Presdent T s Report Presdent Mackey reported that the wnter term enrollment of 42,710 s the second hghest n the Unversty's hstory; some 300 students short of the all-tme record. He noted that the wnter term enrollment pattern contnued the prevous term's pattern of ncreases n the Colleges of Busness, Communcaton Arts and Scences, Engneerng, and Natural Scence. Dr. Mackey also commented that the Governor's 1980-81 budget recommendatons contemplate larger ncreases than had earler been ndcated. The Governor's recommendatons also depart from earler sgnals n that they make some effort to recognze nsttutonal role and msson and are not straght across-theboard adjustments for all nsttutons. 2. Board Commttee Reports a. nvestment Commttee On behalf of the nvestment Commttee, Trustee Krolkowsk reported that the Commttee revewed letters from Scudder, Stevens & Clark outlnng nvestment transactons taken snce the October meetng of the Board of Trustees. Also revewed was the nvestment Performance Report for the quarter ended September 30, 1979. The Commttee heard a presentaton from representatves of Detrot Bank & Trust regardng ther management of the Fee trusts and dscussed a recommendaton from the bank that full dscretonary authorty be granted to them n the management of these assets. Currently, the Board s requred to approve sales n two of the three trusts. Lands and Physcal Facltes Commttee Trustee Krolkowsk reported that the Land and Physcal Facltes Commttee consdered but made no fnal decson on a request by the Reef Petroleum Company for the necessary easement and rght-of-way agreements to establsh a processng staton and market the gas from our well n Avon Townshp, Oakland County. He also reported that the Commttee had voted to drect the Admnstraton to lst the 385 acres of land n the Sara Van Hoosen Jones property wth Wer, Manuel, Snyder and Ranke for a twelve-month perod at $9,000 per acre. Pror to the lstng, we should gve the two developers whch had prevously expressed nterest n the property thrty days to make an offer. A report was receved concernng prelmnary negotatons on a possble gft of property on the AuSable Rver. The Commttee also recommended cooperaton wth the Tr-County Plannng Commsson n a study to determne automoble orgn and destnaton patterns. Trustee Bruff moved approval of the Commttee report. Seconded by Trustee Sawyer. Approved 5 to 1 wth Trustee Krolkowsk votng No. Trustee Radclffe was not n the room at the tme the vote was taken. Trustee Krolkowsk moved that n the Board's closed sesson, as prevously voted, consderaton also be gven to a lease as authorzed under Secton 8 of the Open Meetngs Act. Seconded by Trustee Bruff.
