Thematic Meeting on Migrants in a crisis context 24-25 April 2014 Paris, France Concept Note & Agenda Project implemented by ICMPD and FIIAPP

Concept Note Objectives The aim of this meeting is to address the topic of population movements in a crisis context, regardless of the nature of the crisis, and identify mechanisms that contribute to: Strengthening cooperation between partner countries of the Rabat Process to respond to population movements in a crisis situation; and Developing synergies between migration/displacement and development in a crisis and postcrisis phase in the Rabat Process region. Key Topics Analysis of the different ways of managing population movements in a crisis situation, including admission and temporary protection during crisis, the granting of international protection or longer term stay where necessary, and the subsequent return of displaced persons or access to other durable solutions in a post-crisis phase. Identification of cooperation and coordination mechanisms between Rabat Process countries to deal with issues related to the movement of populations in a crisis context, including the return, through a concerted approach and in a regional perspective. Identification of cooperation and coordination mechanisms between Rabat Process countries and the diaspora to meet refugees and displaced persons' needs. Highlighting the role and contribution of diaspora in Europe and Africa in a crisis phase, as well as the links between migration and development in a post-crisis phase.

Expected Results This thematic meeting should lead to: The identification of good practices and concrete initiatives with regard to managing the movement of persons during the crisis phase, their stay in host countries and the return of displaced persons in the post-crisis phase, with the aim of establishing or strengthening regional cooperation and coordination mechanisms. The identification of cooperation and coordination mechanisms to maximize the contribution of migrants and refugees in Europe and in Africa to development in a crisis and post-crisis phase. Participants Profile Senior Officials responsible for elaborating or implementing migration and development policies, including links with Diasporas.
