WHEREAS the Vinsulla Irrigation District s e of Lands : is an improvement district under the : "Water Act" and was constituted by Letters Patent issued on the seventh day of Larch, 1922: AND WHEREAS section 179 of the "',rater Act" empowers the Lieutenant-Governor in Council to recall the Letters Patent of any improvement district and issue in their place other Letters Patent: An WHEREAS the Vinsulla Irrigation District has petitioned for the recall of its Letters Patent and the issue to it of other Letters Patent, and has complied with the requirement:, of the "'dater Act" in that regard: AND WHEREAS the Einister of Lands 'fias recomended the issue of these Letters Patent: AND WHEREAS We have thought fit, by and with the advice and consent of Our Executive Counoil, under and by virtue of the powers Lino authorities contained in the said "Water Aot" and of all other powers and authorities in that behalf enabling, to recall the Letters Patent of the Vinsulla Irrigation District and issue in their place these Letters Patent: NOW KNOW YE that by these presents,c Co order G,rd proclaim that:--
2. ). The Vinsulla Irrigation District constituted by Letters Patent issued on the seventh day of 1iaroh, 1922, shall continue in being. 2. The territorial limits of the said Vinsulla Irrigation District shall comprise the following lands in the Kamloops Division of Yale District, namely:-- All the lands shewn on Registered Plans 1475, 1513 and 1537, Kamloops Land Registration District. 3. The objects of the said Vinsulla Irrigation District are the acquisition and operation of licences and works for thestoraoa, diversion, and use of water for irrigation purpose, and such incidental purposes as are authorized by the licences the district may acquire. 4. There shall be three Trustees of the said Vinsulla Irrigation District. 5. In levying taxes the Trustees shall from year to year levy upon the irrigable land within the area covered by Registered Plan 1475 taxes higher by ninety cents an acre than those levied upon other irrigable land in the District. 6. Section 166 of the "Water Act" shall not apply to the said Vinsulla Irrigation District, and the following shall apply:-- "The only persons qualified to be nominated and elected and to hold the office of Trustee of the Vinsulla Irrigation District shall be such as are British subjects of the full at;e of twenty-one years and are owners of land within the territorial limits, or the duly authorized agents of such owners and are not of Chinese, Japanese, or other Asiatic or Indian race. 7. Sections 197 to 206, inclusive, 210 to 213, inclusive, and Schedule B of the "Water Act" shall not apply to this improvement district, and the following provisions shall apply: "An annual general meeting of the owners of land within the improvement district shall be calla. by the Truste,s, and
3. shall be held between the first day of January and the fifteenth day of April at a place within or in the vicinity of the improvement district, for the following purposes: "(a) To receive from the Trustees a report on the condition of the works and a statement of the financial condition of the improvement district: "(b) To discuss with the Trustees any matter relating to the works or finances of the improvement district: "(c) To fix the remuneration cf the i:rustees for the ensuing year: "(d) To elect a Trust or Trustees to fill all vacancies among the Trustees, and to elect a Trustee or Trustees to succeed those whose terms of office expire coincident with the holding of such annual general meeting. "A special general meeting may be oalled by the Trustees at any time for the purpose of electing a Trustee or Trustees to fill any vacancy or vacancies a/ong the Trustees, or for the purpose of discussing with the owners any matter or matters relating to the works or finances of the improvement district which in the opinion of the Trustees should be brought up at a general meeting. "At least fourteen days' notice of every general meeting shall be given by notices mailed to each resident owner of land in the district at his or her last-known address and posted up in a conspicuous public place in the territorial limits. The said notices may be in Form 4 of Schedule A of the 'Water Act.' "The qualified voters present at a general meeting shall choose a chairman and a secretary of the meeting. The persons so chosen shall be chairman and secretary respectively of the next succeeding general meeting until a new chairman and secretary have been chosen.

"The secretary shall enter in a book provided by the Trustees for that purpose minutes of all matters brought before the meeting, including all resolutions proposed and the action taken thereon and all votes taken upon any matter. The persons entitled to vote at any general meeting shall be such as are British subjects, and are of the full age of twenty-one years, and are owners (as defined in section 165 of the 'Water Act') of land within the territorial limits, or are the duly qualified agents of such owners, or the legal representatives of owners who have died, become insolvent or insane, and are not of Chinese, Japanese, or other Asiatic or Indian race. In the event of the right of any person to vote at any general meeting being challenged, the chairman shall have authority to determine whether or not such person is entitled to vote, and the chairman may require such person to make and file with him a statutory declaration showing that the declarant is qualified as aforesaid to vote at such general meeting. Forthwith after the holding of a general meeting the Trustees shall file with the Water Board a true copy of the minutes of such meeting." 8. The Trustees of the Vinsulla Irrigation District duly elected as such and whose terms of office have not expired shall continue to hold office and the by-laws, resolutions, assessment roll and collector's roll of the said district shall continue in force.
