REPORT ON DOOR TO DOOR CAMPAIGN 2018 Sl.No District Report 1 Thiruvananthapuram DLSA Thiruvananthapuram conducted Door to Door campaign for 10 days from 09.11.2018 throughout the District. 28 Teams including Panel Lawyers, Para Legal Volunteers and Law students were created for the purpose of Door to Door outreach campaign. Total numbers of participants in the campaign are 113. They visited 5490 houses in the remote areas and met 21960 people and imparted the awareness on legal aid institutions, availability of free legal aid with the help of brochures and notices. The expenditure incurred in connection with the campaign is Rs. 62,297/-. 2 Kollam The Secretary, DLSA with the team of Panel Lawyers & PLVs and the students of Sree Narayana College of Legal Studies visited various colonies in Kollam Taluk and conducted Door to Door campaign. During the course of campaign community meetings were also organised. The Secretary gave awareness to the inmates of colony as to the various free legal services and the legal aid facilities provided by the Legal Services Institutions. The Pamphlets and brochures describing various activities and services of Legal Services Institutions were also distributed during door to door campaign. More than 14488 persons are benefited by the campaign and 161 issues have been identified for providing legal aid. 3 Pathanamthitta The District level inauguration was conducted by the Hon ble Member Secretary, Kerala State Legal Services Authority, Ernakulam. As part of the observance, this authority along with Taluk Legal Services Committees (TLSCs) conducted 10 days outreach Door-to-Door Campaign. Door to Door Campaign focused mainly for the remote area of this district. Para Legal Volunteers were appointed for conducting the Campaign and to serving the notice relating to the activities of legal services institutions. A team of PLVs and Panel Lawyers were constituted to handle the Help Desk formed at Court Premises, Pathanamthitta, Adoor and Ranni. Issued pamphlets, brochures, booklet etc. reflecting about the objectives and activities of various services rendering through Legal Services Institutions. About 30 PLVs were deputed to conduct Door-to-Door campaign. They rendered services to General Public including remote village areas At about 23500 persons were informed about the availability of free legal services covered 53 Panchayats and 2 Municipalities. About 7200 people attended the awareness class and 253 persons identified for legal aid. 4 Kottayam Handed over leaflets and books to PLVS for distribution to the common people. Instruction given to cover maximum areas in all the panchayats. Kottayam taluk has 15 panchayats and 2 municipalities. Among these they covered 77 colonies / ward. PLVs covered 1820 houses and interacted with 35524
8 5 Alappuzha 6 Thodupuzha 7 Ernakulam Thrissur people. Collected 892 complaints from 9.11.18 to 18.11.2018. Six TLSC's selected SC/ST colonies, Labour Colonies and the isolated areas in those taluks and started door to door campaign by giving Pamphlets, conducting surveys, Sensitizing people etc. Total no of persons informed about the availability of free legal services = 9440 Total no of persons identified who were in need of free legal services and eligible to get free legal services = 228 Total no of villages/areas covered = 50 Total no of urban areas covered = 1 Tumber of PLVs engaged = 63 Total number of persons informed about the availability of free legal services: 12,000 Total number of persons identified who are in need of free legal assistance and eligible to get free legal services: 33 Total number of villages/urban areas covered: 51 Hording in public places were arranged in different places as part of campaign Legal Assistance Desks were arranged NALSA documentaries were arranged in public places Awareness classes conducted and around 3250 persons were participated Awareness in prison also conducted Seven TLSA were provided awareness sessions and free legal aid services including door-to-door programs. Around 50,000 people were benefitted in 10 days and this was a commendable achievement. Almost 11,000 houses were visited and awareness provided about Services Clinics, Front offices and Legal aid help line numbers. Under leadership of Secretary, DLSA, the TLSA Secretaries and PLV came together and worked as a team to offer service during the Legal Awareness week through NOORARIVUKAL. The seven taluks of Ernakulam district creatively participated in the venture. Conducted 10 days Door to Door campaign from 09.11.2018 to 18.11.2018 at Taluk Level. The District level inauguration of campaign was held on 09.11.2018 at Kodakara Block Panchayath hall, Puthukkad. Para Legal Volunteers, Anganwadi workers and a large numbers of Migrant workers attended the function. The campaign was conducted by distributing notices and pamphlets to the people. Awareness classes were conducted to CDS/ADS Members, ICDS Supervisors, SHGs, Asha workers, Migrant workers, workers in MNREGP, School students, College Students and other community members. Two success stories were reported during the campaign, Smt. Sunitha Kiliyaniparambil ( H) Ambalamoola, Kozhukkully, a house wife at Madakkathara informed the Para Legal Volunteers about the drinking habit and physical and mental torture by her husband. The Para Legal Volunteers Smt. Anitha M.R and Reshma T.Gopi interacted with the husband and he became willing to undergo treatment in de-addiction centre and at the initiatives of Para Legal Volunteers, he was admitted to a de-addiction centre at Poomala. Another success story is of Sri. Gopalan, Meledath ( H),
