Call to Order o Meeting called to order at approximately 9:00 a.m. o Staff conducted roll call. Seven of the current E911 Board Members were present. Ms. Pontis joined late. o Public members participating in the telephone conference were requested to acknowledge their participation by sending an email to staff to ensure that they would be properly noted in the meeting minutes. o Public members with issue(s) to be presented to the board for consideration were requested to send the issue(s) via electronic mail to staff. 2. Approval of Meeting Minutes o Mr. Guthrie moved to approve the May 2018 E911 Board Meeting minutes. Mrs. Anderson seconded the motion, which carried (6-0). 1 P a g e

3. Public Comment o No Public Comments 4. Review Financial Reports o Ms. Bruso presented the Executive Summary for the monthly fee disbursements to the counties, for each of the three categories: wireless, non-wireless and prepaid wireless. 5. Review and Vote on Disbursements to the Counties o Non-wireless Non-wireless financial reports for the period ending March 31, 2018, were reviewed and discussed by the Board. Mrs. Dill-Collier moved to authorize the distribution of non-wireless revenues in the amount of $2,327,699.31 to the counties. Mrs. Anderson seconded the motion, which carried unanimously (7-0). o o Prepaid Wireless The county allocations of the fee in the Prepaid Wireless category for the period ending March 31, 2018, were reviewed and discussed. Mr. Guthrie moved to authorize the distribution of prepaid wireless revenues in the amount of $1,327,601.25. Mrs. Dill-Collier seconded the motion, which carried unanimously (7-0). Wireless Wireless financial reports for the period ending March 31, 2018, were reviewed and discussed by the Board. Mr. Guthrie moved to authorize the distribution of wireless revenues in the amount of $4,444,161.93 to the counties. Mr. Dillon seconded the motion, which carried unanimously (7-0). 6. DMS Financial Presentation o Mrs. Filloon presented the Financial Statements and the Remaining Spending Authority for the grant programs available as of March 31, 2018. 7. Special Disbursements o Mrs. Anderson moved to authorize the distribution of wireless revenues in the amount of $79,391.54 to the counties. Ms. Pontis seconded the motion, which carried unanimously (7-0). 8. Grant Change Request o Gilchrist County submitted a change request for rural grant number 17-04-08 for a 6-month extension. Mrs. Dill-Collier motioned to approve the grant change request. Mrs. Anderson seconded the motion, which carried unanimously (7-0). o Holmes County submitted a change request for rural grant number S9-16-12-05 requesting a 12-month extension. Mr. Guthrie moved to approve the grant change request. Mrs. Dill-Collier seconded the motion, which carried unanimously (7-0). 9. Review and Vote on Items for Cost Recovery o Mrs. Dill-Collier stated no invoices had been received. 10. Holmes County Petitions for Variance o Mrs. Guillemette stated Holmes County filed a petition of variance and waiver on May 29, 2018 for a 12-month time extension for the right to incur costs related to the E911 State Grant, S8-15-12-02. Mrs. Dill-Collier motioned to approve the petition of variance and waiver. Mrs. Anderson seconded the motion, which carried in favor (6-1) with Chairman Matney opposing. o Mrs. Guillemette stated Holmes County filed a petition of variance and waiver on May 29, 2018 for a 12-month time extension for the right to incur costs related to the E911 State Grant, S9-16-12-05. o Mr. Smith, Holmes County, explained why the County s was requesting the extension and the underlining reason for the extension of time beyond the normal two years. Chairman Matney asked Mr. Smith if there was any possible way for the project to be completed this year. Mr. Smith responded no. 2 P a g e

o Mr. Guthrie motioned to approve the petition of variance and waiver with conditions that Holmes County update the Board quarterly on their progress. Mrs. Anderson seconded the motion, which carried in favor of (6-1) with Chairman Matney opposing. Mrs. Guillemette asked for clarification on the time extension of the grant. Mr. Matney clarified the grant period would be extended to December 2019. 11. E911 Board Rule Development and Status Report o Mrs. Guillemette stated three rules were being worked on. The first rule would change the fee allocation percentages; the other two rules would update the language to the State grant and the Rural County grant applications. The application modification would modify the grant period from one year to two years with a possibility of a third year. Also, the application would not disallow E911 related furniture. Mrs. Guillemette also stated that the applications would be brought before the Board at the July Board Meeting. 12. DIVTEL Report o Mr. Simmonds gave an update on upcoming projects that E911 Staff will be working on and will discuss at the July Board Meeting. 13.
