Legislative: Brian Greetings, members and friends, We're still waiting to see what happens with HB2860, our bill that would allow us to proceed with caution through a stoplight that fails to recognize a motorcycle. It's been sent to the Gov. He has 60 days to sign it, veto it or let it become law automatically. The ISP has agreed to stop conducting motorcycle-only roadblocks-- not due to a change in the law, but as a result of a meeting between our Page 3 lobbyist, our state Legislative Coordinator, House legislative staff and representatives of the State Police. Counties and municipalities can still conduct them. If you do happen to get stopped at a motorcycle roadblock, be polite, but note the location, the time of day, and the officer's badge number; contact a Chapter officer, and we will follow this up with ABATE's legal department. Page 4 of this bill got language inserted into the House Financial Services and Government Appropriations bill that would prohibit the CPSC from using federal funds to implement the lead-ban for kids' off-road vehicles, but a permanent change in the law is still what's needed. The House Energy and Commerce Committee, of which Rep. Kinzinger is a member, is also considering HR1939, which has similar language, but doesn't go as far as HR412. The Senate is also considering a bill with virtually the same language as HR412--it's Senate Amendment 214. We should call Sen. Durbin @(202)-224-2154 and Sen. Kirk @(202)-224-2854 and ask them to cosponsor this bill. We had a special guest at the July meeting--11th District Congressman (and new WillCo member) Adam Kinzinger spoke about his support of "Kids Just Want to Ride" and used it as an example of needless government interference and misguided overprotection. He used an analogy I liked--bikers are like people were back in the Old West; we don't want anyone to interfere with us or restrict us--we just want to be able to blaze our own trail. Page 6 told me after the meeting he really likes ABATE as an organization. Other states and counties are enacting motorcycle noise legislation. I'll have specifics and updates next month, but if anyone is traveling to Maine or New Hampshire, be careful! Legislative redistricting means virtually all of us will be in vastly different state and federal districts. Many of the state senators and representatives and congressmen we've worked with and gotten to know will no longer be "our" legislators, and we'll have to establish personal relationships with new ones. In many cases, the new legislators in our districts already have worked with ABATE on bills, but many of them will face tough battles to get re-elected. It's up to every one of us to get involved and help to shape the future of motorcycling, because many in our government envision a vastly different future for us than we do! Safety & Ed: Monty Boys & Girls, the time has come for Monty to retire. I am not going to be running this year for the Safety & Ed position. I have enjoyed my time in this position, but I am changing jobs and taking over as Chairman of the Board of the Plainfield Area Chamber of Commerce and my time is at a premium. I have not been able to spend the amount of time necessary needed for Safety & Ed Coordinator, as can be seen by my lack of articles. I am still very passionate about Safety & Ed and will still be Page 9 very involved. Thank you to everyone that has helped me in this position. Special thanks to Freak, Maria MJ Vi, Allison, Tony, Michael& Paul. I will still be teaching at Plainfield North and Plainfield East High Schools. Membership Helen Well it has been an unusual spring and summer but at least people are getting out now that some of the rains have stopped. I will be trying to send out monthly renewal notices to everyone that has not already renewed. The top of the application form will say CHAPTER RENEWAL NOTICE. These are ok to use, they will be mailed directly to our WillCo PO Box. Page 10 If you get one that just says RENEWAL NOTICE this is coming from the State Office and this is the one that we do not get the $3.00 for our chapter.