9 Palakkad 10 Manjeri 11 Kozhikode a coconut climbing labourer who fell down from coconut tree and seriously injured and bed ridden. Para Legal Volunteers Smt. Sini K.K and Smt. Dasudha during the campaign knowing his situation, helped him to get compensation from Labour Department. At about 36780 persons were informed about the availability of free legal services. About 5000 people attended the awareness class and 907 persons identified for legal aid. Total number of persons informed about the availability of free legal services: 7308 Total number of persons identified who were in need of free legal services and eligible to get free legal services: 57 Total number of villages/urban areas covered: 77 In each Taluk, different terams consisting of PLV and Panel Lawyers were formed The campaign mainly focused on the people living in rural and remote areas like Tribal people and people living in coastal areas etc. In the campaign, 122 PLV were actively participated. They covered 18052 houses and 87327 people were informed about the services available through Legal Services Institutions A total number of 2930 persons required immediate assistance of legal services institutions Some issues raised very serious which require urgent interference of the Legal Services institutions. Steps are being initiated to address the same One of the majour issue brought out in the report received from Tirur TLSC is that some families who have constructed houses in coastal areas are not getting house number from the lo9cal authority concerned due to the restrictions as per the coastal regulation. They are unable to take ration cards, electricity. Collected the details of mentally and physically challenged persons in the area The Door to Door Campaign work started on 09-11-2018. A group of volunteers were selected and trained for this purpose. The PLVs visited the tribal colonies, the SC colonies, beach areas and other remote and backward areas of the district. Visited about 3,000 houses and met around 10,000 people and distribute pamphlets to them and made aware of the relevance and services of the legal services authority to them. Apart from this, awareness campaigns were organized in Meppayyur, Cheruvannur, Naduvathur, Chellannur, Kodiyathur, Kuruvattur etc. The services rendered by the legal services authority were explained and pamphlets were distributed there. The PLVs visited about 150 camps of migrant labourers and distributes the pamphlets and explained about the legal services to them with the help of a translator. There were around 2000 migrant labourers altogether in the camps. As a result of the campaign thousands of people were made aware of legal services, complaints were settled through discussion with the parties and other complaints were forwarded to the concerned authorities. The Door to Door campaign started on 09.11.2018 and
12 Wayanad continued up to 18.11.18. Even though some of the tribal settlements are deep inside the forest, the team able to reach almost all the parts of Wayanad district. While going to places like Naikkatti, Muthanga,etc. There was disturbance from the wild elephants. As per the instruction the PLVs were deputed all the three taluks. They went to each house and enlightened about the activities of DLSA like the NALSA schemes, legal aid, adalaths, mediation etc. They distributed the pamphlets of DLSA including phone number. Along with this the notices of victim compensation schemes were also distributed. Total No. of persons visited : 12,025 Persons needed free Legal Services : 160 Pre-litigation petitions collected : 160 13 Thalassery The inauguration was held at Bicentenary Hall, Court Complex, Thalassery on 09.11.2018. Twenty teams, each consisting of 3 Para-Legal Volunteers headed by a Panel Lawyer covered a total of 5231 households and identified 42 beneficiaries. The campaign started from the remote villages. The teams carried literatures in local dialect consisting of pamphlets, brochures and booklets about the objectives and activities of Legal Services and welfare schemes available under the state Government. Identified people in need of legal assistance. High incidence of drug addiction was identified in certain areas. These areas have a high number of school dropouts too. The authority will soon undertake a survey to identify school dropouts and assist them in continuing their education. Legal literacy classes to explain laws, highlight concepts of legal aid and alternate method of dispute resolution were also conducted as a part of the campaign. Stickers and banners conveying messages and spreading awareness were put up at every nook and corner of the District. A walkathon was held at Thalassery on 09-11-2018. The walkathon was from Court Complex to Thalassery town with the participation of all the Para Legal Volunteers of the district. They carried placards that displayed the services provided by legal services institutions and the helpline numbers and distributed notices to the public. On 18.11.2018, the PLVs performed a street play at various parts of the district. The play depicted the tactics money-lenders employ to grab property. The play advised the poor to approach the Legal Services Institutions to get free legal help and aid in such circumstances. The street play proved to be an effective way of informing people about the institutions of legal services, facilities that can be availed of and how legal services can help them get their entitlements under various laws and schemes of the government. Identified two persons living alone at Mayyil and Cherupuzha without any help from family and it was solved at the Adalath as the family members agreed to take care of them. 14 Kasaragod The inauguration of the Campaign was held at Perdala Koraga Colony on 07.11.2018. During the campaign Para Legal Volunteers have taken great pain to reach out the people at the remotest area of this district especially in ST colonies. The target group during the campaign was mainly people living in colonies, it is true that still some people live in house roofed with plastic sheets and their toilets were covered with sheets. The Para Legal Volunteers shared their experienced after the end of the campaign and their unanimous opinion was that though the State is spending crores of rupees for the welfare of the ST people, still they live in poverty stricken environment. Number of Houses Visited: 4,659 Number of persons informed about legal services: 15,156 No of persons in need of free legal service & eligible for legal aid: 393 Success story: The story of Kiran aged 12 years was so peculiar which needed the intervention of an outside agency. The parents of the child, Sri. Kunhiraman and Smt. Radhamani were much worried about the future of their son as he used to skip the school continuously for one or other reason. His teachers and Head Master of the school tried to bring back him to school, but all were in vein. The matter has taken up by our Para Legal Volunteer Smt. Sruthi. She visited the house of Kiran three to four times and persuaded him, and also his parents and counselled them of the importance of education, and also as to the legal action that the parents have to face in case of the child not send to school. After continuous intervention of the Para Legal Volunteer, the parents took initiative to send the child to school and the child became willing to attend school. Now, he is attending the school regularly, and the para legal volunteer is in constant touch with the parents to see that the child is attending the school regularly. Photographs
