1 Mrs. Frohoff World History Period 1 26.Sept. 2017 Good Governance Proposal: Sierra Leone Sierra Leone, a country in West Africa, is currently at a low point and is struggling to obtain a strong government. They have suffered from violence, natural disasters, poverty, pollution, and recently had a civil war which ended in 2002. Violence is definitely one of the more major issues this country is facing. A lot of this violence occurs between the tribes of Sierra Leone as well as gender-based violence. One thing that could definitely help fix this issue would be a stronger police force. We plan to train the officers to become less violent and enforce the law more effectively. As they launched their first police force in 2010, they are in serious needs of help when it comes to their police officer. The police officers are un-trained and have poor equipment. The training upgrade as well as the improvement of their equipment will allow the police officers to enforce the law much more effectively. The facility for training will be located in the capital, Freetown, where their current headquarters is located. The upgrade of the police force will allow the people to no longer be violent and respect the government. This respect will allow the corruption of their government to slowly fade out as they will be able to develop. The police force will also allow the officers to be much more knowledgeable in cases of natural disasters such as the mudslides they suffered from. We would be using all $500,000 to start the training facility. The people that will be helping their police officers will be the UN. This

2 improvement can cause other problems get worse, but the improvement of the police force is definitely where the most help is needed. In our project we are remaking the country of Sierra Leone on how we could make it better for the community. For instance we chose to focus on developing the police force stronger and how we can help secure the community better. We spent most of the money on the security since violence and crime was a major issue since before when they launched their first police force. Where they have poor equipment, and they were not trained well. This upgrade is planned to help people respect the government which will allow the corruption to slowly fade away to help on the development. The positive outcomes about this project is, that we make the police force be stronger. The negative outcome is that we don t have no money left to upgrade the rest of the community with. Another positive thing, is that we will be helping out the people, and the government because they need it. A negative thing is that the police force that they have now doesn t do anything good, they do not protect the country because they were not trained good. The estimate cost of education is $4,000 USD (30,616,523.25SLL) per person. Our goal is to educate 125 police officers, which will cost a total of $500,000 (3,827,065,405.84SLL). The amount will not be enough to educate 125 police officers, we will need to make a donation to raise more money to help us with the police force. Our donation s purpose is, Help us donate for a stronger and better police force that will protect everyone in the country. We also plan to make more laws that people actually follow, and know how to follow. We want to make Sierra Leone a bigger and better place, so everyone feels safe there.

3 Success within our project seems almost certain, but of course there are some specific downfalls to our undertaking. Sierra Leone can be a quite dangerous country, so it might be difficult to find police officers who d be available for the job. Another downfall may be not having enough officers to protect the entire area. To each of these problems, there is a solution. Knowing we have stable finances decreases the likelihood of those problems occurring. We d measure success by getting the appropriate funding to change Sierra Leone and the lives of the people who live in it. Sierra Leone s government will greatly improve, along with the police force, and eventually the entire community.

4 In conclusion, we intend on training the police department to enforce the law more effectively and being less violent we believe that this will make the law enforcement much stronger as a unit. In Sierra Leone they have a past of being a violent country and they in fact still are a violent country. They recently just ended a civil war in 2002. Most of the violence in Sierra Leone is between the tribes. There is also gender based violence in the country. This project will also develop the country in multiple ways. Sierra Leone just recently launched their first police force in 2010 so they do not have as much training that other countries have. The new training of the police department should allow people to walk around their country more freely. Also with the new training this will force people to actually follow the law. This project will increase the score on human development majorly because with less people dying there will be more people being born and increasing the population. The training facility will be in freetown since the headquarters are in freetown as well. With this project we believe that the country will gain more money. This project will be a positive aspect to the country because this will minimize the violence between the tribes in the country. The law enforcement will decrease the violence and increase well- being of the community. The new law enforcement will help reduce the crime rate and the sexual violence. The new law enforcement will be a good thing for the community and it will help keep the community safe. The police department will be an advantage to their country. Sierra Leone will be much safer with this police department since there will be more police officers and better training than they received in 2010.
