The Jackson County Board of Commissioners met on Monday, at 6: 00 p. m. in the Jury Assembly Room at the Jackson County Courthouse, located at 5000 Jackson Parkway, Jefferson, Georgia. CALL TO ORDER: Chairman Tom Crow called the meeting to order at 6: 00 p. m. B. INVOCATION: County Manager Kevin Poe gave the invocation. C. PLEDGE OF ALLEGIANCE: Chairman Tom Crow led the Pledge of Allegiance. D. APPROVAL OF MINUTES: Board Meeting of October 2, 2017: Commissioner Hardy moved to approve the minutes for the regular board meeting held on October 2, 2017. Commissioner Seagraves seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0)

RECOGNITIONS, APPOINTMENTS, & SPECIAL ITEMS: H. CONSENT AGENDA: 1. Airport Property Reimbursement Grant Contract Pre- : Kevin Poe) Approve and authorize the Chairman to execute a grant contract for reimbursement of prior years' Airport property purchases. 2. Contract for Jackson County School Resource Officers: Kevin Poe) ' vim) To approve a contract between Jackson County Board of Education, the Jackson County Board of Commissioners, and the Jackson County Sheriff to provide two deputies to serve as School Resource Officer in the Jackson County Schools. 3. Proclamation for Retired Educators Day in Jackson County: Kevin Poe) Authorize a proclamation declaring November 5, 2017 as " Retired Educators Day" in Jackson County Consent Agenda Action: Chairman Crow moved to approve the Consent Agenda as written. Commissioner Hix seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0) UNFINISHED BUSINESS: J. NEW BUSINESS: 1. Road Name Change A Portion of Allen Road to Old Allen Road: Gina Roy) Authorize approval to change the name of a portion of Allen Road to Old Allen Road. Public Development Director Gina Roy presented the staff report. Ms. Roy explained this was a request from the county' s GIS Manager. She added when U. S. Highway 441 was under
Page 3 of 5 construction for the purpose of widening, Allen Road was realigned and reconfigured. Because there were now two Allen Roads, the renaming of Allen Road to Old Allen Road was needed to clear up issues and concerns regarding public safety, to include EMS service, and for better package delivery. Ms. Roy advised the adjacent property owners had been properly notified and a public hearing was required. County Attorney Christopher Hamilton opened the public hearing regarding the proposed road name change. There were no comments and the public hearing was closed. Commissioner Hardy made the motion to approve the request. Commissioner Hix seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0) K. ZONING BUSINESS: Unfinished Business: New Business: 4. SU- 17-07 Christopher Anderson Huskey, 1379 Savage Road, Bogart, GA; 3. 375 acres; special use for a dog boarding facility. (Map 059/ Parcel 010L) Planning Staff Recommendation: Planning Commission Recommendation: Planner Jamie Dove advised the applicant requested approval of a Special Use to construct and operate a 30' x 48' dog boarding facility on the rear portion of the property. The area for the kennel will be 1. 5 acres of the 3. 375 acres. Christopher Anderson County Attorney Christopher Hamilton opened the public hearing. Huseky, 1379 Savage Road, Bogart, GA addressed the board in support of the application. He did have anything to add to the staff's presentation. The public hearing was closed and the request submitted to the board for consideration. Commissioner Seagraves made the motion to approve the request. Commissioner Hardy seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0) 5. RZ- 17-15 Melanie & Kenneth Barnes, 7649 Pendergrass Road, Hoschton, GA; 3. 59 acres; rezone from A- 2 to M- H in order to split the property into two tracts. ( Map 113/ Parcel 003) Planning Staff Recommendation: with 1 condition Planning Commission Recommendation: with 1 condition Senior Planner Jamie Dove presented the staff report. She said the applicant wished to rezone the subject tract from A-2 to M- H in order to split the property for purposes. family If approved, the applicant was interested in placing a double- wide manufactured home on one of the tracts. The Planning Staff and Commission recommended approval with one ( 1) condition.

County Attorney Christopher Hamilton opened the public hearing. Kenneth Bradley Barnes, 95 E. G. Barnett Road, Hoschton, GA addressed the board. Mr. Barnes did not have anything to add to the staff' s presentation. There was no opposition to the request and the public hearing was closed. Chairman Crow stated this was in Commissioner Richardson' s district and he was not presented. Chairman Crow then made the motion to approve RZ- 17-15 with one ( 1) condition. 1) Plat must be approved by the Jackson County Public Development Department within 90 days of the approval of this rezoning. Commissioner Seagraves seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0) 6. RZ- 17-16 Andrew Marlow, 4402 Brockton Road, Jefferson, GA; 15. 95 acres; rezone from A- 3 to A- 2. ( Map 038/ Parcel 036) Planning Staff Recommendation: Planning Commission Recommendation: Planner Jamie Dove presented the staff report and stated the applicant wished to rezone property from A- 3 to A- 2 in order to split the property for family purposes. A successful rezone would allow the applicant to divide the property into two ( 2) tracts, one for himself and one for his sister. Both intend to build houses on the property. In the immediate future, the property will be used for agricultural purposes. County Attorney Christopher Hamilton opened the public hearing. Andres Marlow, 4580 Brockton Road, Jefferson, GA addressed the board. Mr. Marlow did not have anything to add and there were no questions from the board. There was no opposition to the request and the public hearing was closed. Commissioner Seagraves made the motion to approve RZ- 17-16. Commissioner Hix seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. ( Vote 4 0) 7. MA- 17-07 Polly B. Wellborn Estate, Creek Nation Road, Jefferson, GA 84. 385 acres; Change Character Area Map from " Agricultural & Conservation" to " Suburban & Conservation"' Change Future Land Use Map from " Agricultural & Conservation" to Residential & Conservation". ( Map 094/ Parcel 010) Planning Staff Recommendation: Planning Commission Recommendation: Planner Jamie Dove presented the staff report and stated John T. and James W. Brookshire were the executors of the estate of Polly B. Wellborn. They requested a map amendment to the Comprehensive Plan in order to change the Future Land Use Map from "Agricultural &
Page 5 of 5 1/ 44411., Conservation" to " Residential and Conservation" and the Character Area Map from Agricultural and Conservation" to " Suburban and Conservation" for the purposes of residential development. County Attorney Christopher Hamilton opened the public hearing for comment. John Brookshire, 2020 Bear Gap Road, Lawrenceville, GA, advised the Planning Staff was thorough with their presentation. However, he added the subject property had water and sewer. Mr. Hamilton called for opposition. Toni King, 689 Creek Nation Road, stated her property was right across the street from the proposed the development. She was concerned about increased traffic and run- off. It was explained this request was for a map amendment so there are no specific plans at this time. There were no other questions and the public hearing was closed. Commissioner Hix made the motion to approve MA- 17-07. Commissioner Hardy seconded the motion. Hearing no discussion, the vote was taken and the motion passed unanimously. Vote 4 0) L.
