Items included hygiene/dignity kits, blankets, tarpaulins, water containers and children s clothes. An ACTED rapid nutrition assessment for under 5 children started on 11 January. Initial findings show that moderate and severe malnutrition is low. Rehabilitation of 14 schools damaged during recent conflict is ongoing. EPI vaccination programs stopped or scaled back in some districts / areas, especially in Chardarah, Qalae-Zal and Dasht-e-Archi districts. Catch-up vaccination campaigns were initially planned for 5 areas but implemented in only 2 areas because of insecurity. The CPAN office has been rehabilitated. UNICEF has now a monitoring arrangement in place which allows to cover difficult to reach and insecure locations. It involves third party monitoring. A regional UNICEF drought expert will visit Afghanistan and a consultative meeting in Mazar is 4 Protection Cluster update planned. UNHCR update: The regional Protection Cluster team met in January to review 2016 plans. UNHCR protection monitoring teams will be active in all provinces and have a wider geographical coverage than in the past. Protection capacity is in place to respond to emergencies. A geographical mapping of livelihoods and legal aid is planned. Also planned is capacity building for core protection issues such as house land and property, civil documentation, child protection, and GBV. 1
According to UNHCR, as of 31 December 2015, a total of 36,746 IDP families or 228,902 individuals were recorded. NRC update: NRC provided an overview of legal assistance activities, mostly related to land dispute issues. The House Land and Property Task Force follows up. The team reviewed shelter needs resulting from 2015 floods and the 26 October earthquake and reported 3,500 affected families in need of emergency shelter. 2014 shelter lessons learned should be considered in the design of a shelter response strategy, likewise provision of cash for shelter were applicable. The national ESN Cluster has been informed about the shelter need. - In 2015, 44,814 families affected by conflict and natural disasters received NFI assistance. ZOA almost completed the construction of 267 shelters in Fayzabad district of Jawzjan province. National ESNC Cluster to follow up on 3,500 shelter needs in Northern and Northeastern Afghanistan. 3

The national FSAC analyzed 2016 needs and developed a response strategy for 2016. In case of drought, FSAC will address crop failure, monitor market prices and the selling of livestock in markets, mobilize seed distributions, and mobilize resources for emergency food assistance and income generation. WFP provided details about ongoing food assistance to IDPs in Kunduz, Fayab, Sar-e-Pul, Samangan, and Balkh provinces. 7 Nutrition Cluster UNICEF plans to conduct a regional Nutrition coordination meeting at DoPH Balkh on 28 February to 1 March 2016. Day 1: Information sharing on nutrition achievements, challenges / shortfalls and how to address them. Day 2: Contingency planning for Nutrition in emergencies in the region. Day 3: PNOs only training sessions on data management. 8 WASH Cluster A regional UNICEF drought expert will visit Afghanistan and a consultative meeting in Mazar is planned. ACTED received funding to respond to the emergency WASH needs of disaster affected populations, through enhancing access to clean water, creating access to sanitation infrastructures, promoting hygiene and sanitation best practices, and to provide lifesaving relief commodities to affected populations during a sudden onset 6
9 Winterization update 10 Operational Coordination Team (OCT) updates emergency. Target provinces: Faryab, Jawzjan, Balkh, Baghlan, Takhar, Kunduz, and Badakhshan. On 13 January, CARE Int. distributed winterization packages to 85 IDP families in Mazare-Sharif, Balkh province. UNHCR completed distribution of cash for winter assistance to 7,000 families in Northern and Northeastern Afghanistan. UNOPS ensures that roads in Balkhab district of Sar-e-Pul province are open during winter. Badakhshan province: The humanitarian team met in late December to review earthquake assessments and response, conflict displacement assessments and response and updated on CHF projects. Balkh province: On 17 January, ANDMA Balkh called for an emergency preparedness planning meeting. Organizations provided operational updates and reviewed contingency stocks. IDP screening committee meetings are ongoing. Faryab province: On 25 January, the humanitarian team met in Maymana to review IDP assessment and response as well as CHF projects. On 18 January, the team met with the Provincial Governor to address protection issues related to IDP assessments and distributions. Jawzjan / Sar-e-Pul provinces: On 12 January, the humanitarian teams met in Shiberghan. The team reviewed IDP reports and agreed on the screening process, organizations provided project updates and CHF progress updates. IDP assessments are ongoing in Sar-e-Pul province. Kunduz province: On 13 January, the humanitarian team met in Kunduz to review IDP assessments and response, provide updates on WASH, health, FSAC and education activities as well as CHF projects. Regular IDP coordination meetings are held at the end of each week. Samangan province: On 11 January, the humanitarian team met in Aybak. The discussion focused on IDP assessment and response, winterization, earthquake response gaps, and organizational project updates. Takhar province: Armed conflict in Darqad district has resulted in new displacement. 401 families have been identified as internally displaced and humanitarian assistance is mobilized. The Protection Cluster is following up on protection concerns. 7
11 Humanitarian Response Plan (HRP) 2016 12 Disaster Risk Reduction 13 Any other business The 2016 Afghanistan Humanitarian Response Plan will be launched in Kabul. The Humanitarian Response Plan (HRP) is a sharply focused strategy critical to preventing loss of life through the effective delivery of lifesaving humanitarian assistance to the most vulnerable Afghans affected by conflict and natural disasters. The 2016 HRP seeks US $393 million for humanitarian preparedness and response, and centers on the following five strategic objectives: 1. Protection of civilians from armed conflict. 2. Response to internally displaced people, refugees and returnees. 3. Acute health and natural disaster emergencies. 4. Treatment and prevention of malnutrition. 5. Context analysis and coordinated needs assessment. The project focuses on ANDMA capacity building, establishment of provincial emergency operational centers, and mitigation projects. The project duration is three years. 1. AKF, AKHS, FOCUS, Mission East and GIZ-BNDP requested OCHA to mobilize UNHAS flights to several remote and underserved border districts of Badakhshan province. OCHA and WFP/UNHAS are following up. 2. The NRC Area Manager (Western Region) informed about humanitarian issues in the Western Region and the follow up process with the national level. 8
