STATE OF ALABAMA LAUDERDALE COUNTY The Lauderdale County Commission convened at the Lauderdale County Courthouse in the City of Florence, Alabama at 5:00 p.m. on the 25 th day of September, 2017. The meeting was called to order by the Chairman of the Lauderdale County Commission, Danny Pettus. Upon roll call, the following members answered present: Danny Pettus Chairman Brad Holmes Commissioner, District 1 Roger Garner Commissioner, District 1 Joe Hackworth Commissioner, District 2 Fay Parker Commissioner, District 2 Legal Counsel: Christopher A. Smith County Attorney Chairman Pettus, upon declaration of a quorum being present, opened the meeting for the transaction of business. The invocation and Pledge of Allegiance was delivered by Chairman Parker. Awards and Presentations: None Commissioner Holmes moved, seconded by Commissioner Garner that all items listed on the regular business agenda be approved for immediate consideration. There being no discussion and upon a vote taken, motion unanimously approved. Agenda is herein recorded and made part of these minutes.

Commissioner Parker moved, seconded by Commissioner Hackworth that the minutes of the last regular meeting of the Commission be approved for recording. There being no discussion and upon a vote taken, motion unanimously approved. Commissioner Hackworth moved, seconded by Commissioner Parker to approve a resolution authorizing the Lauderdale County Commission to enter into an agreement with CMH Architects, Inc. of Birmingham, Alabama for a case study of an existing facility and development of a conceptual site plan for a female inmate dormitory for the Lauderdale County Detention Center. The case study and site plan are Phase One of the agreement. Upon completion of the study and site plan, the Lauderdale County Commission will then review the findings and if terms and fees are acceptable, the Lauderdale County Commission will move forward with Phase Two of the agreement. There being no discussion and upon a vote taken, motion is unanimously approved. Resolution and copy of the agreement are herein recorded and made part of these minutes. Commissioner Holmes moved, seconded by Commissioner Garner to approve a resolution that changes the regularly scheduled Lauderdale County Commission meeting of Monday, October 9 th, 2017 to be re-scheduled for Tuesday, October 10 th, 2017 at 5:00 p.m. The change is due to the Columbus Day holiday which is a State holiday. There being no discussion and upon a vote taken, motion is unanimously approved. Resolution is herein recorded and made part of these minutes. Commissioner Holmes moved, seconded by Commissioner Garner to approve a resolution that allows the Lauderdale County Commission to amend the Reappraisal Department Budget for Fiscal Year 2016-2017. The budget is herein amended by line item only. Overages occurring in the line item shall be reconciled by excess funds in Aerial Photography. There being no discussion and upon a vote taken, motion unanimously approved. Resolution is herein approved and made part of these minutes. In compliance with competitive bid laws of the State of Alabama, sealed bids were advertised for Bid No. LWCF Project # 15-LW-1019 Brush Creek Park Improvements. Bid responses were received, publicly opened, and read aloud on September 6 th, 2017. A bid tabulation sheet was prepared for the Commissions review. Chairman Pettus referred to the Lauderdale County Administrator, Brenda Bryant, for recommendations. Ms. Bryant stated that there were five bidders and she recommends that we go with the low bidder on the project which was Ronald Franks Construction Company LLC of Savannah, Tennessee who provided a bid amount of one hundred seventy-five thousand sixteen dollars and sixty-nine cents. Commissioner Hackworth stated that Ronald Franks Construction of Savannah Tennessee was the low bidder but the County had taken into consideration a five percent allowance for local bidders. Commissioner Hackworth stated that after applying the five percent allowance to the

local bids, Ronald Franks Construction was still the low bidder. Commissioner Hackworth stated that Mr. Collins of White, Lynn, Collins and Associates told him that they researched the Ronald Franks Construction firm and found that the firm appears to be in good standing. Commissioner Parker stated that he is ready to move forward with the construction and get this park moving forward. Commissioner Parker moved, seconded by Commissioner Hackworth to accept the bid of the low bidder which is Ronald Franks Construction Company LLC. There being no further discussion and upon a vote taken, motion unanimously approved. Bid tabulation is herein recorded and made part of these minutes. In compliance with competitive bid laws of the State of Alabama, sealed bids were advertised for Bid No. 2018-1, Resurfacing of Various Lauderdale County Roads. Bid responses were received, publicly opened, and read aloud on September 19 th, 2017. A bid tabulation sheet was prepared for the Commissions review. Chairman Pettus referred to the Lauderdale County Assistant Engineer, David Abernathy, for recommendation. Mr. Abernathy stated that there were two bidders and he recommended Midsouth Paving of Tuscumbia, Alabama as they were the low bidder. Commissioner Holmes asked a question about the pricing for the projects listed. Mr. Abernathy explained the pricing chart and he stated that Midsouth Paving was the low bidder. Commissioner Parker stated that he is happy that the County would be able to pave roads and keep the County roads in good shape. Commissioner Parker further stated that he does not want our roads to be like the roads in Tennessee. Commissioner Parker moved, seconded by Commissioner Hackworth to use the low bidder which is Midsouth Paving of Tuscumbia, Alabama. There being no further discussion and upon a vote taken, motion unanimously approved. Bid to be awarded as recommended. Bid tabulation is herein recorded and made part of these minutes. In compliance with competitive bid laws of the State of Alabama, sealed bids were advertised for Bid No. 2018-2, Corrugated High Density Polyethylene Pipe. Bid responses were received, publicly opened, and read aloud on September 19 th, 2017. A bid tabulation sheet was prepared for the Commissions review. Chairman Pettus referred to the Lauderdale County Assistant Engineer, David Abernathy for recommendation. Mr. Abernathy stated that there were two bidders for this project and he recommended ADCO Pipe and Supply, LLC of Florence, Alabama as they were the low bidder. Commissioner Hackworth moved, seconded by Commissioner Garner to accept the bid of the low bidder. There being no discussion and upon a vote taken, motion unanimously approved. Bid to be awarded as recommended to ADCO Pipe and Supply, LLC of Florence, Alabama. Bid tabulation is herein recorded and made part of these minutes.

The invoiced bills were audited, allowed, and ordered to be paid upon a motion by Commissioner Hackworth and seconded by Commissioner Parker. There being no further discussion and upon a vote taken, motion unanimously approved.
