Minutes of the Vincentia Ratepayers and Residents Association and Vincentia CCB General Meeting on Thursday, March 19, 2015 at 7.30pm in the Vincentia Community Hall Welcome the president, Mr Bob Proudfoot, welcomed all attendees and especially the Mayor, Clr Jo Gash; Clr Greg Watson; Clr Jemma Tribe, Craig Milburn, Director, Corporate and Community Services, SCC. Suspension of Standing Orders Moved Barbara Liddle, seconded Sue Josephson that standing orders be suspended to allow Craig Milburn to report on the Round the Bay Walk. Carried. Mr Milburn then addressed the meeting Update on the Collingwood Beach Reference Group Key points - A consultant brief is being prepared in partnership with the Collingwood Beach reference group. The consultant will be charged to develop a dune vegetation management plan for Collingwood Beach, Vincentia from Susan Street to Illfracombe Avenue. The Collingwood Beach Dune vegetation Management Plan will aim to deliver the objectives developed by the Reference Group and endorsed by Council The plan will also need to define strategies that facilitate cooperation between Council and the community for implementation of the plan. The plan will be implemented on a 5 year trial basis and will be reviewed after 5 years. The project will include community consultation and the draft plan will be placed on public exhibition for public comments. The draft plan will include good graphics to support and explain the management plan Key dates: Consultant appointed in May 2015 Draft Plan on public exhibition in November/December 2015 Isabel Ghetti at council can be contacted on 4429 3300 Round the Bay Walk Minerva Avenue to Plantation Point Parade, Vincentia Key points All documents are available on the council website Tenders have been called closing date mid-april, 2015. Tenderers have to visit onsite as part of the tender process. Fixed price tender

A report will go to a May Council meeting Work will start this financial year. 30 weeks construction Joint funding Federal and Shoalhaven City Council Estimated cost $1.1m Vegetation management 11 0r 12 trees to be removed more will be planted to take their place Maintenance of the vegetation will be through council and Bushcare An engineering map will be made available to the VRRA committee 98% of the pathway will be no closer than 3 metres from house boundaries, usually a greater distance (exception - one resident requested that the path be closer) The bridge will be constructed on fire resistant material The design plans have been prepared by McDonald Engineering Assurance was given that council has fulfilled all its obligations and that the design complies with all engineering requirements Resumption of Standing Orders Moved David Hopkins, seconded Len Murray that Standing Orders be resumed. Carried. Minutes of February 19, 2015 meeting had been previously circulated. Moved Sue Josephson, seconded Bob Clark that they be adopted. Carried The Correspondence was tabled moved Rob Dunn, seconded Ros Vickery that it be accepted. Carried. Mr Picot objected to the word complaint on two of his emails. Bob Proudfoot congratulated Council on the purchase of the Huskisson RSL Carpark. Moved Sue Josephson, seconded Bob Clark that council be congratulated on the new signage. Carried Report from Woolworths re update on building at the site was read. Treasurer s Report -Moved Norm Vickery, seconded Noel Bowman that the Treasurer s report be accepted. Carried. See Attachment 1. Notice of Motion That the Secretary finalises certain unfinished business of the previous Committee as follows: 1. Correct by 26 March the VRRA October 2014 general meeting minutes by recording in full the two motions proposed by Ros Vickery and passed by overwhelming majorities at that meeting. 2. Propose for approval by this meeting (19 March) a correction of the CCB/VRRA December 2014 general meeting minutes to reflect that meeting s wish for the VRRA October minutes to be corrected as above. 3. Publish by 26 March both corrections on VRRA s website and Vincentia s public noticeboard and copy them to Council. Proposer: John Picot Seconder: David Hopkins After considerable discussion the mover and seconder agreed to withdraw the motion.

