Public Hearing Consideration of Ordinance 10 02, Flood Damage Prevention Ordinance Darrel McCullough reported that this Ordinance had to be in place by December 7, 2010. It helps keep insurance rates down. This is an update of the original Flood Ordinance and various Flood Zones have been adjusted within Cibola County. Summary of Accounts Payable Process John Alexander Commissioner Simpson wanted to know the Accounts Payable process. John explained that first a Requisition is presented and then a Purchase Order issued. Any amount over $5,000.00 has to have a signature of two commissioners. 2. Cibola General Hospital Quarterly Report interim Mike Makosky Mr. Makosky made a short presentation and stated that electronic reporting should be in place by the end of the year. They have had a good year both financially and operationally. Commissioner Gallegos asked if it was possible to have the Hospital accept all insurances and not to have to go into Albuquerque for an insurance to be honored. Commissioner Michael also wanted to know if the Hospital could notify a person immediately if the hospital was not going to accept their insurance, as not to burden the patient. 3. Resolution 10 30, Cubero VFD loan application for water well, Action may be This is a Resolution authorizing and approving the submission of a completed application for Financial Assistance and Project Approval to the New Mexico Finance Authority. Commissioner Jaramillo made a Motion to approve Resolution 10 30 and Commissioner Simpson 4. Joint Powers Agreement, Cibola Regional Dispatch/Village of Milan. Action may be This JPA is to include the financial participation of the Village of Milan in the funding of the Dispatch Center. Page 4 Attorney, Charles Lankis asked the County Commission to table this item, as there is a pending law suit. Mr. Dougherty said that this comes as a complete surprise to him, as nothing has ever been mentioned to him. Mr. Dougherty s Surveyor sits on the Planning and Zoning and there has been plenty of opportunity to talk. Issues are the consolidation of lot lines and covenants. Mr. Dougherty does not have a problem tabling this item. Commissioner Gallegos suggests that the original Plat Maps be submitted in the future. Commissioner Michael asked; why was this not stopped at the Planning and Zoning level? Commissioner Simpson made a Motion to table the action and Commissioner Jaramillo 6. Consideration of Resolution 10 31, RAC application, Zuni Mountain Trails Project. Action may be This is an application supporting the 2010 2011 Resource Advisory Committee Joint Application for both the counties of McKinley and Cibola for the Zuni Mountain Trail System Project. Commissioner Jaramillo made the Motion to approve Resolution 10 31 and Commissioner Gallegos B. Citizens to Address the Commission Mr. Dougherty from Bluewater commented that the Clerk s office provided good training for the General Election and the staff was able to answer all his questions. Barbara Wesley recently attended a meeting in which they are asking for nominations of designated places of interest. There are currently no nominations for Cibola County and urges the Community to send in their nominations by December 17, 2010. Keith from Riverside Auto again asks the County Commission to look into the Dispatch Center on call out requests. He is not being called, only Central Auto.
