The Chicago Convention 1944 The main international legal instrument re: civil aviation and ICAO s role Provisions include requirements: Art 13: persons travelling by air and crews to comply with immigration, customsand passport regulations Art 22 & 23: States to facilitate border clearance formalities and prevent unnecessary delays and to collaborate on these matters Art 37 (j): States to develop and adopt int l standard procedures for immigration and customs clearance Creates ICAO s mandate and responsibilities regarding Standards and Specifications for MRTDs and emrtds 5

ICAO 37 th Assembly Resolution A36 15 Requests the Council to ensure that its specifications and guidance material in Doc 9303 remain up to date in the light of technological advances and to continue to explore technological solutions aimed at improving clearance procedures Urges States to intensify their efforts to safeguard the security and integrity of the breeder documentation Requests the Council to take appropriate measures to establish guidance on breeder documentation 7

ICAO 37 th Assembly Resolution A36 15 contd. Urges States to intensify their efforts to safeguard the security and integrity of their passports, to protect their passports against passport fraud, and to assist one another in these matters Urges States requiring assistance in implementing MRTD standards and specifications to contact ICAO without delay Requests the Council to continue working on enhancing the effectiveness of controls on passport fraud and developing guidance material to assist States in maintaining the security and integrity of their passports and other travel documents

ICAO 37 th Assembly Resolution A36 15 contd. Urges all States issuing epassports to join the ICAO PKD; and all receiving States to verify the digital signatures Urges all States to provide routine and timely submissions of lost and stolen passport data to Interpol s SLTD database Urges States, in their use of electronic data sharing systems, to ensure that their passenger data requirements conform to international standards adopted by UN agencies

ICAO MRTD Programme Strategic Review Setting agenda for the future formulating a new ICAO MRTD Strategyt Reasons: how to enhance the relevance and benefits to States, our primary constituents Focus on enhancing both security and facilitation benefits A consultative process involving MRTD and border security stakeholders (States and their agencies, industry, theaviation community, experts, think tanks, the public, etc.) 14

Initiated by the Chairs of TAG/MRTD and working groups in early 2011 Draft Strategy expected by the end of 2011 To link strategic MRTD objectives, resources, implementation modalities, institutional arrangements and performance management Further momentum the High Level ICAO Conference on Security (incl. exploring the role of travel documents, data sharing and border security in the broader context of a comprehensive aviation security vision) 15

Key considerations in developing a new ICAO MRTD Strategy How to make it relevant to the needs and expectations of stakeholders In practical terms how to maximize security and facilitation benefits to respond to current and tomorrow s challenges Two key aspects under consideration: Broadening, and Deepening of the MRTD programme These considerations not official yet but part of the working and development process 16
