She asked if the church could have permission to close off Franklin Ave in front of the church on Sunday, Sept. 17 th and borrow barricades from the city. MOTION by Richard Ludowese to approve the use of barricades and the closing of Franklin Ave on Sept. 17 th. SECOND by Rick Jacob MOTION CARRIED Ann Schrick, Sedgwick Booster Club, came before Coucil with an update on Sedgwick Fall Festival. Andy Lowe, Halstead EMS reported that he has a crew for Fall Festival and circus event coverage. September 7, 2017
Ethan Reimer, Halstead City Administrator addressed Council regarding the draft of the final agreement for EMS service and update on the process of service agreement. He requested that a decision be made by Sedgwick City Council by their next meeting. STAFF REPORT Brad Jantz, City Attorney nothing new to report. UNFINISHED BUSINESS MOTION by Carol Berning to authorize Mayor to retain independent counsel to professionally review the EMS agreement with the City of Halstead not to exceed $1,000 for attorney services. SECOND by Kirby Stucky MOTION CARRIED DRAFT NEW BUSINESS MOTION by Kirby Stucky to approve Constitution Week Proclamation. SECOND by Rick Jacob MOTION CARRIED MAYOR AND COUNCIL REPORTS Departmental update no departmental updates. MOTION by Rick Jacob to recess into Executive Session for Non-Elected Personnel, to protect the subject employee. Governing Body, City Attorney, City Clerk and Bryan Chapman in attendance for 15 minutes. Regular meeting to resume at 8:04 pm. SECOND by Carol Berning MOTION CARRIED MOTION by Rick Jacob to make an offer to Kermit McGinn for City Superintendent, at $20 an hour to start immediately with acceptance.
