ROLL CALL Present were: City of Menifee Management Analyst Margarita Cornejo, Committee member Elgin Datcher, Committee Chair Ashley Fisher, Committee member Ethan Handy, Committee member Shamariya Harrell, Committee member Esmeralda Morales, Committee member Daniella Murry, Committee member Caroline Nguyen, Committee member Alexandra Siez, Committee member Spencer Temple, Committee member Zachary Thomas, Committee member Tabetha Tusant, Committee alternate Christopher Lam, Committee alternate Gabriel Fabian, Community Services Supervisor Jason Hendrix, and Community Services Coordinator Michael Rinehart, Trustee Board President, Romoland School District Sandra Tusant. 3. FLAG SALUTE 4. PRESENTATIONS None 5. APPROVAL OF MINUTES 5.1. Review minutes from meeting of September 27, 2016 Committee member Esmerelda Morales motioned to approve the meeting minutes. Committee member Elgin Datcher seconded the motion to approve the meeting minutes. Meeting Minutes are approved by the following votes: Abstain: 0 6. AGENDA APPROVAL OR MODIFICATION As posted. 7. PUBLIC COMMENTS (non-agenda items only) Trustee Board President, Romoland School District Sandra Tusant Ms. Tusant encouraged committee members to vote in upcoming election and reiterated the idea that voting is a right, responsibility, and privilege. City of Menifee Management Analyst Margarita Cornejo Ms. Cornejo presented information about the Community Block Grant Program and the need for the youth under 24 years old s input to create a new consolidated plan for Menifee

8. Discussion Items 8.1. Menifee Citizens Advisory Committee Appointments Appoint two members of the Youth Advisory Committee to the Menifee Citizens Advisory Committee for the 2016-2017 fiscal year. Committee chair Ashley Fisher nominated Tabetha Tusant for the Menifee Citizen Advisory Committee. Committee member Caroline Nguyen seconded the motion to elect Tabitha Tusant to the Menifee Citizen Advisory Committee. Tabetha Tusant was elected to the Menifee Citizen Advisory Committee by the following votes: Committee member Elgin Datcher nominated himself for the Menifee Citizen Advisory Committee. Committee chair Ashley Fisher seconded the motion to elect Elgin Datcher to the Menifee Citizen Advisory Committee. Elgin Datcher was elected to the Menifee Citizen Advisory Committee by the following votes: 8.2. Skate Park Segregated Use Schedule Propose Audie Murphy Ranch Skate Park segregated use schedules and make recommendation to City Council on days and hours of operation. Committee chair Ashly Fisher passed the balance to Community Services Supervisor Jason Hendrix. Committee members concluded the no staff operation hours of the Audie Murphy Ranch Skate Park to be 1PM- 7PM on weekdays, 9AM- 7PM on weekends, and 10AM- 6PM on holidays. Committee member Esmeralda Morales motioned to approve the no staff operation hours of the Audie Murphy Ranch Skate Park. Committee member Zachary Thomas seconded the motion to approve the selection. The no staff operation hours of the Audie Murphy Ranch Skate Park was approved by the following votes: Committee members concluded the no staff bikes, scooters, and skateboards segregation of the Audie Murphy Ranch Skate Park to be only bikes on Tuesdays and Saturdays and only scooters/skateboards on Monday, Wednesday, Thursday, Friday, and Sunday. Committee vice-chair Tabetha Tusant motioned to approve the no staff bikes, scooters, and skateboards segregation days. The no staff bikes, scooters, and skateboards segregation days of the Audie Murphy Ranch Skate Park was approved by the following votes: Committee members concluded the staffed operation hours of the Audie Murphy Ranch Skate Park to be 1PM- 9PM on weekdays, 9AM- 9PM on weekends, and 10AM- 8PM on holidays. Committee vice chair Tabetha Tusant motioned to approve the staffed operation hours of the Audie Murphy Ranch Skate Park. Committee member Caroline Nguyen seconded the motion to approve the selection. The staffed operation hours of the Audie Murphy Ranch Skate Park was approved by the following votes: Committee members concluded the staffed bikes, scooters, and skateboards segregation of the Audie Murphy Ranch Skate Park to be alternating times between bikes and scooters/skateboards weekly beginning with bikes at the earlier time and scooter/skateboards in the later time. The alternating times shall be on weekdays 1PM- 5PM and 5PM- 9PM,on weekends 9AM- 3PM and 3PM- 9PM, and on holidays 10AM-3PM and 3PM- 8PM. Committee member Ethan Handy motioned to approve the staffed bikes, scooters, and skateboards segregation of the Audie Murphy Ranch Skate Park times. Committee member Elgin Datcher seconded the motion to approve the selection. The staffed segregation hours of the Audie Murphy Ranch Skate Park was approved by the following votes: 9. COMMUNITY SERVICES SUPERVISOR COMMENTS 9.1. Department Update Fall Festival Saturday, October 29, 2016 Community Services Supervisor Jason Hendrix gave an overview of the upcoming event. He specifically requested volunteers help with set up and costume contest judges. Veterans Day Ceremony Friday, November 11, 2016 Community Service Supervisor Jason Hendrix gave an over view of the upcoming event. He asked for volunteers to help at the event and for the committee to think of new ideas to be used at the event. City of Menifee Youth Advisory Committee Minutes October 25, 2016 Page 3

EMWD Water Reclamation Facility Tour Tuesday, November 22, 2016 at 2pm. Community Services Supervisor Jason Hendrix asked the committee who will be available to attend the event. Fundraising Opportunities Committee member Zachary Thomas started discussion over fundraising ideas for t-shits. Committee chair Ashley Fisher proposed the idea to have a gift basket auction, raffle, and 24 hour dance donation drive. Committee Shirts Committee member Zachary Thomas proposed to purchase polo shirts that range from 15-30 dollars each. 10. COMMITTEE MEMBER REPORTS ON COMMITTEE ACTIVITIES 10.1. Chair Fisher and Members provide recap on Anti-Bullying Summit Committee chair Ashley Fisher commented that the event s audience was very engaged in the speakers and favorite part was the Happiness Sprinkling. Committee member Spencer Temple commented that the event speakers had very organic speeches and he enjoyed the talks. Committee member Esmeralda Morales commented that her favorite part of the event was the Happiness Sprinkling. 11. FUTURE AGENDA REQUESTS FROM COMMITTEE MEMBERS: Items Scheduled for Future Agendas: Anti-Bullying Initiative Prom Dress Drive Sexual Assault Awareness Blood Drives to be present at future events 12.
