COMMISSIONERS MEETING OCTOBER 18, 2018 The Greene County Commissioners meeting was brought to order by Commissioner Dave Coder at 10:00 am in the first-floor meeting room of the County office building. Others in attendance were: Commissioner Trader, Chief Clerk Jeff Marshall, Steve Barrett, Becky Harris, Marcy Maletta, Carol Gooden, Kevin Fryder, Tina Kiger, Sheila Rode, Cory Grandel, Charlotte Popielarcheck, General Public and Members of the Press. Commissioner Zimmerman was absent he was speaking at the township convention in Jefferson. Buzz Walters from the 40 & 8 to lead the Pledge of Allegiance. MINUTES Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from October 4, 2018. Vote unanimous. CERTIFICATES for a certificate recognizing Maggie Burnett as World Champion of Champions October, 2018. Vote unanimous. RESOLUTIONS for a resolution in support of taxpayer accountability in awarding of County contracts for public works in the County of Greene as requested by the Operating Engineers Organization. Vote unanimous. FINANCE AND ADMINISTRATION for a $15,000.00 allocation to the Greene County Humane Society. Vote unanimous. for a $10,000.00 allocation to Cat Nip Acres Clinic. Vote unanimous. for a proposal from Vasco Sports Contractors (NCPA National Cooperative Purchasing Alliance) for tennis court resurfacing converting one court to pickleball in the amount of $29,183.00. Vote unanimous. ELECTIONS for a notice of intent-requesting HAVA grant funds from the Commonwealth

of Pennsylvania Department of State Bureau Commissions, Elections and Legislation in the amount of $36,351.40 to counties to use towards voting equipment replacement and upgrades. Vote unanimous. BRIDGES to accept a proposal from Widmer Engineering in the amount of $2,500.00 for field survey service for Bridge #8 to address requests by homeowners prior to finalizing the right of way acquisitions. Vote unanimous. MENTAL HEALTH AND INTELLECTUAL DISABILITIES for the FY2018/2019 contracts with: Vote unanimous. a. FLS, LLC b. Family Ties Home Care, Inc. c. Brandon Meyer, Esquire d. TGCH, Inc. d/b/a Washington Health System-Greene. DRUG AND ALCOHOL for the FY2018/2019 contract with BPC Management Group, LLC d/b/a Turning Point Recovery Center. Vote unanimous. CHILDREN AND YOUTH SERVICES for an agreement between the County of Greene and Zachary Mesher, Esquire for duties as requested by CYS in the amount of $65.00 per hour for the term beginning 10-16-18 and ending 06-30-19 pending Solicitor approval. Vote unanimous. for the FY2018/2019 contract between Greene County CYS and Auberle. Vote unanimous. for a settlement agreement and mutual limited release between the County of Greene and Avanco in the amount of $6,236.97. Vote unanimous. CDBG for a resolution to submit the 2018 CDBG Application. Vote unanimous. for the Entitlement Corporation Agreements for: Vote unanimous. a. Cumberland Township b. Franklin Township c. Waynesburg Borough

to accept the exempt forms for 2018 Admin/Design/Environmental Studies for: Vote unanimous. a. Whiteley Township, Mount Morris Road Water Line b. Franklin Township, Whites Ridge Water Line c. Waynesburg Borough, Main Interceptor Rehab Admin and Environmental Studies only 4. Nondiscrimination clause during the term of the contracts with contractor agreeing. ANNOUNCEMENTS 1. The Prison Board meeting scheduled for today at 11:45 am has been cancelled and the next regularly scheduled Prison Board meeting will be held on Thursday, November 15, 2018 at 11:45am in the first-floor meeting room of the County office building. 2. There will be salary, retirement and election board meetings directly after this meeting today. 3. The 2019 Tourism Grant Applications are now available and can be downloaded from the Tourism website tourism@co.greene.pa.us. NOTICES 1. Greylock Production, LLC Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an ESCGP-2 permit for the Mountaineer Well Pad Project located in Cumberland Township. 2. Greylock Production, LLC Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an ESCGP-2 permit for the Beacon Well Pad located in Greene Township. 3. Cumberland Contura, LLC has submitted the following application to the Pennsylvania Department of Environmental Protection to add 24.36 surface acres for the #9 bleeder shaft site located in Center and Jackson Townships. 4. AMD Restoration, Inc. is applying for a (GP-5) utility line stream crossing general permits from the Pennsylvania Department of Environmental Protection located in Dunkard Township. 5. Rice Drilling B, LLC has submitted a major modification renewal to the Pennsylvania Department of Environmental Protection for the Stattler Road Well Pad located in Whiteley Township. 6. EQM Gathering OPCO, LLC is submitting a chapter 105 permit application to the Pennsylvania Department of Environmental Protection located in Whiteley Township.

7. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-3) for earth disturbance associated Protection located in Centerville Borough, Washington County. 8. CNX Gas Company, LLC is applying for permits to drill and operate gas wells the gas wells are located in Richhill Township. 9. Regency Marcellus Gas Gathering, LLC is submitting a renewal application to the Pennsylvania Department of Environmental Protection for the Greene County South Compressor Station located in Gilmore Township. 10. PennDOT District 12-0 is applying for a water obstruction and encroachment permit to the Pennsylvania Department of Environmental Protection to perform culvert cleaning work on the culvert located in Cumberland Township. 11. CNX Gas Company, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated Protection for construction of a gravel access road and well pad located in Richhill Township. 12. EQM Gathering OPCO, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Whiteley Township. 13. Southwestern Pennsylvania Water Authority is applying for the general permit (GP-5) utility line stream crossing from the Greene County Conservation District to install a water line which will result in four culvert crossings carrying unnamed tributaries to Roberts Run. 14. EQT Production Company is applying to the Pennsylvania Department of Environmental Protection for water quality permits under the clean stream laws located in Center Township. 15. Range Resources Appalachia, LLC is submitting to the Pennsylvania Department of Environmental Protection a water management plan for the withdrawal of water for use in oil and gas exploration activities the water withdrawal point will be from a metered vault known as the Shipman Vault supplied by the Southwestern Pennsylvania Water Authority in Washington Township. 16. EQM Gathering OPCO, LLC is submitting a general permit #5 (GP-5) and #8 (GP-8) registration to the Greene County Conservation District for the

construction of one 30 buried natural gas pipeline that will connect two existing EQM transmission gas systems located in Franklin, Washington, Morris, and Center Townships. 17. Rice Drilling B, LLC is submitting a major modification renewal to the Pennsylvania Department of Environmental Protection for the addition of an AST Pan and an update to the PCSM plan for previously permitted well pad (ESX15-059-0034) located in Whiteley Township. 18. Appalachia Gathering System, LLC is submitting a notice of intent for coverage under the erosion and sediment control general permit for earth disturbance associated with oil and gas exploration, production, processing or treatment facilities (ESCGP-2) to the Pennsylvania Department of Environmental Protection for located in Franklin, Perry, Jefferson, Wayne and Whiteley Townships. 19. CNX Gas Company, LLC is applying for permits to drill and operate gas wells located in Richhill Township. 20. Rice Drilling B, LLC is submitting a major modification/renewal to the Pennsylvania Department of Environmental Protection for the addition of an AST Pad and an update to the PCSM plan for the previously permitted well pad (ESX 15-059-0034 through the Pennsylvania Department of Environmental Protection through the ESCGP-2 (8000-PM-00GM0005) application located in Whiteley Township. 21. EQM Gathering OPCO LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated Protection located in Franklin, Washington, Morris and Center Townships. 22. CNX Gas Company, LLC is applying for permits to drill and operate gas wells located in Richhill Township. 23. CNX Gas Company, LLC is submitting to the Pennsylvania Department of Environmental Protection Air Quality Program for a general plan approval and operating permit (GP-5a) for its natural gas well pad (RHL-22) located in Richhill Township.
