The pledge was led by Supervisor Foether. Roll Call: Present: Tom Borcherding, Michael Clinesmith, Bruce Foether, John Stack, Bill Gray Absent: None The Supervisor stated he would go to public comment at 9:30pm if he is not through with the agenda and have a special meeting. The agenda was amended. Minutes: Motion by Gray, seconded by Borcherding to approve the April 10, 2018 regular meeting minutes as written. Payables: The payables were tabled until later. Other Reports: The Treasurer, Trustee, Vassar Area Ambulance, Zoning Administrator, Sheriff Deputy and Clerk reports were in the meeting packet. There was mention made asking how many attended the MMR response training. Correspondence: Tuscola County Road Commission: The Tuscola County Road Commission is meeting with local jurisdictions and requests attendance of Vassar Township at its 10am, May 31, 2018 meeting to review road and bridge work. Senior Community Services: The Township received information regarding some reimbursement for hiring and training senior workers. Drain Commission: The Township received information about changing drain boundaries affecting the Northwestern area of the Township. Fremont Township Planning Commission Master Plan: The Township has received notification that Fremont Township is working on its Master Plan. Thumb Electric Appreciation Day: Information was received regarding Thumb Electric s Member Appreciation Day on June 9 th. New Business: Facebook Live: Motion by Foether, seconded by Clinesmith to begin a live stream of our Township Board of Trustees meetings on Facebook Live beginning on June 13, 2018 and the Township annual meeting. Tuscola County Road Commission: There were corrections made to the Resolutions for roadwork. The Supervisor just received information regarding roadwork on Hess Road. Motion by Foether, seconded by Gray to approve Resolution 12-2018 for Roadwork on Rupprecht Road, 0.36 mile Caine Road to dead end. Roll Call: Stack Yes, Borcherding Yes, Clinesmith Yes, Foether Yes, Gray Yes Motion by Gray, seconded by Borcherding to approve Resolution 13-2018 for Roadwork on Nottingham Road, 0.40 mile Saginaw Road north to dead end. Roll Call: Gray Yes, Borcherding Yes, Foether Yes, Stack Yes, Clinesmith Yes Motion by Borcherding, seconded by Clinesmith to approve Resolution 14-2018 for Roadwork on Utter Road, 0.50 mile Vassar Road west to pavement. Motion by Foether, seconded by Clinesmith to approve Resolution 15-2018 for Roadwork on Hess Road, 1.04 mile from Brown Road to Hanes Road. Roll Call: Stack Yes, Foether Yes, Gray Yes, Borcherding Yes, Clinesmith Yes Planning Commission Unit Age: There were some corrections made regarding the resolution and zoning ordinance for changing the unit age. Motion by Gray, seconded by Borcherding to approve Resolution 16-2018 to approve the Planning Commission Zoning Ordinance on 12.05 D Unit Age. Roll Call: Borcherding Yes, Clinesmith Yes, Gray Yes, Stack Yes, Foether Yes Planning Commission Rezoning of Properties: There were some corrections made to the resolution on rezoning of properties. Motion by Borcherding, seconded by Gray to approve Resolution 17-2018 to approve the rezoning of properties. Mowing Roadside: There was discussion about requesting roadside mowing biding, getting a single or double cut, cutting twice a year and if it would be done by the budget year. Motion by Clinesmith, seconded by Borcherding to put an ad in the Tuscola County Advertiser for roadside mowing requesting bids for a single and double cut with the bid deadline being June 8. Stanley Steemer: The Township received an unsolicited bid from Stanley Steemer to strip and wax the Township floors. After some discussion, the Board took no action. Parcel Book: The Supervisor requested approval of getting copies made of the Township s parcel book. Motion by Foether, seconded by Borcherding to make 5 parcel books at Staples for $63.80 and add a check and put in on May payables. Marijuana Permit: There was a request by one permit owner to transfer the permit on the marijuana facility to a new owner. The Supervisor stated he was going to tell the permit holder no because the person or group needs to come to the Planning Commission for permits. Training: There was information in the meeting packet regarding training at a MAMC