Prison Number 57: Supaul District Jail Date - 29.04.15. Timing - 2 pm to 5:30 pm. Name of Jail Superintendent - Brij Kishore Lal. Capacity of Prison - 444 (432 male + 12 female) Alert! Ward 7, needs immediate attention There are cracks in 10 sq ft in area on the floors due to the earthquake. Deep fissures in all the four beams of the roof. There are cracks around all the windows of the ward. Outside, in the corridor walls also, there are cracks. The building is in a dangerous condition. No board showing the number of inmates, number of convicts and the number of under trials. No board showing prescribed calorie intake and the day wise menu including the quantity of the food provided to the inmates. Judgeship started in Supaul on 22 November 2014. Then only this prison was converted to a district prison. Hospital (OPD) The prison has no hospital, only an OPD. The post of doctor is vacant. Doctor (Sanjay Kumar Singh) is on deputation from district hospital. His timing is 8:30 am - 10 am and 4-6 pm. Moreover, he also comes in case of emergency. The doctor seemed hesitant to reveal to us the problems he faces. However we discovered that Supaul faces similar problems like all other prison that does not have the facility of a hospital. The doctor visits regularly and tries to the best of his ability to provide health facility to inmates. In case of emergency, the doctor will recommend hospital 'to save life' and the patient will be sent to the hospital. In other cases, like for a x-ray examination, the formal procedure has to be followed, which is very lengthy. Screening of Aamad prisoners, both male and female, is done by the doctor daily. Women inmates complained that they are unable to discuss gynaecological problems with the doctor. We feel it is not the fault of the doctor but the sociological back

ground from which the women come makes them very shy to talk to a male doctor about their problems. Thus a visit by lady doctor to the female ward is a necessity. The pro forma which has to be filled with the information about the medical condition of the inmates, requires a lot of tests to be done, whose facility is not available in the prison. No HIV/Hepatitis kit, pregnancy kit etc. available. Women Wing 18 inmates. 1 fan. 1 toilet for night use, no running water. Overcrowded. 2 toilets for day use. No running water. Sanitary Napkins are not provided regularly. Sometimes there are long gaps which should not be happening. Sanitary napkins are essential to a woman and it is a necessity when it comes to personal hygiene. The two kids in the female ward are taken good care of. The doctor does regular check ups and the prison administration provides the children with milk, soap, fruits, toys. Kitchen Food provided three times in a day: chana- gur in the morning, chawal-daal sabji at 10 am and 4 roti, sabji & daal at 5 in the evening. Tea is provided at 7 am and 3 pm. Preparation of roti starts at 1 pm and the same is given at 5 in the evening for dinner. 8 inmates work in the kitchen. Problems Identified in the prison: 33. No physical production in court during the period of remand and also during 1 st production. Superintendent informed us that there is no Video Conferencing facility. Reason for lapses during 1 st production was not explained. 34. Juveniles were present in the prison some in young offenders ward some in adult ward. Possible reason for such a population of juveniles in the prison is no Juvenile home in the district. However, most had no lawyers and were not taken to court.
