Thomas, Superintendent Randy Lords, Assistant Superintendent Varr Snedaker, Business Manager Pledge of Allegiance Randy Lords Invocation Holly Allen BOARD BUSINESS MEETING The meeting was called to order, in the Madison Education Center Board room, at 11:02 a.m., by Board Vice Chairman Brian Pyper. It was determined that a quorum was present. Kevin Howell and Janet Crawford were out of town and unable to attend the meeting. AGENDA Mr. Laird moved that the Agenda be approved as amended. Ms. Allen seconded the motion, which passed unanimously. The amendments were to add Item F. Emergency Closure and Item G. ISBA Resolutions to the Current Business section of the agenda. Also, to add an Executive Session to the end of the meeting. CONSENT AGENDA Ms. Allen moved that the following items on the Consent Agenda be ratified and approved. Minutes: April 13, 2018, Board Work Meeting, as written. April 19, 2018, Board Business Meeting, as written. Employment for April: listed on pages 5 and 6. The motion to ratify and approve items on the Consent Agenda was seconded by Mr. Laird and passed unanimously. SUCCESS STORIES Dr. Thomas reported District Success Stories. High School Boys Tennis won State Academic Championship, 6 th for Madison this year. High School Track Took 2 nd in District and will be going to State. Groundbreaking Ceremony High School Stadium on May 16, 2018, went well. Dillon Egbert Took 1 st place at National BPA Conference in the Finance division. BOND PROJECTS UPDATE Logan Bingham, with Headwaters Construction, gave his monthly report about Bond Construction Projects. He talked about the water line break at the High School, which happened about 9:00 a.m. An 8-inch pipe valve failed after dirt was removed around it. The City of Rexburg was contacted and they were able to shut the next nearest valve down. Only the High School and Seminary building were without water. Students were released at 9:40 a.m. and will not be back in school until Monday. Mr. Bingham presented a PowerPoint showing how Headwaters manages construction projects. He talked about construction detail plans and the request for information process. He also showed pictures of the progress at Kennedy and Burton Elementary schools. Concrete slabs have been poured. Underground plumbing and framing for walls are getting starting. The next bid will be for the grading plan for the stadium. Jordan Busby took a few minutes to update the Board on the soccer and baseball fields, which are not part of the Bond Projects. Grading is being done and sprinkler systems are being put in place so seeding can be done. On Monday, volunteers from the soccer and baseball teams will come and pick rocks in the soccer fields. They will get tee shirts and have a hotdog roast after their work on the fields. Mr. Busby also talked a little about an incident with an employee of Outback Landscaping and social media.
Mr. Bingham told the Board that bids were opened for the bleachers and Sturdy Steel was the low bidder. He also talked about a link that is being prepared for Madison s web site, which will show people pictures of the construction projects and tell a little about the progress. 3 RATIFY AGREEMENT BETWEEN THE BOARD OF TRUSTEES AND THE REA Mr. Pyper reviewed the Negotiations Meeting, which took place on May 10, 2018, with the Board. He and Mr. Howell had served as negotiators for the Board during that meeting. Everything went well and an agreement was reached during that meeting. The Board offered a 3% increase on the salary schedule and 3% help with insurance premiums. The REA Negotiating team was very happy with the offer and took it to their members on May 15 th. The offer was unanimously accepted. Ms. Allen moved that the Board ratify the agreement between the Board of Trustees and the REA. The motion was seconded by Mr. Laird and passed unanimously. CLASSIFIED AND ADMINISTRATOR SALARY SCHEDULES Board Members were given copies of the revised salary schedules for Classified and Administrative Staff. Both schedules reflect a 3% increase. Mr. Laird moved that the Board approve the new salary schedules for Classified and Administrative Staff. Ms. Allen seconded the motion, which passed unanimously. POLICY REVIEW Board Members reviewed policy 4135 Website Accessibility and Nondiscrimination, for a second time. They also reviewed policy 7405, 7407 and 8110 for the first time. After the review, Mr. Laird moved that the Board approve policy 4135 and move policy 7405, 7407 and 8110 to a second reading. The motion was seconded by Ms. Allen and passed unanimously. EMERGENCY CLOSURE Mr. Laird moved that the Board approve an Emergency Closure for the High School for May 17 th and 18th, due to a broken water line. Students were released at 9:40 a.m., on May 17 th and will not be in school at all on May 18 th, so repairs can be done. Ms. Allen seconded the motion to approve the Emergency Closure, which passed unanimously. ISBA RESOLUTIONS Mr. Pyper asked if anyone had any resolutions to submit to ISBA. Mr. Pyper suggested a resolution to allow discussion of a property sale during Executive Session. Board Members discussed the new election timeline for Trustee Elections. During the last Legislative session, a bill was passed changing Trustee Elections from May to November during the General Election. Board Members talked about a resolution to end Campaign Finance laws for School Board Elections. EXECUTIVE SESSION At 11:50 a.m., under authority of Idaho Code 74-206(1)(b)(c), Ms. Allen moved that the Board go into Executive Session to consider the evaluation, dismissal or disciplining of or to hear complaints or charges brought against, a public officer, employee, staff member, individual agent or public school
student and to consider acquiring an interest in real property which is not owned by a public agency. The motion was seconded by Mr. Laird, and passed with the following vote. 4 Ms. Allen yes Mr. Pyper yes Mr. Laird yes At 12:15 p.m., Mr. Laird moved that the Board go out of Executive Session. The motion was seconded by Ms. Allen and passed unanimously. Board Members came back into the Board Room at 12:17 p.m. Mr. Laird moved that teacher 00-18 be placed on formal probation.
