Recommend Draft Resolution Authorizing the Purchase of One (1) 2019 Ford AWD Utility Police Interceptor and Associated Conversion Costs for Fire Department Command Vehicle in the Amount Not to Exceed $50,000 from Morrow Brothers Ford. Moved by Ald. McGowan, seconded by Ald. Burghart Chief Antenore answered questions on the status of the current command vehicle and associated costs of the new vehicle. d. Recommend Draft Resolution Authorizing Waiver of Bidding Process and Execution of an Independent Contract Agreement with First Inspection Services, Inc. for Plumbing Plan Review and Inspection Services through the End of Fiscal Year 2019-2020 as Presented. Moved by Ald. Marks, seconded by Ald. McGowan City Admin. Dawkins explained why the process to hire a staff inspector did not materialize. e. Recommend Draft Resolution Awarding Bid and Contract in the Amount of $250,000.00 for Sanitary Sewer Lining to Hoerr Construction, Inc. Moved by Ald. Bruno, seconded by Ald. Marks Supt. VanGyseghem answered questions on the scope of the project and progress to date. f. Recommend Draft Ordinance Amending Title 10 (Building Regulations) of the Geneva City Code to Adopt the 2015 Edition of the International Residential Code, Energy Conservation Code, International Mechanical Code, International Fuel Gas Code, and International Swimming Pool and Spa Code. Moved by Ald. Kilburg, seconded by Ald. Hrbuy Building Commissioner and City Attorney Scott Fintzen provided details on the proposed amendments. 4 3 requirements for residential sprinkler systems, as well as keeping the fence requirements for yards with pools. The formal ordinance would not come back to council until October. g. Recommend Draft Resolution Authorizing Execution of a License Agreement Between Preservation Bread & Wine, LLC and the City of Geneva Related to the Construction of a New Pedestrian Doorway to the Commuter Parking Deck at 597 S. Third Street. Moved by Ald. McGowan, seconded by Ald. Maladra Lawrence Colburn, owner of Preservation Bread and Wine was present to answer questions on the project and agreement. Discussion centered on recent adjoining property installing a fence blocking egress and the City and licensee came to an agreement to propose the walkway from the parking deck. h. Recommend Draft Resolution Authorizing Execution of a Plat of Easement Vacation for 1900 Averill Road. Moved by Ald. Marks, seconded by Ald. Bruno 5. NEW BUSINESS Ald. McGowan thanked all the Geneva Beautification volunteers who participated in the weekend s fall planting project. Ald. Kilburg and Radecki thanked those who participated in the day s Geneva Community Chest golf outing. Ald. Hruby asked the community to be mindful of pedestrian and bicycle traffic and safety now that school was back in session. 6. ADJOURNMENT On a motion by Ald. Marks, seconded by Ald. Yes No Executive Summary: The City sought out and received three (3) bids for the 2018 Storm and Sanitary Sewer Replacement project. This work involves the removal and replacement of a storm sewer on Euclid Avenue east of Route 25 and a sanitary sewer main west of North River Lane between Ford/Stevens Street. The bids are summarized on the attached bid tabulation. Patnick Construction submitted the lowest unit prices at a total cost of $125,833.00, compared to the Engineer s Estimate at $141,430.00. Patnick Construction has not done work for the City of Geneva before, but staff has checked with their provided references, and they have completed comparable projects satisfactorily in other communities in this area. 9 CITY OF GENEVA CERTIFICATE OF COMPLETION RESOLUTION Whereas, CDH-Delnor Health System, Developer of Delnor Family Residency Continuity Clinic has entered into a contract for the construction of specific utilities, and Whereas, Reed Construction; the Contractors, have Completed the following construction within the subdivision: a. Watermain b. Electrical improvements c. ROW improvements and, whereas, the above listed construction has been inspected by V3 Consultants, the engineer for the developer, and the engineer and / or representative for the City of Geneva, and found to be satisfactory. Now, Therefore, Be It Resolved by the City Council of the City of Geneva, Illinois, that said construction is considered complete as of the date of passage of this resolution, subject to the following excluding: N/A It being understood that the normal period of maintenance and liability of the contractor commences this date as heretofore agreed.