conference at Acme Township and also MTA classes in Frankenmuth. Motion by Clinesmith, seconded by Stack to approve for the Clerk to attend the Michigan Association of Municipal Clerks Conference in Traverse City on June 19 th through the 22 nd for $525 and reimburse the Clerk in June. Motion by Foether, seconded by Clinesmith to sign Don Clinesmith up for the Cemeteries: Challenges and Solutions class, Bruce Foether and John Stack up for the Creating a Vision and Linking with the Community classes hosted by the Michigan Townships Association and write a check to MTA for the 5 classes and put it on the June payables and mail the check as soon as possible. Tuscola County Treasurer: The Township received a notice from the Tuscola County Treasurer regarding foreclosed properties that the Township could purchase before going to auction. Motion by Clinesmith, seconded by Borcherding to have the Treasurer sign the waiver from the Tuscola County Treasurer indicating the Township has no interest purchasing the properties that have been foreclosed in the Township. Amendment of 2017-2018 Budget: The remaining budget on Township s income statement was reviewed for line items over budget. Motion by Foether, seconded by Clinesmith to approve Resolution 07-2018 to amend the 2017-2018 budget. And WHEREAS, the Michigan Department of Treasury Uniform Budget Manual of 2001 in sections 17 and 18 requires amending the budget when a deviation such as expenditures exceeding the budget occurs, And WHEREAS, The township wants to adjust its budget to plan for changes due to the park grant and for other expenses NOW, THEREFORE, BE IT RESOLVED that the Vassar Township Board of Trustees adjust its budget in the following way: Under Expenses: Add $_1000.00 to TWP BOARD-SEMINARS/WORKS, bringing it to $ 4500.00 Add $ 40.00 to SUPERVISOR-PHONE, bringing it to $ 520.00 Add $ 40.00 to ZONING ADMIN PHONE, bringing it to $ 520.00 Add $ 100.00 to CLERK SUPPLIES, bringing it to $ 900.00 Add $ 30.00 to BOARD OF REVIEW-WAGES, bringing it to $ 1530.00 Add $ 125.00 to LAND DIVISION EXPENSES, bringing it to $ 525.00 Add $_4000.00 to MMFL EXPENSES, bringing it to $ 12,000.00 Add $ 200.00 to ASSESSOR-SALARY, bringing it to $ 21,400.00 Add $ 400.00 to LAND DIVISION EXPENSES, bringing it to $ 8400.00 SECRETARY WAGES (amend) Subtract $6635.00 from CONTINGENCY, bringing it to $_116,707.40 The foregoing resolution was offered by Board Member Bruce Foether and supported by Board Member Michael Clinesmith. Upon roll call vote, the following voted Aye ( 5 ): Foether, Borcherding, Clinesmith, Gray, Stack Nay ( 0 ): None The Supervisor declared the resolution adopted. Payables: The payables were brought back up from the table. There was some discussion about the payables, including a fee from Chase which will be investigated by the Treasurer Motion by Foether, seconded by Gray to approve the May 2018 payables with the add-ons for roadwork and Staples in the amount of $103,665.22. Vote 4-1, MOTION CARRIED. The meeting time was past 9:30pm so the rest of the items on the agenda were postponed. After discussion a special meeting to finish the agenda was set for May 21, 2018 at 4:30pm. Public Comment: Rhonda Schultz asked if the first check for CLE International was taken out of the marijuana fund. Bruce Foether stated Yes, it was. Don Clinesmith stated he talked to Thumb Electric and the Township is 12 th on the list to get the light pole installed at the park. He hasn t received an email yet. He asked the Township for what to do. He said that he and Russ were keeping an eye on playground equipment and purchased an item, but it hasn t gone to the Parks and Recreation Board yet. Motion by Borcherding, seconded by Foether to authorize a check for Thumb Electric to pay for electric service to the park and put it on June payables. Stack mentioned the Michigan Township Association list needing new emails. Ben Partridge stated the Township should contact its attorney and find out what maps the Township is required to have. Tom Borcherding said he would make a motion to approve what Ben wants, and Bruce seconded this. There was laughter about this. (Remove) Motion by Borcherding, seconded by Foether to contact the attorney to see what maps the Township is required to have and if he knows anybody who makes them.
