CRP Spring 2019 Convention - Bylaw Proposal #6 Bylaw proposal submitted by Thomas Weissmiller Memorandum From: Thomas Weissmiller, Secretary, SMGOP tarzantom@pobox.com, 650-218-6386 To: Chairman Jim Brulte Date: January 11, 2019 RE: Synching Calendars, Timing is Everything Amendment to CRP Bylaws The Prime-Time Primary Act, SB 568, effective in 2020, moved the primary from early June to early March. This change has an impact on both the California Republican Party (CRP) and County Central Committees (CCCs). Amendment to synchronize the calendaring of CCC Organizational Meetings and CRP State Elections to better support momentum and continuity because the primaries were moved from June to March. If the proposed CRP amendment is adopted: 1. CRP Elections moves from odd years to even years in May or Jun following the CCC Organizational Meetings. All Vice Chairs elected in this meeting. 2. Terms of officers elected in 2019 and delegates appointed in 2019 will be reduced from 24 months to 16 months. Beginning 2020 they will return to 24 month terms. 3. Delegates can be appointed when elections are certified, 30 days after the March Primary. The two tables below show the terms of elected officials for the County Central Committees and CRP Elections.

If this amendment is adopted, the CRP Chair in coordination of the Chair of the County Chairmen s Association should notify CCC Chairs of the bylaw change and encourage them to move their organizational meetings to the first month after the primary election. Below are the amendments, Figure 1 and Figure 2. Figure 1. Rewrite paragraph (A). Add and delete words in paragraph (B) as noted. Section 2.02 MEETINGS Section 2.02.01 Times and Places of Meetings [PROPOSED] (A) Meetings. (Beginning January 2020) (1) Even year, Presidential Election. Elections meeting for CRP Statewide Officers and Regional Vice Chairs held in Sacramento during May or June on a date fixed by the Board of Directors. (2) Odd year preceding a Gubernatorial Election. Endorsing meeting to endorse candidates for statewide offices held in a county south of the northern border of San Luis Obispo, Kern and San Bernardino counties during May or June on a date fixed by the Board of Directors. (3) Even year, Gubernatorial Election. Elections meeting for CRP Statewide Officers and Regional Vice Chairs held in the Bay Area during May or June on a date fixed by the Board of Directors.

Meeting held in a county south of the northern border of San Luis Obispo, Kern and San Bernardino counties during May or June on a date fixed by the Board of Directors. (B) Section 2.02.01 (A) Frequency of Meetings. Regular conventions and meetings of the Committee shall be held no less than once each calendar year so that the proper business and important activities of the Committee can be carried out as designated by 2.02.01 (A). Meetings in even-numbered years shall rotate between North and South as designated by Section 2.02.01 (A). Times and Places of Meetings [CURRENT] Meetings. The election meeting of the Committee shall be held biennially in the first quarter of each odd-numbered year at Sacramento, California on a date fixed by the Board of Directors. The Fall Regional election meeting of the Committee shall be held biennially in the third or fourth quarter of each odd- number year on a date and at a location fixed by the Board of Directors, provided the location of such meeting shall be in the South defined as Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, and Ventura counties. Other meetings either regular or special, shall be held either upon the designation of the Committee, or, in the absence of such a designation, upon call of the Chairman, or in his or her absence or inability to act, upon call of the State Vice Chairman, or in the event of his or her absence or inability to act, upon call of any officer. Any call or designation of a meeting shall include the time and place for the holding of the meeting. Figure 2. Delete odd and replace with even. Section 2.01.03 (B) Terms of Delegates Appointive delegates. (1) The term of an appointive delegate shall commence on the first day of the election convention held in the spring of each odd even numbered year, or upon his or her appointment, whichever is later, and shall end the day before the next election convention held in the spring of the next odd numbered year or upon the appointment of a successor, whichever is earlier. The term of an appointive delegate appointed by a regular delegate who is a nominee elected at a special election shall commence upon his or her appointment and end the day before the next election convention held in the spring of each odd even numbered year, or upon the appointment of a successor, whichever is earlier.