Moved Rob Dunn, seconded Bob Pullinger That this Association reaffirms the motion carried at the October meeting of the VRRA to include the preamble be included in the VRRA minutes of this meeting. Carried 1. That this meeting notes the following information relating to the VRRA s role as Vincentia s Council-appointed Community Consultative Body (CCB): As Vincentia s CCB, VRRA is required under Council s CCB Guidelines to maintain the general support and confidence of our community to disseminate information, facilitate discussion and communicate collective views of the community to Council. Source: Shoalhaven City Council, Guidelines for Community Consultative Bodies (CCBs) VRRA s formal objectives include: - obtaining and disseminating to the community information on issues that are relevant to Vincentia or the Shoalhaven City area as a whole; - facilitating discussion on issues, and communicating the collective views of the community to the relevant authorities, our elected representatives and to other individuals and organisations that impact on Vincentia; and - encouraging the involvement of the community in the decision making process of Local, State and Federal Government on issues that are particularly relevant to Vincentia and Shoalhaven City. Source: VRRA website Moved Ros Vickery, seconded Bob Pullinger that given the obvious commonality of objectives between VRRA and our CCB, and the fact that VRRA s Committee is also the committee of our CCB, this meeting determines that in the interests of simplicity and maximising community participation in decision-making all future VRRA meetings should be joint VRRA/CCB meetings with a single agenda. Carried 25 votes for and 8 against 2. That to comply with its responsibilities under VRRA s formal objectives and SCC s CCB Guidelines the VRRA/CCB Committee should at all times - engage, inform, involve and include our community in decision-making - communicate and advocate for our community s collective views to Council and other bodies - deal with matters raised by community members constructively, courteously and within reasonable time frames - recognise that building relationships based on mutual trust and goodwill within our community is a vital part of the committee s role. Moved Ros Vickery, seconded Bob Pullinger that as a general rule the Committee should not take any action that purports to represent the view of the Vincentia community unless that view has been determined by a majority of members at a general or special meeting, or via plebiscite. Carried 26 votes to 9 against. Vincentia 2025 Bruce McKenzie gave a report Key points A separate group has been established to carry on the with the data collected This group will report to the VRRA There have been two processes of assessment over 21 themes using the black dot s and WindTunneling economic viability and quality of life Three main topics of concern Village Hub; communications (lack of fast internet) and roads, especially Jervis bay Road Business owners will be contacted and also Telstra invitation to participate in a workshop The website was hacked it was overwhelmed by responses from a single IP address Bruce McKenzie asked that Norm Vickery withdraw the word corrupt in relation to the WindTunneling website. Mr Vickery acquiesced and changed the word to hacked. The name of the Town Planner was sought and not disclosed. Moved Bob Proudfoot, seconded Noel Bowman That the Vincentia 2025, Planning our Future subcommittee be thanked for their time consuming work and that the sub-committee be now disbanded awaiting the report from the Town Planner which will be presented to VRRA members at a future meeting. Carried 21 in favour, 8 against. Other Business Sue Newson addressed the meeting on the subject of the Review of the Jervis Commonwealth Marine Reserve which is 20 nautical miles outside Jervis Bay. Submissions for the review close on March 31 additional information is available at www.environment.gov.au/topics/marine/marine-reserves/temperate-east/jervis www.environment.gov.au/marinereservesreview/home (Copy of a completed submission is with the Secretary for the use of members) Community Noticeboard in Burton Street the compliance of some notices on the noticeboard was questioned Jo Pullinger undertook to seek advice from council and act accordingly. Balloon Fishing for Sharks from Vincentia Beaches Moved Rob Dunn, seconded Sue Josephson That the VRRA raises media attention to the practice of balloon fishing from Vincentia beaches. Carried. Aquaculture in Jervis Bay - Moved David Wagstaff, seconded Barbara Liddle That the VRRA investigates the possibility of being on the tender evaluation panel. Carried. Timeline for Minutes and Agendas Moved Liz Tooley, seconded Catherine Campbell that the Agenda for a General Meeting and the Minutes from the previous General Meeting go out to members 10 days before the date of that Meeting and the Committee will meet 15 days prior to a General Meeting date. Carried. Code of Practice agreed to hold over to next meeting Sea Level Rise Moved Bob Proudfoot, seconded Ros Vickery That the VRRA/CCB write to the Mayor, Councillors and General Manager expressing the VRRA s support and congratulations to

the Mayor and Councillors on the sea level rise policy adopted at the Policy & Resources Committee on 10 th February 2015. Carried The meeting concluded at 10pm. The next meeting of the VRRA and the Vincentia CCB will be on Thursday, April 16, 2015. 3. Future committee meetings - assuming there are monthly general meetings, the committee will meet 15 days prior to the meeting, 5pm on Wednesday at the Golf Club. The next committee meeting will be held on Wednesday, April 1. 2015. Motion to be moved at the general meeting That the Agenda and the Minutes are circulated to VRRA members 10 days prior to a general meeting. 4. Minute Secretary no volunteers from the committee. Members to be asked. 5. Public Officer That Anne King be appointed the Public Officer. Moved Norm Vickery, seconded Peter Gaffey. Carried 6. Equipment Officer to be shared by Norm Vickery and Dawn Thompson. Norm to pick up equipment from Ken Jones. 7. Website manager Peter Gaffey 8. Media Officer Jo Pullinger 9. Woolworths to be invited to March 19 meeting concerning the BWS Liquor Licence application. 14. Community Grants Workshop Workshop at Huskisson on Tuesday, April 7. Jo Pullinger may attend. Information to be placed on VRRA website for the community. 15. Closure of Road Reserve section of Elizabeth Drive referred to general meeting 16. Community Engagement Funding Grant information from SCC received. No action taken 17. Cancer Council Shade Project Grants discussed. No action taken 18. Sea Level Rise Issue correspondence from Bob Pullinger tabled. Referred to General Meeting. 19. Code of Practice correspondence from J Picot tabled. That Mr. Picot s Code of Practice and covering email be placed on the VRRA website as a sample Code of Practice and an email sent to members to advise them. Moved Peter Gaffey, seconded Ros Vickery. Carried.

The email will also call for nominations for the sub-committee to look at developing a Code of Practice for the VRRA as per the motion at the February General Meeting. 20. Vincentia 2025 Recommendation for the General Meeting - That the Vincentia 2025, Planning our Future sub-committee be thanked for their time consuming work and that the sub-committee be now disbanded awaiting the report from the Town Planner which will be presented to VRRA members at a future meeting.
