REGULAR BOARD MEETING LAFAYETTE PARISH SCHOOL BOARD Wednesday, September 6, 2000-5:30 P. M., Board Room Beverly Wilson, President, Presiding The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, September 6, 2000 at 5:30 P. M., pursuant to notice given in writing to every member. MEMBERS PRESENT: Beverly Wilson, President; Michael Hefner, Vice-President; Judy Cox, Kay Gibson, John Earl Guidry, Rickey Hardy, Carl LaCombe, Edward Sam, David Thibodaux, Board Members; Michael Zolkoski, Secretary-Treasurer/Superintendent MEMBERS ABSENT: None The meeting was called to order by Wilson and opened with a prayer by Gibson. Thibodaux led the group in the Pledge of Allegiance. I. ADDITION TO AGENDA Motion (Thibodaux, Sam) that the Board add Displaced Teachers & Staffing on the Action Agenda. Motion carried. II. RECOGNITIONS/PRESENTATIONS III. CORRECTIONS AND/OR APPROVAL OF BOARD/COMMITTEE MINUTES A. CORRECTIONS ON THE MINUTES OF: a. Regular Board Meeting of 8/16/00 Motion (Hefner, Hardy) that the minutes of the Regular Board Meeting of August 16, 2000 be approved as presented. Motion carried. Special Board Meeting of 8/29/00 A subsidiary motion was made by Thibodaux and seconded by Hardy that the decision of the Chair be sustained. Motion carried. After some discussion, it was moved by Thibodaux and seconded by Guidry to call for the question. Motion carried. Hefner requested he be recorded as voting NO.

The Chair called for a roll call vote. Voting for were Hefner, Cox, Gibson and Wilson. Voting against were Guidry, LaCombe, Hardy, Sam and Thibodaux. Ruling is overturned. Motion (Gibson, Cox) that the Board readdress the issue regarding displaced teachers which would require a two-thirds (2/3) vote. A substitute motion was made by Thibodaux and seconded by Sam that the Board approve the minutes of the Special Board Meeting of August 29, 2000 as amended to read under IV. DISPLACED TEACHERS "The Chair called for a vote on the original motion. Voting for were Guidry, LaCombe, Hardy, Sam and Thibodaux. Voting against were Cox, Gibson and Wilson. Hefner was absent.(motion was not ruled upon by the Board President subject to review of policy for the applicability of 2/3 majority requirement. Board President later reviewed policy and ruled 2/3 majority is required. Motion failed for lack of 2/3 affirmative vote.)" and that the minutes reflect that the decision of the Chair was overturned on a subsidiary motion by a five (5) to four (4) vote. The Chair called for a five (5) minute recess. The Chair reconvened the meeting. The Chair called for a roll call vote on the substitute motion. Voting for were Guidry, LaCombe, Hardy, Sam and Thibodaux. Voting against were Hefner, Cox, Gibson and Wilson. Substitute motion carried. Special Board Meeting of 9/6/00 Motion (Thibodaux, Hefner) that the minutes of the Special Board Meeting of September 6, 2000 be approved as presented. The Chair called for a roll call vote. Voting for were LaCombe, Hardy, Sam, Hefner, Thibodaux, Cox, Gibson and Wilson. Voting against was Guidry. Motion carried. B. APPROVAL OF THE COMMITTEE MINUTES OF: o Joint Meeting of the Board Insurance Committee and Employee Insurance Advisory Committee of 8/22/00 Motion (Hefner, Thibodaux) that the above Committee Minutes be approved as presented. Motion carried.

Motion (Hefner, Cox) that the Board allow staff to work with principals at each campus to come up with flexibility in staffing to meet academic needs and students' needs. A substitute motion was made by Sam and seconded by Hardy that all teachers in place as of Labor Day remain at the schools to which they were originally assigned and that additional teachers be hired to bring those schools whose class sizes are in excess of the staffing formula within the perimeters of the formula and that staff come back to the Board at its next meeting with a report. Hefner withdrew his original motion. Substitute motion becomes original motion. The Chair called for a roll call vote on the motion.
