Sign Application/Planning Board Miller-Parent, Inc 42 Finney Blvd Malone, NY 12953 Application for a 30 x 75 illuminated wall sign to be erected at 42 Finney Blvd was received which did not meet code requirements therefore was sent to the planning board. The planning board met on 2-11-2015 and the permit was approved by all members. Application then approved by Building Inspector Charles Robert. COMMITTEE REPORTS: Riccio/Dumas - We have a meeting on Thursday with our attorney for the solar project. We are continuing on with our rezoning of the west end of the village. We are in the process of determining Lead Agency Status. Adirondack for Kids There was a grant for $25,000 ($12,500 match from Village) for the West Street Park for improvements. This is a great thing to help spruce up that park and get some new playground equipment. Dumas could we make up something to go in the next water billing to remind the residents about spring and fall pick-up, keeping your sidewalks clean and other important information? We may be able to do a post card or flyer. Hill The Chamber is working with NYS on the historic district in Malone with an official from NYS Parks and Recreation. We are working to be lead agency in this. It has to be done by a certified historical consultant. The NYS Parks and Recreation is working on a grant that would pay for this. NEW BUSINESS: Zombie Properties Discussion Mayor LePine talked with Richard Edwards about this. Hill will follow up with our state representatives. Marshall s Pub and Grill 30-Day Liquor License Notice - Nathan Race represents Rose Marshall and she is looking to get a liquor license. They are requesting we waive the 30-day Notice Period to accommodate an expedited opening for the establishment. The Board was in agreement. Marie Vryhof Request to use Arsenal Green Marie is looking to use the Arsenal Green on August 1, 2015 for a wedding. Upon the motion of Maneely seconded by Hill and unanimously carried to approve the use of the Arsenal Green.
Alice Hyde Medical Center 5K Run/Walk Letter received from Douglas DiVello, President and CEO for an event called Color Your Hyde. It will be a 5K Run/Walk On May 2, 2015 to begin and end at the Fairgrounds. They are looking for our support and support from the police station for traffic control. The Board was in agreement. Resolution #11-2015 Standard Office Space Lease We still have a few records and maps located at 16 Elm Street that we would like to move and the Community Bank has some free space upstairs in our current location. RESOLUTION NO. 11-2015 AUTHORIZATION TO ACCEPT STANDARD OFFICE SPACE LEASE AGREEMENT NOW THEREFORE BE IT RESOLVED: The Village Board of s accepts and authorizes the Mayor to sign the Standard Office Space Lease Agreement between the Community Bank NA and the Village of Malone. Motion Made By: Riccio Seconded By: Hill Approved By Board of s on: February 23, 2015 Resolution #15-2015 Metered Water Fees Adjustment Due to the recent cold snap it was suggested that we help out our metered customers by using a historic average fee if they have to let their water run in order to avoid freeze-ups. METERED WATER CUSTOMERS RESOLUTION NO. 15-2015 NOW THEREFORE BE IT RESOLVED: For the first quarter of 2015 (January, February, March) water fees for metered customers, we would like to consider using a historical average fee for those business owners and landlords that have had to leave their water running as part of the recent cold snap. It is a hardship enough to keep the water going to prevent the anticipated costs associated with water freeze ups. Gerald Fisher reported he will be in Albany, March 4. POLICE CHIEF: The roof is leaking at the Police Station. We will have to get some quotes to fix it. Also the parking citation system (a hand held device) will be tied right into the Town of Malone Justice Court. PUBLIC COMMENTS: Tom Schulz had a variety of things to talk about snow removal, street lights, frozen water, dilapidated buildings, LWRP. Matt Boyea was present tonight to publically thank Maneely for helping him get his water going again by working with his contractor. He went above and beyond the call of duty while Matt was on vacation in Florida. EXECUTIVE SESSION: Upon the motion of Maneely seconded by Riccio and unanimously carried to go into executive session for a personnel issue. Upon the motion of Maneely seconded by Dumas and unanimously carried to come out of executive session. Upon the motion of Maneely seconded by Hill and unanimously carried to go back into regular session.
