PAID CER'AIlJ MEHBERS OF THE UNCLASSIFIED SERVICE. vlhereas, the 2th Guam Legislature hereby finds ~Td declares that the annual rate of compensation paid various members of the unclassified service is deficien't in that many members of the classified service as a result of cost of living increases, promotions and reclassifications receive greater compensation than the department heads for whom they are employed; and ~ihereas, as a result of the present compensa-tion scale, many qualified persons both within and Hithout the Government of Guam are reluctant to accept high level ma!lagement positions at a period in Guam's development' vrhere their selvices and their contributions are most needed; and \V'HEREAS, the Legislature in enacting this Act is cognizant of the fact that many of the positions not affected deserve to be increased and hereby declares that its failure to so act is based upon lack of information and that tvhen such information becomes available the Legislature shall enact legislation to insure that those persons occupying said positions shall receive compensation based on the necessary skills and qualifications required to adequately perform 'the tasks required; 0H therefole i,i I! f ji t It i, ~ f ~ r ~ t t f J

Such compensation shall bc paid out of funds to be appropriated by the Guam Legislature. Section 3. The of Guam is hereby authorized to appoint persons to fill those positions at Government House \vhich have been deleted from Section 406 of the Government Code of Guam by Section of thig Act, provided that funds have previously been appropriated for such purposes and further provided I that such appointments do not violate.
