Land Records: Watershed Management Plan could potentially provide monetary savings for municipal wastewater systems (particularly those in watersheds). 2 GIS interns to begin in June. LiDAR proposal may be included in current flight contract rather than a new flight. Real Property Lister: Daily processing of new deeds; working with XML format exports for the State of Wisconsin. Register of Deeds: All mortgage companies, banks, and credit unions will be required to submit documentation through electronic recording of documents (e-recording) beginning August 1 st. Retained fees revenue currently in the negative. DEFINITIONS 2.1 (25) SALVAGE YARD: A lot, land parcel, or structure, or part thereof, used primarily for the collecting collection, storage and sale of wastepaper, rags, scrap metal or discarded material; or for the collecting collection, dismantling, storage and salvaging of machinery or four or more motor vehicles not in running condition and for the sale of parts thereof. (a) SALVAGE YARD, NONCOMMERCIAL: Any place where four (4) or more motor vehicles that are not currently licensed or are not in operable condition are stored, dismantled, scrapped or destroyed and are not contained entirely within enclosed buildings, whether or not parts are held for sale, whether or not property permits are obtained. SECTION III. ZONING DISTRICTS 3.6 A-1: AGRICULTURAL DISTRICT 2. Uses Authorized by Conditional Permit: (k) Salvage yards, noncommercial. 3.8 I-1: INDUSTRIAL DISTRICT 2. Uses Authorized by Conditional Permit: (c) Salvage yards, noncommercial. 3.9 F-1: FORESTRY DISTRICT 2. Uses Authorized by Conditional Permit: (p) Salvage yards, noncommercial. SECTION VI. REGULATION OF SPECIAL USES 6.3 Salvage Yards No salvage yard, commercial or noncommercial, shall be permitted in Douglas County except in conformance with the standards, rules and regulations of Wisconsin Administrative Code and the requirements herein specified. 1. All salvage yards shall have minimum front, side and rear yards setback of 100 200 feet from all lot lines. No salvage yard shall be permitted within 250 feet of an adjoining dwelling. 2. All salvage yards shall be screened so that the salvage materials are not visible from other property in the vicinity, nor from a public right-of-way such as a roads, streets, and highways and or waterways. 3. All salvage yards shall be at least 100 300 feet from a navigable body of water stream, 1000 feet of a lake or 100 feet from a well. The three vehicles allowed under Section 2.1 (13a.) must also meet this setback requirement and be screened from view from any public road. 4. All salvage yards, commercial or noncommercial, existing in Douglas County on the effective date of this ordinance shall have one year in which to comply with this section. After adoption of this amendment any application for a salvage yard or expansion shall include a Plan of Operation. At a minimum the plan will include a map showing the current zoning districts and future land uses within one-half (1/2) mile of the proposed site. The plan will detail days/hours of operation, setbacks, screening plan and hazardous fluid containment. 5. All non-commercial salvage yards shall also meet the following: (a) (b) Applicants must reside on the property or the adjoining property; the parcel can be divided by a road. Only six (6) unlicensed/inoperable vehicles are allowed per site.
5. (c) All sites must be cleaned up All solid waste and all fluids shall be removed and disposed of properly. (d) The permit approval is good for a five (5) year period and may be extended for a three (3) year period. The current conditional-use permit fee at that time will be charged for both. 6. Three unlicensed and/or inoperable vehicles may be stored on a lot outside a building and must meet the principal building setbacks and screening requirements noted above. 7. All permitted non-commercial salvage yards of record on the date of this amendment are hereby allowed to continue under the conditions of the permit. As of the date of this amendment these permits are not subject to renewal. 6.4 Garbage and Refuse Disposal Sites 1. No garbage or refuse sites shall be permitted in Douglas County except in conformance with the rules definitions and regulations of Wis. Adm. Code NR Ch. 500. 2. All such disposal sites shall have a minimum front, side and rear yard of 100 250 feet each. No garbage or refuse disposal site is permitted within the shoreland district, floodplain or wetlands. 3.
