler head $2.35 3. For plumbing work which involves the installation of a standpipe, fire hose connection or a fire hydrant $33.50 each 4. For plumbing work which involves the installation of a storm sewer, sanitary sewer or water service line: (a) for single or two-family dwelling units $43.00 (b) for other than single or two-family dwelling units (i) first 30 metres or part thereof $42.00 (ii) each additional 30 metres or part $26.50 thereof (iii) each sump, catch basin or manhole $28.75 (iv) Sanitary or Storm sump pump $63.00 5. Re-inspection fee $80.00 One additional inspection for each required inspection will be allowed at no additional cost, after which a re-inspection fee will be charged for each additional inspection. Re-inspection fees are required to be paid prior to any further inspections. i) Second re-inspection fee $115.00 ii) Third re-inspection fee $225.00 iii) Fourth re-inspection fee $455.00 6. Plumbing permit assignment or transfer fee $80.00

The Developer shall pay a fee relative to the processing, administration and inspection of the subdivision which shall include: i. An Engineering Administration Fee as a percentage of the value of Works and Services as determined by the Director of Engineering as follows: FEE Value of Works and Services 5.0% up to $50,000 4.5% $50,000 to $250,000 4.0% $250,000 to $2,000,000 3.75% over $2,000,000 In no case shall this fee be less than $303.00. ii. iii. Legal fees incurred for preparation or execution of any document or agreement relative to the Development. Delta Bylaw No. 7273, 2013 Page 11 Delta Subdivision and Development Standards Bylaw No. 7162, 2015 Cash-in-Lieu Amount for Two Lot Subdivisions Section 26(2) The fee to be charged in lieu of designing and constructing or altering works and services for two lot subdivisions is as follows: Flat rate fee of $40,000 plus $1,100 per meter of frontage plus the fee prescribed in this bylaw for servicing the two lots with water, sewer and storm sewer.

Delta Bylaw No. 7273, 2013 Page 20 18. APPROVAL OF PLANS BY APPROVING OFFICER UNRELATED TO A DEVELOPMENT APPLICATION UNDER REVIEW $1,025 Development Application Fees Additional Information: 1. All application fees shall be non-refundable. 2. No fees are payable for applications made by the Director of Community Planning & Development. 3. In cases where an application is not rejected outright by Council and fine tuning is required and the application is being processed under the original application, a resubmission fee in accordance with Section 10 would be required. 4. Every applicant is responsible for paying costs associated with the preparation, execution and registration of any and all legal documents or agreements relative to their application(s). Legal documents and agreements shall be prepared by The City of Delta or their agents, unless otherwise agreed, and applicants will be required to provide payment prior to commencement of any document preparation. 5. Those properties within the triangle of land bounded by 96 Avenue, 120 Street, the railway in North Delta and 92 Avenue shall be exempt from rezoning application fees until further notice. 6. Some areas of the municipality fall within defined revitalization areas, as adopted by bylaw. In areas where a revitalization area bylaw is in effect, building permit fees, plumbing permit fees and development application fees may be waived in accordance with the requirements of said bylaws where criteria are met. Applicants should refer to those bylaws to identify eligible fee reductions.
